Performance Work Statement (PWS) Operational Contract Support Integration Cell (OCSIC) Support to
Special Operations Joint Task Force-Levant (CSOJTF-L) J4 Operations 22 Aug 2024
Statement of Objective: Operational Contract Support Integration Cell (OCSIC) Support to CSOJTF-L J4 Operations
Customer Name/Organization: CSOJTF-LEVANT J4
1.0 Program Scope/Objectives
1.1 OCSIC Support: The Contractor shall provide skilled personnel and supervision to support logistical operations for Special Operations Forces (SOF) in support of CSOJTF-L J4 across various named operations and activities. Personnel will be assisting the Operational Contract Support Integration Cell (OCSIC), providing general operational contract support (OCS) planning, advice, administration, coordination, and maintenance of OCS information. This task will support OCONUS sites and activities in the CENTCOM AO, to include but not limited to Kuwait, Iraq, Syria, Lebanon, and Jordan. The OCSIC physical presence will be with the CSOJTF-L J4 located at Camp Xiphos, Jordan. The contractor shall perform to the standards stated within this PWS and Attachment 1, which define requirements for this effort.
2.0 Applicable Documents
2.1 Documents applicable to the services to be performed under this PWS are listed below. However, a discrete list is not included at this time. By category, they would include the following:
2.2 All general or specific DoD/Joint regulations, policies, and procedures applicable to the unit, the contractor, and the equipment involved in this program. This includes JP 4-10, Operational Contract Support (OCS).
2.3 All Original Equipment Manufacturing (OEM), DoD, or Government technical references for the specific tasks performed.
2.4 Environment and Safety regulations, policies, and procedures applicable to the unit, the contractor, and the equipment involved in this program.
2.5 CENTCOM, SOCOM, and SOCCENT AOR Standard Operating Procedures (SOPs), Operational
Instructions (OIs), and similar documents pertaining to OCS.
3.0 Requirements
3.1 The contractor shall provide two (2) Full Time Equivalent (FTE) skilled personnel to perform OCSIC Support actions defined in Attachment 1 of this PWS. Personnel may be required to support and interface with mid- to senior-level personnel assigned to Central Command, Special Operations Joint Task Force- Levant (CSOJTF-Levant), and Special Operations Command-Central (SOCCENT).
4.0 Program Management
4.1 The contractor shall provide sufficient management support to coordinate and execute all hiring actions and management activities to ensure the requirements of this PWS are accomplished. The contractor shall submit personnel actions through the Synchronized Pre-deployment and Operational Tracker (SPOT) system for a Letter of Authorization (LOA) to utilize camp sustainment services. The contractor shall monitor program cost data, schedule, performance, and maintain related data outlined under Paragraph
15.0. The contractor shall submit monthly financial status reports to Contracting Officer (KO), Contracting Officer Representative (COR) and Alternate Contracting Officer Representative (A-COR), if necessary, to ensure program objectives are achieved.
4.2 Personnel The Contractor shall provide sufficient resources to meet the needs of U.S. Forces Forward OCSIC functions at subject locations. The Contractor shall provide fully trained and skilled personnel that meet and/or exceed the standards noted in Attachment 1 to support the full spectrum of the operations. The Contractor shall maintain personnel and specified qualifications required to perform their duties.
4.2.1 The contractor shall provide the resources necessary to meet the needs of the mission at the designated OCONUS sites. The job descriptions defined in Attachment 1 identifies general and specific requirements for personnel required to support this effort. Personnel must be flexible and possess the ability to relocate/travel within 24 hours’ notice to a different location based on mission requirements. All support personnel must have a valid driver’s license and able to obtain and maintain a “Secret” security clearance as specified under the security requirements.

5.0 Conflicts of Interest
5.1 The contractor shall not employ any person who is an employee of the US Government, either military or civilian, if the employment of that person would create a conflict of interest or significantly impact support due to extensive reserve duty requirements. Nor shall the contractor employ any person who is a civilian or military employee of the US Government unless such person seeks and receives written approval from the organization in which they are currently assigned. The OCSIC employees shall be US Citizens and are required to maintain a SECRET clearance.
6.0 Work Hours/ Overtime
6.1 OCONUS work weeks consist of 72 hours worked per week/contractor. However, the contractor shall utilize flexibility in executing these hours as needed to best meet day-to-day requirements. The contractor shall manage to and report on the total number of hours proposed and executed for this effort.
The contractor shall not exceed the total number of contracted hours without prior coordination/authorization from the SOCCENT KO via written modification.
6.1.1 Core hours for OCONUS locations are 0800 to 2000, Monday - Saturday. Changes in work hour requirements will be coordinated with the COR in advance. Changes shall be coordinated with the COR in advance of requirements when known. Any changes to work schedule shall be evaluated for potential cost impact. Any changes that have a cost impact shall be coordinated with the KO for final approval. Sick leave shall be notified to the COR.
7.0 Travel
7.1.1 The Joint Travel Regulations (JTR) will govern travel reimbursement. Contractor personnel or any representative of the contractor shall possess a valid passport and visas (if required) for overseas deployments. Newly hired Contractor personnel supporting OCONUS efforts shall travel to Conus Replacement Center (CRC) training located at Fort Bliss, Texas in support of this effort prior to overseas deployment.
8.0 Rental Vehicles
8.1 The Contractor may be required to provide a leased or rented vehicle for their employees. The cost will be categorized as Other Direct Cost (ODC) under the NTE CLINs 0003 and 1003 and will be in accordance with the JTR.
8.2 Jordan: 1ea vehicle for Camp Xiphos, Jordan. Vehicle must meet all USG and Jordan requirements to travel on- and off-post within Jordan. In-country travel is expected to other locations within Jordan for OCS-related duties.
8.3 Both contractor employees shall be licensed to operate commercial passenger vehicles on- and off-post and shall maintain license for the duration of the contract.
9.0 VISA’s
9.1 The Contractor shall provide work/business VISAs for contractors for all locations where DOD CAC card and LOA will not suffice for country admittance. The cost will be categorized as ODC under the NTE CLINs 0003 and 1003.
10.0 Security Requirements
10.1 Contractor personnel or any representative of the contractor shall abide by all security regulations and shall be subject to security checks. The customer will provide all physical security measures relating to tools, equipment, parts, and supplies.
10.1.1 Security requirements for this task are defined in the DD254. Unless otherwise specified, contractors supporting this task will be cleared at the “Secret” level at the start of the contract.
Contractors may require access to Foreign Government, NATO, and Controlled Unclassified Information (CUI) in performance of this effort. All contractors will require access to NIPRNET/SIPRNET computer systems at government facilities. Some contractor personnel may be authorized to courier classified information up to the “Secret” level in performance of official duties. Requests for courier approval will be submitted by a Government customer and include justification, as well as documentation of courier training, to the Contracting Officer Representative (COR) PRIOR to performing the courier duty.
10.1.2 The contractor shall ensure requirements for safeguarding classified information and classified materials are completed/fulfilled such as: obtaining and verifying personnel security clearances, verifying security clearances and indoctrination of visitors, controlling access to restricted areas, protecting government property, and securing of automated and non-automated management information systems. The contractor's management system shall prevent unauthorized disclosure of classified and sensitive unclassified information. The government shall be immediately notified if any security incident or any indication of a potential unauthorized disclosure or compromise of classified or sensitive unclassified information.
11.0 Training Requirements:
11.1 The Contractor SHALL hire personnel who already possess the training and skills defined in Attachment 1 necessary to fulfill work tasks assigned. Additionally, the government COR will coordinate, schedule and/or provide all required HAZMAT, safety training and local security briefings as applicable, to ensure compliance with local base regulations and applicable DoD guidance/directives.
12.0 Government Furnished Property/Equipment
12.1 The Government shall provide the contractor personnel with all necessary consumables, tools, tool kits, test equipment, hardware and software required to perform assigned duties. All office furniture (desk/computer workstation, chair, file cabinet, bookshelves); office machines (computer, printer, software, copier, shredder, phone, and facsimile); reference publications; and office supplies as required. The customer will provide any material handling equipment for execution of contract tasks, if required. The Government shall provide or fund all materials and inventory items required to perform these tasks. The contractor will maintain an accurate list of non-expendables, durable items (for example: laptops, diagnostic equipment, tools, etc.) provided by the Government in support of, or transferred to, this contract.
The Government will provide or fund all consumable supplies, safety equipment, personal protective equipment, equipment storage containers/areas, and other items required to support safe and efficient operations IAW published DoD and other governmental (OSHA, EPA, etc.) policies, procedures, regulations, and technical references. Accountability will be maintained using the Government’s applicable regulations and policies, and all such items will remain Government property. Any HAZMAT will remain unit/customer (Government) property.
12.2 Facilities and materials to be used on projects must attain Occupational Safety and Health, and Environmental Protection Agency Standards. An adequate work facility will be provided. The work facility shall include adequate space, dedicated phone lines, furniture, and utilities (i.e., power, sewage, lavatories, etc.). Government Lodging and Meals will be provided at each forward deployment locations for Jordan and Iraq where “field conditions” have been specified.
13.0 Services
13.1 At government owned or operated facilities, OCONUS, the government will provide all utilities
(electricity, water, and gas), DSN and/or commercial phone service, computer and office machine maintenance support, trash disposal, and janitorial services. As discussed in Section 4.1 above, the contractor shall submit personnel actions through the Synchronized Pre-deployment and Operational Tracker (SPOT) system for a Letter of Authorization (LOA) to utilize camp sustainment services. For OCONUS sites only, and to the extent possible and available, the government will provide access to medical facilities for emergency (on-the-job) health care.
14.0 Deliverables
14.1 The contractor will provide a monthly status report to the KO and copy the principal COR and ACOR with the following minimum elements:
14.1.1 Associated costs for the project to include labor hours and labor dollars charged, Materials and
Transportation, other ODCs, and travel as allocated to the project, used during the period, used to date, remaining and projected variance.
14.1.2 Once a week Personnel Status Reports (PERSTAT) shall be provided to the Government COR by the Contractor. The PERSTAT shall include certificate of completion of training dates for each individual for Logistic Automated Information Systems (AIS), VISA status, access badges status and vacation dates. Filling vacancies in a timely manner on this effort is critical to the mission’s operation.
14.1.3 Monthly Workload Summary: capture and report workload separately at each location in a tabular format.
14.1.4 Monthly Status Reports will be submitted to the KO and COR no later than the 10th day of the month. If the 10th day falls on a weekend, the report will be submitted NLT the following
Monday. This report may be requested more frequently to support customer coordination efforts due to operational drawdown.
14.2 Additionally, report formats or type of information reported may change at the COR’s discretion throughout the execution of this effort to ensure the customer has visibility and knowledge of project execution. If the requested change increases cost, it will be coordinated and approved by the COR and KO PRIOR to actual execution of the change.

16.0 Period of Performance
16.1 Unless otherwise specified, the period of performance for this task is estimated as 12 months of support from 30 September 2024 through 29 September 2025. The period of performance is subject to modification depending on actual position fill dates.
16.2 Include one (x1) option for effort support for the following option year:
16.2.1 Option Year 1: 30 September 2025 through 29
September 2026.
ATTACHMENT 1:
OCONUS/CONUS JOB SPECIFICATIONS
Operational Contract Support Integration Cell (OCSIC)
Individual must have 4 years minimum experience in acquisition or logistics Individual currently holds/previously held any or a combination of the following and has NOT had a gap exceeding one year performing direct contracting work involving USG Defense Department contracts.
o DAWIA Level II certification o APDP Level II certified in contracting o Contracting Professional Certification (Or ability to obtain the certification within 2 years) o CCMA o CFCM o CPCM o FAC-C Level o Experience working as a contract specialist o Comparable to GS-1102 series, or equivalent military AFSC/MOS.
Individual could also have a combination from the following skillsets and/or operational backgrounds:
o Logistics: Demonstrated expertise in operational or multi-functional logistics. Understands staff procedures, the planning process, and requirements development. Comparable to GS-0346 series, or equivalent military AFSC/MOS.
o Civil Engineer: Demonstrated expertise in complex requirements development and programmatic synchronization; significant knowledge/experience in post-contract oversight. Comparable to GS-0810 series, or equivalent military AFSC/MOS.
o Other: Demonstrated expertise in managing contracts and/or complex projects. Comparable relevant DoD Civ series include GS-1101, GS-1910, GS-0340, and GS-0343; or equivalent military
AFSC/MOS.
Experience/ familiarity working with contingency contracting staff environment.
Prior familiarity with Joint Publication (JP) 4-10 Operational Contract Support is highly desired.
Experience/ working knowledge with drafting and revising PWS/SOW, quality assurance plans, and request for service contract approval (i.e., Letters of Justification, Independent government cost estimate, Request for Services Contract Approval (RSCA), and Requirements Approval Document (RAD))
Expected tasks may include:
o Research Task Force requirements packages.
o Develop/submit requirements packages for submittal into CARB and other OSC-related boards and working groups for action.
o Develop/submit contract packages for submittal into Paperless Contract Files.
o Track contracts from development to divestment.
o Coordinate requirements development between End User, Staff, Funding Offices, Contracting Offices, Property Book Managers, and other OSC-related Boards and Working Groups.
o Communicate with request for information to and from Contracting Offices, Task Force, Desk
Officers, Local Vendors and Property Book Managers.
o Coordinate deliveries with Contracting Offices, Task Force, Desk Officers, Local Vendors, Property
Book Managers, and CTEF warehouses/yards.
o Have awareness of the various vendor payment processes, and how payment methods effect the acquisition from development. This includes, but not limited to: GPC, EFT, and cash payments.
o Brief Central Command, US Special Operations Command, Special Operations Command-Central, 408th Contracting Sustainment Brigade, or other contracting entities on status of requirements.
o Update multiple OCS-related reports for a few different entities within the USG and DoD.
