SECTION C - DESCRIPTIONS AND SPECIFICATIONS
The following have been modified:
STATEMENT OF WORK
Technology Applications Program Office (TAPO) Support Services (TSS) Performance Work Statement
(PWS)
1.0 Introduction. The Technology Applications Program Office (TAPO) and the Mission Enhanced Little Bird (MELB) Program Office provide aircraft life cycle modernization and sustainment management for the 160th Special Operations Aviation Regiment (Airborne) (SOAR(A)) as their sole mission. The 160th SOAR(A) organization is designed to plan, conduct, and support Special Operations missions both unilaterally and jointly in all theaters and all levels of conflict, worldwide. Modern and sophisticated equipment is a critical requirement for successful Special Operations, and the organization possesses several unique and capable aircraft. These highly modified special operations aircraft include the MH-60M Blackhawk, the MH-47G Chinook, and the A/MH-6M Cayuse and future Army Special Operations Aviation (ARSOA) managed aircraft systems and mission equipment. The Special Operations Mission Planning Environment (SOMPE) provides common and tailored mission planning software tools to all ground and airborne Special Forces units within the United States Special Operations Command (USSOCOM). This contract will provide support to the TAPO, MELB, and SOMPE program offices with the majority of the support provided at Fort Eustis, VA.
All services provided by the contractor shall be ordered through the issuance of Task Orders. The contractor will be tasked, through the use of Statements of Objectives (SOO), to provide non-personal services using the professional labor categories (PLC) listed in Attachment 2. Support to the TAPO, MELB, and SOMPE offices encompasses technical analytical support, logistics support, test and evaluation support, financial/budget analytical support, cost evaluation support, and assistance with acquisition related activities that directly support aircraft modifications and modernization programs, acquisition and integration program support, and test and evaluation support. These activities enable successful accomplishment of the mission.
2.0 Scope. The effort includes professional technical, analytical, and logistics services to support modernization and sustainment of select aircraft and associated equipment and mission planning systems. The contractor personnel are required to interact and cooperate with various agencies or entities in the design, testing, simulation, and deployment of assorted aircraft as well as mission planning software, and must possess a broad understanding of the fundamentals of systems acquisition and resource management consistent with statutory requirements. Task orders will be in support of aircraft, aircraft modifications, unmanned systems, simulation, communications, battlefield data networking, avionics to include Aircraft Survivability Equipment (ASE), sensors, mission planning, helicopter armament systems, ground support equipment, special tools and test equipment, and flight and ground test activities. While the majority of the task orders will require full-time effort for many months, some task orders may be able to be accomplished with “permanent part time” support, and some special task orders will require a “special” capability above the average staffing level in order to deliver a specific deliverable in a short time period. Several of the PLCs will occasionally be required to perform their duties while serving as non-crewmembers in Government flight test aircraft. The objective of this PWS is to balance program office needs and capabilities with available resources, and to put that ability into the hands of the end user. The success of this strategy depends upon continuous analysis of requirements and available technologies, and a disciplined systems development process. The Contractor will be intricately involved in the evolution of aircraft and aircraft-related systems throughout the life cycle. It is estimated that service will entail between twenty five and thirty five full time equivalent employees.
3.0 Deliverables.

4.0 Records/Data. All Contractor generated data and data rights in support of the technical activities under this effort will be created and maintained on Government owned and controlled information technology networks, with all rights in such data retained by the Government. Due to the nature of the work involved, it is necessary to appropriately archive in electronic media, all task related information. Because of the sensitivity or classification of information processed, it is critical that information be given the appropriate attention for processing, handling, dissemination, and storage. The Government’s rights in such data do not include contractor invoices, payroll records, and other contractor generated records for the management and administration of contractor personnel.
5.0 Performance of Work
5.1 Work Schedule. Contractor shall support the task order statement of objectives by scheduling its personnel to match Government operations to the greatest extent possible. Although the contractor employees are considered salaried exempt, and not subject to overtime, the standard work week is 8 hours per day, 5 days per week (Monday through Friday) excluding Federal Holidays unless otherwise stated. Contractor shall manage vacation/sick/personal time to insure task order SOOs are supported and Government schedule requirements met. NOTES: (1) Federal holidays falling on a Saturday will be observed the previous Friday. Federal holidays falling on a Sunday will be observed the next Monday. For Contractor planning purposes, the TAPO, MELB, and SOMPE offices typically observe Days of No Scheduled Activity (DONSA) for active duty military in conjunction with federal holidays. These DONSA days are considered working days for federal civilians, and for contractor employees. (2) From time to time Government installations may be closed in response to an unforeseen emergency or similar occurrence, or by order of the President, Secretary of Defense, or installation commander. Under such designated emergencies or other ordered base closures, contractor personnel may not be allowed on the Government installation unless specifically approved by the Contracting Officer in accordance with installation policies and procedures. (3) In the event of Government employee furlough, the contractor will be required to undergo a commensurate reduction in work hours, as pre-negotiated in the contract via a daily rate calculation.

Personnel shall be clearable to the SECRET or TOP SECRET security level, depending on the task order requirement. All Contractor personnel assigned to work on the contract shall hold a SECRET or higher clearance prior to being assigned work compatible with the level of clearance. The Government and the Contractor shall use the daily rate in calculations when less than a man-month is required, e.g. departure of contractor employees mid-month, expansion of the Contractor work force mid-month, and Government funding lapses.
Based upon anticipated Government funding levels in future fiscal years, the Contractor shall plan for approximately fifteen furlough days per year using this daily rate calculation.
