Vendor’s Questions

Q.1 Reference PWS Paragraph 12.2, the PWS states in part “where “field conditions” have been specified. Please confirm field conditions have been specified for this location (Camp Xiphos, Jordan) where meals and lodging are provided by the government at no expense to the contractor.

Yes, the contractor is covered for the meal/lodging expenses.

Q.2 Is this a new requirement or follow on to an existing contract? If there is an existing contract, can the current contract information be provided, to include contract number, previous solicitation number, and incumbent contractor?

Yes, this is a new requirement.

Q.3 Will contractor personnel be authorized leave/R&R while on this contract? If so, what are the terms, i.e., 20 days per year, etc.? One year, 2 weeks

The contractor is not allowed to participate in the R&R program. The Contractor is authorized two weeks of leave per year, pending command approval based on current mission requirements.

Q.4 The PWS mentions that personnel must have a "Secret" security clearance and may require access to Foreign Government, NATO, and Controlled Unclassified Information (CUI).

Clarification is needed on whether these requirements are strictly mandatory at the start of the contract or if there is some flexibility in acquiring them shortly after the contract initiation.

These requirements are mandatory and are required before arriving in theater. It is not required before the contract initiation.

Q.5 The PWS outlines requirements for travel and the use of rental vehicles, including compliance with Joint Travel Regulations (JTR). The pricing for travel and ODCs is capped, but there is mention of potential cost increases due to mission needs. Clarifying the process for authorizing and reimbursing these additional expenses would be prudent.

The requirements for travel and use of rental vehicles would be in accordance with JTR. But in extenuating circumstances travel will be modified (approved) when the mission dictates.

Q. 6 The PWS specifies detailed performance metrics and reporting requirements, including weekly and monthly reports. It would be helpful to confirm the exact format and content expectations for these reports to ensure compliance with the customer's preferences.

The format and content of the weekly and monthly reports will be on the Chief’s discretion that would be dependent on the workload.

Q. 7 The PWS requires personnel to have certain certifications (e.g., DAWIA Level II) and relevant experience. If personnel need to obtain additional certifications or undergo specific training for certifications, after contract award, would this be acceptable?

Yes, after contract award if new training/guidance is implemented – the contractor would be allowed to obtain the certification on site or after the contract award if necessary.

Q. 8 The solicitation mentions an option to extend the contract for an additional year.

Clarification on how pricing adjustments (if any) will be handled in the optional year, especially in light of potential changes in mission scope, would be beneficial.

The pricing will be evaluated with the award of this contract. The Contractor should incorporate estimated inflation in the pricing provided. Changes to future pricing will only be accepted in extenuating circumstances.

Q. 9 The RFQ requires past performance documentation with specific formatting and details.

Ensuring that the expectations for what constitutes "relevant" past performance are well-understood is important, especially regarding the type and scope of past projects that will be considered.

Yes, the past performance should mirror what is required to be an OCSIC planner. The specific formatting and details – should reflect the specialized experience to be considered for the announcement.

Q. 10 Is there an expected in-country attendance for each assignee? Specifically vacation or time-off allowed, outside of Jordan, over the course of the year.

Contractors are authorized to take leave outside of AOR.

Q. 11 Section 12.0 - Would the Government confirm that lodging, meals, and life support will be provided to contractor staff?

Yes, see Q1 for detailed information.

Q.12 Would the Government confirm if this is a new or standing requirement? If it is a standing requirement, would the Government share the incumbent company name, contract number, period of performance, total contract value, and number of full-time employees?

New contract, see Q2 for detailed information.

Q.13 Would the Government confirm that contractor staff do not need to deploy through the CONUS Replacement Center (CRC)? And that instead, it is the Contractor’s responsibility to clear staff in accordance with the USCENTCOM Theatre Medical Clearance Information?

The contractor will deploy through CRC.

Q.14 Will the government consider a contractor of 1 separately?

No, this requirement is to fill two positions.

Q.15 Has this contract been completed by another vendor? If so, is the information available?

No, this is a new requirement.

Q.16 The NAICS code 561110 - Office Administrative Services is usually utilized for lower-level administrative support, and this requirement is for OCSIC personnel with acquisition experience; therefore, will the government please consider utilizing a NAICS code typically utilized for OCSIC and/or acquisition-type requirements such as one of the following?

541690 - Other Scientific and Technical Consulting Services or

541611 – Administrative Management and General Management Consulting Services

Yes, these NAICS are also acceptable.

Q.17 To ensure contract execution without a 6-12 month delay, will the government please clarify that Offerors must have an active Secret or higher Facility Clearance capable of immediately employing cleared personnel?

Yes, the offeror/offerors must have an active secret or higher clearance to avoid delay.

Q.18 In reference to Past Performance, since past performance and price are the only evaluated factors, would the government consider allowing a narrative of up to 2 pages per project?

Yes, a two page submission is acceptable.

Q.19 Does the Government want to see resumes of proposed personnel to demonstrate capability to provide staff meeting all staff qualifications described in PWS Attachment 1: OCONUS/CONUS JOB

SPECIFICATIONS?

Resumes are not required to be submitted for the evaluation, however the two personnel must possess the requirements outlined in the PWS. The submission of quote for this requirement will serve as the vendor’s validation that the two personnel hold the appropriate certifications.

Q.20 PWS 3.1 states that "The contractor shall provide two (2) Full Time Equivalent (FTE) skilled personnel" but RFQ 4. Contract Line-Item Number(s)(CLINs) asks for pricing for 7200 labor hours for both base and option years (CLIN 0001 and CLIN 1001), Can the Government please address and resolve this discrepancy?

The 7200 labor hours is the combined amount for both FTE’s for one year. This is calculated based on 50 weeks, with two weeks allocated for leave.
