MARSOC
Marine Raider Training Center (MRTC)
DIRECT ACTION
Statement of Work (SOW)
1.1 DESCRIPTION OF REQUIRING ORGANIZATION.
The U.S. Special Operations Command (USSOCOM) Marine Forces Special Operations Command
(MARSOC) Marine Raider Training Center is located at Stone Bay, Camp Lejeune, North Carolina.
Within the MARSOC component, the MRTC is responsible for training and educating designated personnel in individual, basic, and advanced special operations to meet MARSOC’s requirement in providing capable personnel to conduct special operations. The MRTC instructs on a wide range of capabilities within the SOF sphere, and the specific scope of this requirement encompasses Advanced
Direct Action skills.
1.2 TASK PURPOSE AND OVERALL OBJECTIVE.
The overall objective of this requirement, and resulting contract, is to provide the MARSOC MRTC component with the necessary manpower augmentation to enable full time and episodic qualified instructors to support the training and sustainment of 1000 and 2000 level Direct Action and Combative standards. This support requires fully qualified instructors to assist MARSOC in executing the following programs: Individual Training Course (ITC) Phase II, MARSOF Master Assaulters Course (MMAC), and
MARSOC SOF Fundamentals Course. Specification on full time and episodic support will prescribed in paragraphs 2 and 3 of this SOW.
1.2.1 Course and Exercise Requirements/ Details
1.2.1.1 Individual Training Course (ITC) Phase II: The purpose of this course is to build upon the foundations of phase I, training the students in combat marksmanship, close quarters battle, basic explosives, explosive breaching, and urban combat. ITC Phase II culminates Guile Strike Field
Exercise: a one-week exercise focused on direct action raids in an urban environment.
1.2.1.2 MARSOF Master Assaulter Course (MMAC): The purpose of this course is to qualify students as technical experts in conducting combat marksmanship, close quarters battle, explosive breaching sustainment training, in accordance with the MARSOC T&R Manual. This is accomplished through a five-week course of scenario based training and evaluation.
1.2.1.3 MARSOC SOF Fundamentals Course: The purpose of this course is to train all Special
Operations Capabilities (SOCS) in the warfighting skills necessary to “shoot, move, and communicate” as an integral component of their assigned MARSOF unit in the distributed environment.
2.0 GENERAL REQUIREMENTS.
The Contractor shall provide the following general requirements, as well as the specific support identified in Paragraph 3.0 – 3.4, to include properly qualified Instructors as outlined in Table 4.1. The contractor shall ensure that all personnel assigned to this contract are fully qualified, trained, experienced, and capable of performing the work they are filling. Additionally, the contractor shall ensure that all
Instructors maintain proficiency in the latest Techniques, Tactics and Procedures (TTPs) as well as technological and professional developments to ensure continuous quality support to the MRTC’s mission.
2.1 TRANSITION
The contractor shall execute their proposed transition plan and ensure fully qualified personnel are in place on day one of the performance period. The contractor shall ensure no interruption of mission occurs during the transition period. Throughout the phase-in/phase-out periods, it is essential that attention be given to minimize interruptions or delays to work in progress that would impact the mission. The contractor must plan for the transfer of work control, delineating the method for processing and assigning tasks during the phase-in/phase-out periods. The Contractor shall provide weekly updates during the transition period to ensure the Government is fully informed of the transition status and any issues that may be identified.
2.2 STAFFING
The contractor shall be responsible for providing qualified personnel that meet the required skills and qualifications as set forth in Figure 4.1 of the SOW. Episodic support for this requirement are individually defined for each position and are provided as follows:
DIRECT ACTION HIGH RISK TRAINING INSTRUCTOR (DAHRTI)
The training requirement for the MRTC requires three (3) Full Time Equivalents(FTE) at 2,000 hours, per
FTE, per year.
EPISODIC DIRECT ACTION INSTRUCTOR (EDAI)
The Training Schedule may require up to four (4) instructors, at 600 hours per instructor, per year (split between events/courses which include the two iterations of ITC Phase 2). Utilization of episodic support personnel shall be executed via Task/Delivery Order.
EPISODIC COMBAT MARKSMANSHIP INSTRUCTOR (ECMSI)
The Training Schedule may require up to four (4) instructors, at 440 hours per instructor, per year (split between the events/courses which includes three instructor calibration (30 hrs per instructor) and seven iterations of MARSOC’s SOF Fundamentals Course (50 hrs per instructor)). Utilization of episodic support personnel shall be executed via Task/Delivery Order.
EPISODIC DIRECT ACTION SUBJECT MATER EXPERT (EDASME)
The Training Schedule may require up to one (1) instructor, at 160 hours, per year (split between events/courses which include the two iterations of MMAC). Utilization of episodic support personnel shall be executed via Task/Delivery Order.
EPISODIC PROFESSIONAL ASSISTANT (EPA)
The training schedule may require 1 professional administrative assistant, at 160 hours, per year.
Utilization of episodic support personnel shall be executed via Task/Delivery Order.
2.2.1 The contractor shall support this requirement by ensuring personnel are fully trained to meet mission requirements on day one of performance. The Contractor shall ensure Contractor FTE and episodic support are mentally/physically capable of keeping up with assigned units demands IAW assigned position. Staffing levels shall be maintained throughout the performance period. Requests for qualification waivers will not be approved.
2.3 MANAGEMENT OF ISSUES
The contractor shall address all performance issues and customer complaints to ensure the requirements defined in the SOW were met successfully 100% of the time.
2.4 MANAGEMENT OF POSITIONS SHORTFALLS (RETENTION/FILL RATES)
The contractor shall ensure any absences (including leave, medical emergencies, etc.) lasting more than ten consecutive work days are back-filled with a fully qualified candidate for the duration of the absence or until permanently filled. The contractor shall ensure fully qualified personnel are in place to fill vacancies if personnel discontinue employment.
The training schedule may require flexible hours on behalf of the FTE Instructors. The flexible hours shall be scheduled within the parameters (2,000 hour) per FTE as required during primary work hours, after-duty hours, weekends, and holidays.
2.5 DELIVERABLES
All deliverables shall be delivered to the Contracting Officer’s Representative (COR) where the COR will evaluate deliverables for completeness, correctness, and operations sufficiency of content. If a deliverable is unacceptable, the Government will notify the Contractor Lead, who shall coordinate with the COR to determine the resubmission time.
2.6 Monthly Status Report: The contractor shall produce Monthly Status Reports (MSR) to the COR.
Reports shall include at a minimum, an executive summary, identify team personnel, training accomplishments, and meetings attended. The MSR is to provide information on work completed and work in progress as well as highlight problems encountered and anticipated.
2.7 Instruction is delivered to students IAW the SOW, POI, and other applicable references.
2.8 Provide monthly reports listing course logistical requirements per course and current status of on hand expendables.
2.9 Provide After Action Report (AAR) following each POI or Course to MRTC instructors for recommended changes to POIs to improve training effectiveness and efficiency.
2.10 The Contractor shall ensure all personnel have required security clearances in accordance with the
National Industrial Security Program Operating Manual (NISPOM), DoD 5220.22-M
2.11 Certification of completion of annual sustainment training requirements for each employee performing under the contract.
2.12 Signed Waiver of Liability, Assumption of Risk, and Indemnity Agreement prior to contract performance as the contractor may be required to ride on government transportation.
2.13 Certification of completion of Personal Identification Information (PII) for each FTE Contractor’s personnel performing under this contract.
2.14 Provide a Transition Risk Mitigation plan addressing schedule risk. Schedule risk may arise at the time of initial contract transition due to potential TEEP events taking place during the first performance period. The Transition Risk Mitigation plan should include a technical approach plan to provide uninterrupted and acceptable service during this period. Risks associated with performance include the ability to maintain staff during training. Contractor shall provide method to reduce the risk associated with retaining personnel required for performance.
3.0 SPECIFIC REQUIREMENTS.
The contractor shall provide support for the training and sustainment in assigned core tasks and associated skill sets in support of MRTC’s Direct Action Training Objectives.
3.1 MOVEMENT VIA MILITARY/COMMERCIAL TRANSPORT
Contractor FTEs shall be required to conduct movement by land, sea or air via Military/Commercial fixed or rotary wing aircraft, waterborne craft, or ground transport in support of unit training in assigned core supporting tasks. The Government will provide training for embarkation and debarkation and safety procedures of specific movement vehicle (air, land, sea) to be used prior to execution. FTEs shall be required to sign and have on file with MRTC a “Government Transportation Waiver of Liability” prior to execution of each training event. The “Government Transportation Waiver of Liability” shall remain in effect for the duration of the exercise or training event.
3.2 CONTRACTOR PERSONNEL REQUIREMENTS
3.2.1 Training Environment
Contractor personnel may be exposed to temperatures while working under conditions that may range from the upper 120s degrees Fahrenheit in the daytime to the lower 30s degrees Fahrenheit at night. It is the Contractors responsibility to ensure that all personnel have been briefed and prepares to operate in conditions such as hot, cold or wet weather and come with the appropriate gear for operating in such conditions.
3.2.2 Normal Duty Hours
Normal duty hours are within the hours of 0730-1600, Monday through Friday, which includes a 30-minute lunch break. Non-duty times are outside of normal hours, weekends, and Federal holidays.
3.2.3 Dress Code
Program Manager shall ensure that all Contractor personnel maintain appropriate dress code (e.g., clean -trousers, shirts, foul weather gear, etc.) necessary to present a professional appearance for the environment in which they work, either office or field settings. Contractor personnel shall wear attire to differentiate students and Government instructors (i.e., a Contractor ‘uniform’ (shirt, jackets, etc. with
Contractor name)) as necessary, to properly identify Contract personnel. The Contractor shall be responsible for any such uniform items.
The contractor shall maintain grooming standards that does not interfere with the proper wear and usage of approved MARSOC personal protective equipment (PPE) required to be worn during specific training events.
3.2.4 Drug Free Environment
Due to the fact that this contract revolves around the execution on high-risk training (HRT), it is imperative that the Contractor ensures the Government that is actively taking steps to prevent, deter, and identify any cases of illegal drug use, unauthorized alcohol consumption, or use of any substance prohibited by USSOCOM/MARSOC. Specifically, the Contractor must:
(a) Conduct Urinalysis Screenings: All Contractor personnel must meet the requirements contained in DoD Instruction 1010.09 (DoD Civilian Employees Drug Abuse Testing
Program). The Contractor is responsible for providing the Contracting Officer’s
Representative (COR) with the general results of a Urinalysis Screening completed within 30 days prior to start of performance. The Government reserves the right to request a new urinalysis screening on contractor personnel to determine fitness for duty. Urinalysis screenings are the responsibility of the Contractor.
(b) Promote a Drug Free Environment: In order to ensure a safe training environment, the
Government has a reasonable expectation for all contractors to be drug-free. Therefore, the
Contractor is responsible for establishing internal procedures to ensure its employees are drug free. If the Government suspects a contractor employee is unfit to perform services, the
Government reserves the right to require the contractor to relieve that employee from any
HRT evolutions until such time as a medical service provider certifies the individual as fit for duty. This evaluation must be performed at Contractor’s expense.
(c) Alcohol Guidelines: The contractor shall not conduct any training while drunk or inebriated
(defined as having a blood alcohol content (BAC) of .08 or greater). Additionally, the contractor shall not consume alcohol within 8 hours of any field training evolutions or work performance. The Government reserves the right to require the Contractor to relieve an employee from their duties if they reasonably appear to be drunk. If the Contractor refutes this assessment, this Contractor must independently provide a BAC screening within a reasonable time, which shows the employee’s BAC is below .08.
(d) Ensure compliance with Lautenberg Act: The provisions of the Lautenberg Amendment to the Gun Control Act of 1968 make it illegal for anyone convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition. This stipulation disqualifies any affected individual from performing instructional duties in accordance with this SOW. All Contractor employees must provide a statement, which acknowledges that they understand the provisions and consequences of the Lautenberg
Amendment, and that they have not been convicted of any covered offense. Additionally, in order to ensure that MARSOC complies with 18 U.S.C. § 922(s) (4), the contractor will attach a copy of a print-out from the National Crime Information Center (NCIC) supporting the Contractor’s statement.
(e) Ensuring compliance with the Privacy Act of 1974: The Contractor may be in contact with data and information subject to the Privacy Act of 1974 (Title 5 of the U.S. Code Section
552a). The Contractor will ensure that contractors assigned to this contract understand and adhere to the requirements of the Privacy Act and to Department of Defense and SOCOM regulations that implement the Privacy Act. SOCOM policy and procedures implementing the

3.3 CONTRACTOR PERSONNEL REQUIRED DUTIES AND RESPONSIBILITIES
3.3.1 DIRECT ACTION HIGH RISK TRAINING INSTRUCTORS (DAHRTI)
The contractor shall provide (3) Full Time Equivalent DAHRTI to augment Government / SOTC-2/ instructor Cadres’ training requirements. The contractor DAHRTI’S shall be capable of instructing and supervising all aspects of DA within the Individual Training Course (ITC) Phase 2, MARSOF Master
Assaulters Course (MMAC) and MARSOF Special Training Course (STC). Course POIs, to include
Combat Marksmanship (CMS), Close Quarters Battle (CQB), Dynamic Entry (DE) / Breaching Methods
(Explosive, Ballistic, Thermal and Mechanical) in order to provide qualified CSO’s to the Marine Raider
Battalions and Marine Raider Support Battalions. The contractor shall ensure that all personnel are fully qualified and that all DAHRTI’S are abreast of current Techniques, Tactics and Procedures (TTPs) related to MARRSOC Direct Action core tasks.
Contracted personnel shall assist in the duties, functions and collateral task associated with being a Direct
Action Instructor, to include assisting in: administrative duties which includes but are not limited to creating presentations, corresponding with military and civilian personnel via electronic mail, etc.; course classroom and range preparation; maintaining a cleaned classroom upon completion of program of instructions; accountability of expendables prior to and following each course; accountability of CMR items; course logistics, section CMR; developing safety SOPs, maintaining course Master Lesson Files;
and maintaining professional currency with the their field of expertise required to sustain skills and technical expertise necessary of each requirement.
3.3.2 EPISODIC DIRECT ACTION INSTRUCTOR (EDAI)
The contractor shall provide (1-4) episodic support DAI to augment Government / SOTC-2/ instructor
Cadres’ training requirements. The contractor DAI(s) shall be capable of instructing and supervising all aspects of DA within the Individual Training Course (ITC) Phase 2, and MARSOF Master Assaulters
Course (MMAC). Course POIs, to include Combat Marksmanship (CMS), Close Quarters Battle (CQB), Dynamic Entry (DE) / Breaching Methods (Explosive, Ballistic, Thermal and Mechanical) in order to provide qualified CSO’s to the Marine Raider Battalions. The contractor shall ensure that all personnel are fully qualified and that all DAI(s) are abreast of current Techniques, Tactics and Procedures (TTPs) related to MARSOC Direct Action core tasks.
3.3.3 EPISODIC COMBAT MARKSMANSHIP INSTRUCTOR (ECMSI)
The contractor shall provide (1-4) episodic support (CMSI) to augment Government / SOTC-5/ instructor
Cadres’ training requirements. The contractor CMSI(s) shall be capable of instructing and supervising all aspects of Combat Marksmanship within the MARSOC’s SOF Fundamentals Course, to provide qualified
Marines to the Marine Support Groups. The contractor shall ensure that all personnel are fully qualified and that all CMSI(s) are abreast of current Techniques, Tactics and Procedures (TTPs) related to
MARSOC Direct Action core task.
3.3.4 EPISODIC DIRECT ACTION SUBJECT MATER EXPERT (EDASME)
The contractor shall provide (1) episodic support DA SME to augment Government / SOTC-2/ instructor
Cadres’ training requirements. The contractor DA SME shall be capable of instructing SOTC-2 instructors in all aspects of DA within MARSOF Master Assaulters Course (MMAC). Course POIs, to include Combat Marksmanship (CMS), Close Quarters Battle (CQB), Dynamic Entry (DE) / Breaching
Methods (Explosive, Ballistic, Thermal and Mechanical) in order to provide qualified CSO(s) to the
Marine Raider Battalions. The contractor shall ensure that all personnel are fully qualified and that the
DA SME are abreast of current Techniques, Tactics and Procedures (TTPs) related to MARSOC Direct
Action core tasks.
3.3.5 EPISODIC PROFESSIONAL ASSISTANT (EPA)
The contractor shall provide (1) episodic support admin assistant to augment Government / SOTC-2/ instructor Cadres’ curriculum writing requirements. The Contractor shall assist SOTC-2 leadership with editing curriculum for proper grammar, logical structure, and correct punctuation, to ensure highest quality presentation and ease of understanding for the recipient.
4.0 PERSONNEL AND MINIMUM SKILL REQUIREMENTS
4.1 The contractor must designate an on-site Program Manager (i.e., one of the 3 FTE Contractor representatives will be identified as the on-site Contractor lead) at the Government site
MRTC/SOTC-2 Stone Bay, NC. This on-site Contractor Lead, as well as the remaining contractor FTEs, are considered Key Personnel, and as such, will require resumes with submission of proposals and prior to execution of required performance. The designated on-site Contractor lead will act as a liaison to the
Government Representatives as well as a supervisor of the other contracted instructors.
4.2 Key Personnel Substitution: The contractor shall not replace any personnel designated as key personnel without the written concurrence of the Contracting Officer. Prior to utilizing other than personnel specified in proposals, the contractor shall notify the Government Contracting Officer and the
COR of the existing contract. This notification shall be no later than 10 calendar days in advance of any proposed substitution and shall include justification (including resume(s) and labor category of proposed substitution(s)) in sufficient detail to permit evaluation of the impact on task order performance.
Substitute personnel qualifications shall be equal to, or greater than, those of the personnel being substituted. If the Government CO and the COR determine that the proposed substitute personnel is unacceptable, or that the reduction of effort would be so substantial as to impair the successful performance of the work under the TO, the contractor may be subject to default action as prescribed by
FAR 52.249.

5.0 CONTRACTOR MANPOWER REPORTING (CMR)
The contractor shall report ALL labor hours required under the resulting contract in accordance with FAR
Clause 52.237-9001 Enterprise-wide Contractor Manpower Reporting Application (eCMRA).
6.0 GOVERNMENT FURNISHED PROPERTY/SPACE.
The Government anticipates performance of the requirements included in this SOW will performed on-site. The Government will provide all equipment and materials, with the requisite access to all mission essential networks and systems required to support the activities required under this task order. The
Government will provide furnished office spaces (workstations, office automation equipment, telephones, and furniture) and supplies.
7.0 SECURITY REQUIREMENTS.
7.1 Security requirements will be in accordance with form DD254 and shall be provided at time of award.
Contractor team individual(s) supporting this task will be cleared at the Secret level at the start of the task.
Contractor will require access to NIPRNET/SIPRNET computer systems only at government facilities.

7.2 The contractor shall ensure requirements for safeguarding classified information and classified materials, for obtaining and verifying personnel security clearances, for verifying security clearances and indoctrination of visitors, for controlling access to restricted areas, for protecting government property, and for the security of automated and non-automated management information systems and data are fulfilled. The contractor's management system shall prevent unauthorized disclosure of classified and sensitive unclassified information. The government shall be immediately notified if any security incident or any indication of a potential unauthorized disclosure or compromise of classified or sensitive unclassified information.
7.3 The contractor shall provide security management support. Typical efforts include, but are not limited to, performing classified document control functions, classified material inventories, program access requests, preparing and monitoring personnel indoctrination and debriefing agreements, and maintaining and using security-related databases.
8.0 GOVERNMENT PROVIDED RESOURCES
8.1 Transportation: The Government will provide ground, air, and surface when training requires it.
8.2 The government will provide the weapons, optics, ammunition, and safety equipment used in support of all training courses.
8.3 The government will provide unclassified email and Non-Classified Internet Protocol Router (NIPR) network access as required.
9.0 PERFORMANCE REQUIREMENT SUMMARY (PRS)
Task Order performance assessments will be provided to the Contracting Officer (KO) by the Contracting
Officer’s Representative (COR) per the Quality Assurance Surveillance Plan. Meeting or not meeting the thresholds identified in the Task Order SOW Attachments will be the basis of that performance evaluation.

10.0 TRAVEL.
Travel is required to various CONUS non-hazardous locations. The Contractor shall travel as initiated by written tasking. The contractor shall ensure that travel expenses are incurred in accordance with the limitations set forth in FAR 31.205-46. The Government COR must approve all travel in advance through the SPOT system.
11. MATERIAL
No material is required for this effort. All material will be provided by the Government.
