1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
2. Request for Quotation (RFQ) H9227724QJ006 Operational Contract Support Integration Cell (OCSIC) Support to Special Operations Joint Task Force-Levant (CSOJTF-L) J4 Operations
3. The combined synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05 effective 22 May 2024.

5. The Contractor shall provide skilled personnel and supervision to support logistical operations for Special Operations Forces (SOF) in support of CSOJTF-L J4 across various named operations and activities. The contractor shall perform to the standards stated within the attached PWS, which define requirements for this effort.

Offerors shall submit the following documentation via email in order to be determined as responsive:
i. Completed RFQ, proposed pricing for CLINs 0001 and 1001, shall be filled in the proposed CLIN structure above.
ii. All documentation requested in FAR 52.212-2
QUOTE SUBMISSION INSTRUCTIONS: Offerors shall submit their quotes on this combined synopsis/solicitation to include all requested supporting documentation. THE GOVERNMENT WILL NOT EVALUATE INCOMPLETE QUOTES. Any requests for Information (RFIs) must be submitted no later than 05 September 2024, 1:00 pm Arabian Standard Time to damien.c.tordonato.mil@socom.mil and devon.q.elliott.mil@socom.mil
Quotes must be submitted electronically to damien.c.tordonato.mil@socom.mil and devon.q.elliott.mil@socom.mil. Quotes shall be submitted no later than 13 September 2024, 1:00 pm Arabian Standard Time (Z+3). Quotes received after this date and time will be considered as late submissions in accordance with FAR 52.212-1(f).

7. FAR 52.212-2, Evaluation – Commercial Items NOV 2021
a. The Government will award a contract resulting from this solicitation to the responsible offeror whose quote, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
(1) Past Performance
(2) Price
b. Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
c. Factors:
i. Past Performance
a. The offeror will provide past performance projects performed within the last 5 years similar in nature to the attached PWS. Offeror will provide Contractor Performance Assessment Reporting System (CPARS) documentation. The offeror will submit no more than three (3) projects; one (1) page narrative per project to include a point of contact to verify past performance -name, email, phone number. Project page will be formatted as follows: Use Calibri font not smaller than 11 pt, no less than 1” margins, do not modify tracking and kerning. Cover pages do not count against the page count;
however, they will not be used to determine evaluation ratings.

b. Past performance information may be obtained from any other sources available to the Government, to include, but not limited to, the Contractor Performance Assessment Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases.
c. Past performance will be evaluated for recency. Recent past performance must occur within the last 5 years from the date of solicitation issuance. Past performance must be recent in order to be considered for a relevancy and confidence rating. Recent past performance will receive a past performance relevancy adjectival rating as defined below:

f. Offerors, who do not have past performance, will receive a Neutral Confidence Rating.
ii. Price.
a. The determination of price reasonableness will be made in accordance with FAR Parts
13.106-3 and 12.209.
b. All prices shall be provided in USD.
c. The Total Evaluated Price (TEP) will be determined as follows:
i. The Offeror's total price will be determined by multiplying the quantities identified in the Combined Synopsis by the unit price entered for CLINs 0001 and 1001, limited to two decimal places for each line item, to confirm the extended total amount for each line item. The sum of all extended amounts will be the Offeror's total price. The offeror is not required to provide pricing for CLINs 0002, 0003, 1002, and 1003.
ii. The Government will confirm all calculations.
iii. The Offeror’s Total Evaluated Price (TEP) will include the base period and all option periods.
iii. Award methodology.
a. The Government intends to follow FAR 13.106-2(b)(4)(ii): “where an evaluation is based only on price and past performance, making an award based on whether the lowest priced of the quotations or offers having the highest past performance rating possible represents the best value when compared to any lower priced quotation or offer”.
b. The past performance will be evaluated to determine a past performance relevancy and confidence rating.
c. The US Government reserves the right to cancel this requirement if no offeror can demonstrate substantial or satisfactory confidence rating.
d. In the case of offerors for which there is no information on past contract performance or where past contract performance information is not available, the offeror may not be evaluated favorably or unfavorably on the factor of past contract performance (see FAR 15.305(a)(2)(iv).) In this case, the offeror’s past performance is unknown and assigned a performance confidence rating of “neutral.” Although the Government may not rate an offeror that lacks recent, relevant past performance favorably or unfavorably regarding past performance, the USG may determine, that a “Substantial Confidence” or “Satisfactory Confidence” past performance rating is worth more than a “Neutral Confidence” past performance rating in a best value tradeoff as long as the determination is consistent with stated solicitation criteria.

11. 52.217-8 Option to Extend Services NOV 1999
a. The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days of contract expiration.
12. 52.217-9 Option to Extend the Term of the Contract MAR 2000
a. The Government may extend the term of this contract by written notice to the Contractor within 30 days of contract expiration date; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires.
The preliminary notice does not commit the Government to an extension.
b. If the Government exercises this option, the extended contract shall be considered to include this option clause.
c. The total duration of this contract, including the exercise of any options under this clause, shall not exceed 2 years 6 months.
