22 June 2020 Statement of Work (SOW) – Requirements Development for Marine Raider Training Center (MRTC) AV/VTC Installations
1 INTRODUCTION. Marine Forces Special Operations Command (MARSOC) is requesting installations of A/V and VTC systems in the MRTC aboard the MARSOC, Camp Lejeune, NC
2 OBJECTIVES. The objectives for this requirement are to provide comprehensive design, materials, installations, and programming for A/V and VTC systems in Building RR450, Rooms 109, 110, 111, 112, 117, 118, 124, 125, 126, 127, 128, 129, 145, 146, 147, and 148.
3 Services Requested. The contractor shall design, integrate, test and validate all parts, equipment and cabling necessary in quantity and type as required to enable classroom training. Performance also includes materials, freight, labor, project management, project commissioning, and basic user training. All materials shall be approved by the government prior to installation:
3.1 All materials (hardware/firmware/software) shall be consistent and interoperable with those currently installed by the MARSOC in order to maintain a common, standardized equipment suite.
3.2 All AV equipment shall NOT have wireless or blue tooth capability. All materials for the project shall be NEW equipment / Products. All quoted material / equipment / products shall meet the specific requirements identified in this SOW. Refurbished materials and substitutions shall NOT be accepted.
3.3 Large Classroom – Room 109, 110, 111, and 112
3.3.1 Replacement projectors/screens (left/right) shall be installed (133” screens / 7000 lumens projectors)
3.3.2 Replacement Secondary displays (65” LCD) shall be mounted on the side walls (one per side)
3.3.3 (2) existing betabrite LED signs shall remain in place outside the room
3.3.4 Display sources shall include:
3.3.4.1 HDMI laptop connection at the instructor’s desk
3.3.4.2 Government furnished equipment (GFE) rack PCs (SIPR/NIPR) with USB extension to instructor’s desk
3.3.4.3 Document camera (Shares HDMI input with laptop)
3.3.4.4 Camera feed from 147 **only to 109 (Views Room 147)**
3.3.5 A basic switcher shall support source switching
3.3.6 Install Audio Source from GFE PC.
3.3.7 A basic “button” controller shall support system on/off, source selection, volume control ONLY
3.3.8 An existing 27” RU steel rack with power conditioning/distribution shall house the rack equipment
3.4 Small Classroom/Independent – Room 126 and 129
3.4.1 Replace existing main display with at least an 84” LCD monitor or larger
3.4.2 Replace existing Secondary display (50” LCD) on the side walls
3.4.3 Display sources shall include:
3.4.3.1 HDMI laptop connection at the instructor’s desk
3.4.3.2 GFE rack PCs (SIPR/NIPR) with USB extension to instructor’s desk
3.4.3.3 Camera feed from RM 148 only to 129 (Views Room 148)**
3.4.4 A basic switcher shall support source switching
3.4.5 Install Audio support from GFE PC as source.
3.4.6 A basic “button” controller shall support system on/off, source selection, volume control ONLY
3.5 Small Classroom/Divisible – Rooms 117/118, 124/125, 127/128
3.5.1 Replace existing main display with at least an 84” LCD monitor or larger
3.5.2 Replace existing Secondary display (50” LCD) on the side walls
3.5.2.1 HDMI laptop connection at the instructor’s desk
3.5.2.2 Camera feed from 145 **only to 127/8 (Views Room 145)**
3.5.3 Provide the capability to separate or combine video and audio sources in the room(s)
3.5.4 Install Audio support from GFE PC as source.
3.5.5 A basic “button” controller shall support system on/off, source selection, volume control and room combine ONLY
3.6 Interview Classroom – Rooms 145, 147, 148
3.6.1 The existing camera shall be replaced with a new HD manual PTZ camera (111 degree Field of
View)
3.6.2 The existing microphone shall remain in place
3.7 Observation Classroom – Room 146
3.7.1 The (3) existing 32” monitors shall be replaced with (3) 32” monitors, each displaying the camera from one room
3.7.2 Cameras from each of the three rooms shall be capable of being recorded to a blu-ray and selected to be viewed in certain rooms (see room descriptions)
3.7.3 The existing headphone outputs, with volume controls, outside each room and in the observation room shall tested, validated, and certified for continued use
3.7.4 A 6” – 10” touch panel shall replace the small touch panel in the turret rack and be programmed to turn monitors on/off, and start/stop recordings
3.8 All systems shall be warranted: with OEM support and x1 ea., 1-year on-site maintenance agreements, parts - including product manufacturer management, and labor (integration and installations) - including unlimited, 2-day on-site emergency service, and 1 scheduled preventative maintenance.
3.9 Installation Materials - Bill of Materials: The contractor shall submit a Bill of Materials (BOM) in contractor format that identifies all (repairable level) components, listed by quantity, manufacturer, model #, component description, a unit price, and the extended (total) price, along with a grand total for labor and equipment.
3.9.1 The Contractor is responsible for listing/identifying all ancillary cables, connectors, pins, etc.
necessary to accomplish successful system integrations that result in turn-key solutions.
4 Period of Performance. The period of performance is for 6 months following contract award.
5 Place of Performance. Specified locations aboard MARSOC compound, MCB Camp Lejeune, North
Carolina.
6 Deliverables. The Contractor shall deliver to the technical representative (TR) and the Contracting Officer’s Representative (COR) three (3) written articles of contract data:
6.1 (Deliverables 1) A Plan of Action and Milestones (POA&M) in contractor format shall be delivered no later than (NLT) 5 days after contract award. The purpose of the POA&M is to provide the government with the schedule of events planned for the Period of Performance.
6.2 (Deliverables 2) An acceptance document (contractor format) shall be delivered NLT 10 days after final completion of the work and acceptance by the government. This report shall include the following information:
6.2.1 Finalized, as-built drawings in commercial format as approved by the government TR/COR.
6.2.2 Finalized Bill of Materials (BOM)
6.2.3 Cable plant test and certification documentation
6.2.4 Cable labeling schematic
6.2.5 OEM Parts lists, system tag #s, model #s, serial #s, and all OEM warranty details.
6.3 (Deliverables 3) The Contractor shall provide a (Microsoft Excel) spreadsheet identifying all firmware/software upgrade statuses, license renewals and any preventative and/or corrective maintenance actions pertaining to the identified AV systems and components NLT 10 days after contract completion.
7 SECURITY NOTICE. Personnel without a clearance may utilize DBIDS and/or proper VAR, and they will be escorted by cleared, permanent (MARSOC) personnel.
