Can the GOV confirm that the Program Manager and Site Lead will be the same person.
To clarify, the government requires one of the three DAHRTI FTEs to serve as the Program Manager as well as the on-site contractor lead for the purpose listed within paragraph 4.1 of the SOW.

Reference the required qualification: Proficient w/current (within the past 3 years) CQB TTPs; Instructor experience at a Special Operations CQB Course. Does the GOV require either or both qualifying criteria?

The Government requires a candidate(s) who is proficient with current CQB TTPs and has experience as an instructor at a SOF CQB Course.

Is there an incumbent contract or contractor associated with the requirement?

Contract: H92257-18-D-0002 Awardee: Crisis Response Company, LLC Period of Performance: 15 March 2018 - 14 March 2022 Award Amount: $2,432,651.43

Reference the required qualification: each individual should be a “Graduate of Service Special Operations CQB Course.”

Please define this more clearly as a bare minimum course requirement since each service component has different courses to address Direct Action Requirements. As example, the U.S. Army Special Forces has the following courses (in order of lowest to highest level of proficiency and importance): SFAUC (Special Forces Advanced Urban Combat), SOT (Special Operations Techniques), and SFARTAETC (Special Forces Advances Reconnaissance Target Acquisition and Exploitation Techniques Courses).

Reference the required qualification: each individual must be “Proficient w/ current (within the past three years) CQB TTPs; Instructor experience at a Special Operations CQB Course.”

This restriction will limit qualification to those who are outside of that 3- year window. Recommend that the CQB courses experience be expanded to commercial Combat Training Centers and not only Government-run CQB Programs. This will potentially open the aperture to more qualified individuals.
