Amendment 2 Q&A

1. 24R0017, Page 5 of 62: Items 0006 and 0007 (And the equivalent line items for option years) are for “Materials” and “Travel” respectively, but both contain the same language about travel. Is the contractor expected to make purchases of materials as part of servicing this contract as stated in SOW section 5.3.2?

Answer: The language in the Materials CLINs have been updated.

2. Can the government share the original solicitation released for the incumbent contract in 2021 (H9225721P0020)?

Answer: No, the solicitation for H9225721P0020 will not be re-released.

3. SOW Section 6.0, Subject Matter Expert states that Operational SMEs shall have no fewer than 10 years of SOF or interagency experience. The section then goes on to state that the Technical SMEs should have no fewer than 20 years of demonstrated experience in their specialty area.

a. How many hours of operational SME labor is required per year?

b. How many hours of technical SME labor is required per year?

Answer: The Government estimates a 50/50 split between Technical and Operational SME, i.e. 100 hours each.

4. SOW Section 11.0: Are the personnel required to live in the Camp Lejeune area?

Answer: No, they are not required to live in the Camp Lejeune area.

5. SOW Section 11.0: Does the Travel NTE amount factor in travel for non-local personnel?

Answer: Any travel required for non-local personnel would come from the same travel line in the Travel CLIN.

6. SOW Section 12.0: What percentage of work will be performed on the MARSOC compound?

Answer: The percentage of work on the compound may vary due to the project development and the amount of integration required within elements on the compound. The Government S&T Lead handles primary integration responsibilities.
