Can the Government consider an extension of at least one week for questions to be submitted?
Answer: No
Can the government provide an extension to the proposal due date to provide adequate time to review the project requirements and any posted Q&A? We suggest a 3 week extension.
Answer: No
Can the government clarify if a specific format for responding to the technical solution(s) for each room in the proposal response is preferred, such as an IEP?
Answer: Follow contracting guidance. The format will include specific drawings and BOM to provide the clearest picture to evaluate.
Can the government clarify what potential impacts the COVID-19 pandemic will have on the implementation and execution of this project? What restrictions will be in place on-base as a result of the COVID-19 pandemic?
Answer: The Gov. had no capability to predict at this time; no impact as of today.
Can offerors submit an Executive Summary with the proposal response, and if so, can this
Executive Summary be considered outside of page count for the Technical Volume?
Answer: Yes, no issues.
For the requirement for Similar Design Plans from Previous Projects, can the Government please specify the number of sample design plans offerors should include, and if this requirement can be considered outside of the 10 page limit for this volume?
Answer: Follow contracting guidance. KO can increase limit if required.
Can the Government provide clarification on specific key personnel to include in the proposal response?
Answer: Site lead, Project Manager, any install team that currently possesses a valid DOD security clearance.
For Past Performance, can the Government please confirm that partner/teaming past performance is acceptable to submit?
Answer: Yes
Can the Government allow a Table of Contents for each volume to be submitted, and for this
Table of Contents to be outside of the page count for each volume?
Answer: Yes
The documentation for this RFQ supplies an SOW and a Pricing work sheet. Section 3.2 on the
SOW reads as follows.
3.2 All Network Equipment shall also be TAA* compliant, and AV equipment shall NOT have wireless or blue tooth capability. Refurbished materials and substitutions shall NOT be accepted.
o Does this indicate that you are only entertaining bids for the exact equipment on the pricing worksheet or will you entertain proposals that deviate from your proposed equipment list but meet or exceed the functionality and TAA/APL requirements? Also, during the survey there was interest in simplified control designs and larger screens to meet viewing standards.
o Answer: As stated during the walk through, the BOM provided on the RFP was for reference purpose only. All NETWORK equipment Must be TAA COMPLIANT.
Electrical will be required. Is this the responsibility of the Contractor or will this be performed by the site?
Answer: Contractor
Will the Contractor be required to patch and paint walls due to the AV upgrade or will the site be responsible for these repairs?
Answer: This is a turn Key solution. We require all damage and repairs to be completed.
In the large Classrooms 109,110,111 and 112. SOW states the following
3.3.1 Replacement projectors/screens (left/right) shall be installed (133” screens /
7000 lumens projectors) o Are the screens exactly replacing existing screens or will the location be changing?
o Answer: As per the walk through – there is only one (1) screen in each room now. It will removed and replaced with two new screens compatible with the new projectors required… o You do not list projector mounts in the pricing worksheet. Do they need to be supplied or will they be GFE (Government Furnished Equipment)?
o Answer: Yes, supplied by Contractor.
o The 7000 lumens maybe high unless the room has lots of windows, would the program consider 6500 lumens?
o Answer: Include in the proposal for less than 7000 if required. Provide justification.
NOTE: There are windows in the rooms…
In the large Classrooms 109,110,111 and 112. SOW states the following.
3.3.2 Replacement Secondary displays (65” LCD) shall be mounted on the side walls
(one per side).
o 3.1) During the walkthrough there was discussion of alternative sized screens. Is a 65” screen required or would other sizes be considered.
o Answer: Would like nothing smaller than 65”.
o 3.2) Should these displays be static mounted flat against the wall or should they be mounted on articulating arms so they may be pulled out and angled for better viewing.
o Answer: As discussed during the walk through… Articulating mounts are required.
In the large Classrooms 109,110,111 and 112.
o There are a total of 4 displays in each room. Will all displays be showing the same image at the same time all the time? Should there be the ability to rout different signals to each display or combination of displays. (i.e. the left 2 displays get one signal and the right 2 displays can see another.)
o Answer: Two sources routed to destinations.
In the large Classrooms 109,110,111 and 112.
3.3.3 (2) existing betabrite LED signs shall remain in place outside the room..\ o Please explain the desired functionality of the signs. Do they need to be dynamic and allow for user configuration or will they be preconfigured messages?
o Answer: As discussed during the walk through… they need to be user configured.
o Please Clearly identify what the Make and Model of existing signs.
o Answer: Should have looked during the walk through.. but will provide via SEPCOR.
o Would replacement signs be acceptable.
o Answer: Put it as a separate item to be looked at…
In the large Classrooms 109,110,111 and 112.
3.3.4 Display Sources Shall include.
o Will there be 2 GFE PC’s located in the existing rack? 1-NIPR and 1-SIPR.
o Answer: No o Will there need to be Physical and or Power separation of the PC’s?
o Answer: Not required o What is the make and style of the existing equipment cabinet?
o Answer: N/A Bid your equipment o What is the Make and model of the power conditioning and distribution unit?
o Answer: N/A o Will only 109 get the camera feed or should the other rooms have the option as well?
o Answer: So, I know this was a little sketchy during the walk through so here goes:
Room 109 needs to be viewed in Room 145
Room 127 & 128 needs to be viewed in Room 147
Room 129 needs to be viewed in Room 148
Control room needs to see/view rooms 145, 146, 147 o Will the only camera feed be 147 or should they have access to the other interview rooms as well.
o Answer: So, I know this was a little sketchy during the walk through so here goes:

In the small classroom/independent - room 126 and 129 o Will there be 2 GFE PC’s located in the existing rack? 1-NIPR and 1-SIPR.
o Answer: No o Will there need to be Physical and or Power separation of the PC’s?
o Answer: No o What is the make and style of the existing equipment cabinet?
o Answer: N/A o What is the Make and model of the power conditioning and distribution unit?
o Answer: N/A o Will only 129 get the camera feed or should the other rooms have the option as well?
o Answer: So, I know this was a little sketchy during the walk through so here goes:

Control room needs to see/view rooms 145, 146, 147 o Will the only camera feed be 148 or should they have access to the other interview rooms as well.
o Answer: So, I know this was a little sketchy during the walk through so here goes:

Please confirm that, that is the case.

o If the displays are removed is it the contractors responsibility to patch and paint the wall or will the site be responsible for the task?
o Answer: Yes.
o Would a touch panel be acceptable to maintain consistency throughout the rooms.
o Answer: Yes, submit your plan.
In the Observation room 146 o Will the Observation controller be able to route video from the interview rooms to the specific rooms or will the video feeds to the specific rooms be fixed?
o Answer: We will need to push the video from the control room to outlying rooms.
o Does the observation room need to be able to record all interview rooms simultaneously?
o Answer: Yes o Will the recording need to be both audio and video simultaneously?
o Answer: Yes o Is it critical for the observation rooms video to be instantaneous or is it acceptable for a minor delay due to the signal running through the recorder and buffering?
o Answer: Yes, it is okay.
o Should the Observation controller be able to remotely control the interview PTZ cameras?
o Answer: Yes o Should the displays be static mounted flat against the wall or should they be mounted on articulating arms so they may be pulled out and angled for better viewing.
o Answer: Static
Some classrooms are listed as having GFE speakers and AMPS. Should we provide an option in the quote to replace existing amps and speakers? This was mentioned on the walk through.
Answer: Yes
Would you be able to provide a floor plan with all classroom locations?
Answer: Yes – sending to the KO.
After these questions are answered will there be an opportunity for a second round of questions incase new ones arise from these clarifications.
Answer: If required… but the walk through already answered all the questions posed on here…
Please confirm that side monitors are to be installed using articulating mounts.
Answer: Yes – Large classrooms only. Small classroom side monitors have been removed.
Please confirm that source requirements in Large Classrooms is now limited to (2) HDMI input plates (one in front and one in back) to support a laptop or document camera connection.
Answer: Yes
Please confirm that no side monitor is required in any of the small classrooms.
Answer: Yes
Please confirm that source requirement in Small Classrooms is now limited to (1) HDMI input plate (front of room) for laptop connection.
Answer: Yes
Please confirm that in divisible rooms, each room will have an HDMI input one of which will be used as the “master” when the rooms are combined.
Answer: Yes
Please confirm that the intent is for “interview cameras” to be routable through the control room enabling any of the (3) cameras to be sent by the control operator to each of the (3) classrooms identified to receive this feed.
Answer: Yes
Please confirm that we are to provide pricing for any electrical requirements and wall repair necessary to complete the AV upgrades.
Answer: Yes
Please confirm that audio amplifiers and ceiling speakers are to be replaced with new equipment.
Answer: Yes/No… it is up to the vendor. Recommend replacing.
Please confirm that none of the equipment is government-provided.
Answer: Confirmed – except if you propose to re-use any items, please let us know so we can make a decision.
