This is Amendment 0001 to Solicitation H9224026QE075, issued by Naval Special Warfare Command on October 7, 2026, extending the proposal submission deadline from October 14, 2026 to October 16, 2026 at 10:00 AM ET. The solicitation is for an Indefinite Delivery/Indefinite Quantity (IDIQ) Firm Fixed Price contract to provide Role Player Support Services across five Naval Special Warfare training locations: San Diego, Niland (Imperial County), San Clemente Island, Fort Hunter Liggett, and Seal Beach, California. Services include providing qualified role players across nine personnel categories (ranging from general role players to specialized pyrotechnics and weapons experts), personnel management, recruitment and retention across a five-year ordering period with a base five-year evaluation period plus a six-month option. The contract period of performance is October 26, 2026 through October 25, 2031. Line Item 0005 establishes an estimated quantity of 300,000 sessions at an undetermined unit price. Initial Task Orders for Niland and San Clemente Island (SCI) are included as the first orders under the resulting IDIQ contract. Proposals must be submitted electronically to Emily.lonigro@socom.mil in four separate volumes addressing administrative information, technical capability (15 pages), past performance (5 pages), and pricing (8 pages). Evaluation will be based on Technical Capability (most important), Past Performance, and Price, with award to the responsible offeror providing best value. Proposers must hold CMMC Level 2 certification and SECRET-level Facility Security Clearance, register in SAM, and comply with controlled unclassified information protections specific to USSOCOM operations.

H.1 Disclosure of Unclassified Information

(a) The protection of sensitive but unclassified data reflecting Special Operations technologies, personnel, plans, and business associations requires due diligence on the part of those in possession of such information. The application of appropriate security measures to ensure the safekeeping of USSOCOM and company proprietary data, intellectual property, and personnel data is the responsibility of all parties who have access to such information. On September 21, 2001, the Department of Defense designated Headquarters US Special Operations Command (USSOCOM) a sensitive unit, as defined by Title 10 United States Code (USC) Section 130b (10 USC 130b). See DoD Manual 5400.07, Freedom of Information Act Program, dated 25 January 2017 paragraph 5.2 c. (2)(a), In keeping with this designation, unclassified information related to USSOCOM military technology acquisitions managed by USSOCOM or any of its component commands, will be designated Controlled Unclassified Information (CUI). As such, the contractor hereby unequivocally agrees that it shall not release to anyone outside the Contractor's organization any unclassified information, regardless of medium (e.g., film, tape, document, contractor's external website, newspaper, magazine, journal, corporate annual report, email, text, conversation, social media, etc.), pertaining to any part of this contract or any program related to this contract, unless the Contracting Officer has given prior written approval. Furthermore, any release of information which associates USSOCOM, Special Operation Forces (SOF), or any component command with an acquisition program, contractor, or this contract is prohibited unless specifically authorized by the Contracting Officer.

(b) That contractor must submit a written request for approval and shall identify the specific information to be released, the medium to be used, and the purpose for the release. The contractor must submit the request to the Contracting Officer at least 45 days before the proposed date for release for approval. No release of any restricted information will be made without specific written authorization by the Contracting Officer.

The Contractor must include a similar requirement to this clause in each subcontract under this contract to affect this requirement at each level of subcontracting.

Subcontractors must submit request for authorization to release through the prime contractor to the Contracting Officer.

(c) The Contractor further understands that Title 18 USC Section 701 specifically prohibits the use of the USSOCOM emblem or logo in any manner or medium (e.g., corporate website, marketing brochure, newspaper, magazine, etc.) unless authorized in writing by the Contracting Officer. A written request for use of the USSOCOM emblem or logo must be submitted to Contracting Officer at least 60 days before proposed use. Forward any request to use the USSOCOM emblem or logo through the Contracting Officer.

Offerors shall also fulfill this requirement through documented first-tier subcontractor experience or through the documented experience of proposed key personnel.

Additionally, Offerors shall submit a summary sheet listing three (3) recent prime contract or subcontract efforts and how each contract is relevant to the required services of this solicitation. Prime contract efforts are preferred. For each contract, detail how the scope, complexity, locations, and dollar value are relevant to the Naval Special Warfare Command Role Player Support Services or similar SOF requirements.

o Recent is defined as performance occurring within the last three (3) years from the solicitation release date.

o Relevant is defined as single-award contracts, standalone Task Orders, or IDIQ base awards demonstrating similar complexity in role player services and high-risk training support, meeting either of the following criteria:

1. An individual Task Order or standalone contract value of at least $100,000.00; OR Total Contract Value (TCV) of at least $6,000,000.00, and the aggregate value of multiple task orders under a single contract is acceptable.

The workshare shall demonstrate that the subcontractor will perform a meaningful portion of the scope of work directly correlating to its cited past performance, in compliance with SDVOSB Limitations on Subcontracting (FAR 52.219-14, requiring the prime to perform at least 50% of the cost of contract performance). Offerors shall also include a signed Letter of Consent authorizing the Government to evaluate the subcontractor's historical performance data.

o Offerors shall explicitly document the corporate affiliation (e.g., common parent ownership or control). Direct operational involvement in the contract is not required for affiliate past performance to be evaluated.

VOLUME 4: PRICE

Offerors shall provide firm-fixed hourly rates for all labor categories across all five (5) ordering years by fully completing Attachment 2 - Pricing and ELIN Sheet.

1. Fully Burdened Rates: Offerors shall ensure rates are to be fully burdened and include all direct labor, indirect costs, overhead, G&A, and profit.

o Service Contract Labor Standards (SCLS) apply. Offerors shall map duties as appliable to the appropriate Department of Labor Wage Determinations provided in Attachments 4 - 8 for each location.

o In accordance with the governing footnote of Attachment 2, the contractual overtime rate is established by formula as exactly 1.5 times the proposed fully burdened regular hourly rate. There is no separate ELIN for overtime, the 1.5 multiplier applies directly to the fully burdened rate inclusive of profit. Offerors shall not create separate overtime line items on Attachment 2.

2.Completeness: Offerors shall provide fully burdened hourly rates and pricing for all Exhibit Line-Item Numbers (ELINs) and locations outlined in Attachment 2 - Pricing and ELIN Sheet. Partial quotes or proposals shall not be evaluated or considered for award.

3. Total Evaluated Price (TEP): For the purposes of the IDIQ Total Evaluated Price (TEP) evaluation, Offerors shall price the 8-hour day assumption strictly and exactly as pre-populated in Row 1, Columns R through U of the 'TEP - ELIN Price Sheet' (Attachment 2). The pre-populated hours and formulas establish an equitable, standardized baseline across all offerors. Offerors are strictly prohibited from altering hours, formulas, adding rows, or inserting line items.

o Travel and Other Direct Costs (ODCs) for IDIQ TEP (Government Plug): For the purpose of establishing the Total Evaluated Price (TEP) across the five-year basic IDIQ ordering periods, the Government has established a standardized Government Travel Plug amount in Attachment 2. Offerors shall not alter, edit, or adjust this Government-provided travel plug figure in the TEP summary sheet.

i. The Government travel plug will be applied equally across all Offerors to establish an equitable evaluation baseline.

ii. Actual prices for travel on individual task order awards will be negotiated and established as Firm-Fixed-Price (FFP) ELINs in accordance with the Joint Travel Regulations (JTR) and FAR 31.205-46.

o Offerors shall utilize the designated additional spreadsheet tab within Attachment 2 to calculate Other Direct Costs (ODCs) in accordance with PWS Section 15.

o The spreadsheet is dynamically linked to automatically carry values directly into the main TEP summary sheet. Offerors shall not manually overwrite or disconnect these formulas.

4. Initial TOR Niland and Initial TOR SCI Pricing: Offerors shall complete Attachment 2 -Pricing and ELIN Sheet Initial TOR Niland and Initial TOR SCI tabs. In pricing the Initial TOR Niland and Initial TOR SCI, Offerors shall apply its proposed fully burdened labor rates from Attachment 2 to the specific labor categories and hours defined in the Initial TOR Niland and Initial TOR SCI. The Initial TOR Niland and Initial TOR SCI will be awarded as the first task orders under the resulting IDIQ contract, satisfying the contract's minimum requirement; however, these initial awards remain subject to the availability of funds in accordance with FAR 52.232-18, Availability of Funds.

o Unlike the IDIQ TEP (which uses a standardized Government travel plug), Offerors shall include its proposed travel costs and logistical expenses for the Initial TOR Niland and Initial TOR SCI based on its specific operational and technical approach described in Volume 2 (e.g., lodging, per diem, transportation, and barge/ transit to San Clemente Island).

o Note: The pricing for Initial TOR Niland and Initial TOR SCI will be evaluated strictly on its own merits to verify price realism and operational technical alignment, and it will NOT be incorporated or added into the five-year master IDIQ TEP calculation.

5.Pricing Write-Up Requirements: Offerors shall submit a pricing narrative alongside Attachment 2 - Pricing and ELIN Sheet containing but not limited to the following sections:

o Justification: Offerors shall provide a detailed narrative justification for all proposed rates, fees, travel premiums, and mobilization/demobilization structures. If the Offeror proposes specialized day rates for remote training evolutions, the daily rate breakdown shall be explicitly detailed and justified.

o The justification shall also detail the basis of estimate and cost structures for providing all mandatory Contractor-Furnished Equipment (CFE) specified in the PWS Section 15 (including helmets, gloves, throat guards, and groin guards), demonstrating how equipment purchase, maintenance, replacement cycles, and safety-sanitizing procedures are accounted for within the proposed fully burdened labor rates.

o Offerors shall provide complete, detailed supporting justification for all travel costs proposed for Initial TOR Niland and Initial TOR SCI. This submission shall include but not limited to:

i. a transparent basis of estimate detailing personnel headcount, mode of travel, origin and destination points, flight estimates, vehicle rentals, and fuel; per diem and lodging calculations substantiated in accordance with the Joint Travel Regulations (JTR) and FAR 31.205-46. It shall demonstrate how proposed pricing supports technical execution, such as mapping labor rates directly to the technical team size, specialized instructor qualifications, and aligning travel or mobilization structures directly to the regional training locations, economic transit plans, and logistical constraints (such as barge schedules, equipment transport, and berthing requirements on San Clemente Island) described in the technical quote/proposal.

7. Option to Extend Services (FAR 52.217-8): Offerors shall not submit a separate pricing sheet for the FAR 52.217-8 option. The evaluated price for this option period shall be mathematically calculated by the Government by applying 100% of the Offeror's proposed Year 5 fully burdened labor rates to exactly 50% of the proposed Year 5 hours. Proposed labor rates shall not be discounted or reduced.

8.Other than Certified Cost or Pricing Data: In accordance with FAR Part 12, certified cost or pricing data will not be required. However, the Government reserves the right to require the submission of "other than certified cost and pricing data" (e.g., labor rate build-ups, G&A allocations, historical payroll records) prior to award to support price reasonableness or price realism evaluations.

Evaluation Factors for Award

Additional Regulation or Supplemental Clauses Incorporated by Full Text

The following Clauses modifications were made:

52.212-2 Evaluation-Commercial Products and Commercial Services. (Deviation 2026-O0038) Feb 2026 hereby reads as follows:

Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-O0038)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

The Government intends to award a single, Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract resulting from this solicitation to the responsible Offeror whose conforming quote/proposal is determined to be the most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate offers:

Factor 1: Technical Capability Factor 2: Past Performance Factor 3: Price

Factor 1 (Technical Capability) is more important than Factor 2 (Past Performance). When combined, Factors 1 and 2 are significantly more important than Factor 3 (Price).

Award will be made to the responsible Offeror whose proposal conforms to the solicitation requirements and represents the best value to the Government using a qualitative tradeoff process among Factor 1 (Technical Capability), Factor 2 (Past Performance), and Factor 3 (Price). The Government reserves the right to award to a higher-priced Offeror if the superior technical capability, recruitment stability, or lower overall performance risk of its proposal justifies paying a premium.

An Unacceptable rating under Factor 1 (Technical Capability) will render the proposal technically unacceptable and ineligible for award. If an Offeror receives an Unacceptable rating under Factor 1 (Technical Capability) the Government reserves the right to discontinue evaluation and will not evaluate the Offeror's Factor 3 (Price) submission.

The Government intends to evaluate proposals and award a contract without discussions with offerors. Offerors are cautioned that initial proposals should represent their best possible technical and price terms. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary and in the best interest of the Government.

Preliminary Compliance Review (Volume 1: Administrative Information)

Prior to conducting detailed qualitative technical, past performance, and price evaluations, the Government will perform an initial administrative compliance review of Volume 1: Administrative Information on a pass/fail or acceptable/unacceptable gateway basis. To be considered compliant and eligible for evaluation and award, the Offeror shall satisfy the following threshold requirements:

1.Quote Validity Statement: Affirmation that the quote is valid for no less than 180 calendar days from the RFP closing date.

2.SF 1449 Execution: Submission of a fully executed first page of Standard Form 1449 (Blocks 30a-30c) signed by an authorized corporate official. (Offerors shall not insert pricing on the SF 1449; all pricing shall reside exclusively in Attachment 2).

3.Company Identification & Registrations: Complete submission of legal entity name, commercial address, SAM Unique Entity ID (UEI), CAGE code, Tax Identification Number (TIN), designated corporate POC information, active registration in the System for Award Management (SAM) pursuant to FAR 52.204-7, and completed representations under FAR 52.204-26, FAR 52.209-7, and FAR 52.209-11.

4.Foreign Persons Provision: Fully executed Foreign Persons compliance declaration (L.2), including biographic data/resumes if foreign persons are proposed, or an affirmative mark ("X") indicating no foreign persons will work on the contract.

5.Cybersecurity Maturity Model Certification (CMMC): Verifiable proof of CMMC Level 2 (Self) certification in accordance with DFARS 252.204-7025.

6.Corporate Facility Security Clearance (FCL): Documented verification of an active corporate Facility Security Clearance (FCL) at the SECRET level at the time of proposal submission.

7.Terms and Conditions Compliance: An explicit statement agreeing to all terms, conditions, and amendments of the solicitation without unacceptable business, administrative, or legal exceptions.

Factor 1: Technical Capability The Government will evaluate Volume 2: Technical Capability to determine the extent to which the Offeror demonstrates a sound, practical, and risk-managed approach for satisfying the requirements of the Performance Work Statement (PWS), Initial TOR Niland, and Initial TOR SCI. General statements that the Offeror "understands and shall comply" with the requirements are inadequate. The evaluation will focus on, but is not limited to, the following:

1.Technical Approach & Execution: The Government will evaluate Offerors' operational methods, processes, and procedures for delivering, managing, and sustaining role player personnel across all training environments specified in PWS Section 4.0 and 5.0.

The Government will evaluate the extent to which the proposal demonstrates the capability to provide fully qualified personnel, including Key Personnel, possessing the requisite knowledge, certifications, and operational expertise necessary to successfully execute all task order requirements.

The Government will evaluate Offerors' operational capacity to execute realistic training profiles across all designated primary performance locations (including San Clemente Island, CA; Niland, CA; Fort Hunter Liggett, CA; San Diego, CA; and Seal Beach, CA), as well as the completeness of their procedures for securing and maintaining all required local, state, and federal permits.

The Government will evaluate the approach for provisioning all mandatory Contractor-Furnished Equipment (CFE) specified in PWS Section 15.0 (including helmets, gloves, throat guards, and groin guards) and the demonstrated compatibility and integration with Government-Furnished Property (GFP), such as protective full-face masks, pads, and marking cartridge weapons.

The Government will evaluate Offerors' end-to-end vetting and screening methodology to ensure all role players strictly satisfy the administrative, physiological, and operational demands of the PWS (including enduring physical restraint/zip-ties, remaining prone or standing for extended periods, wearing full PPE, operating marking cartridge weapons, and performing in austere conditions/hours), as well as documented compliance with high-risk training suitability mandates under OPNAVINST 1500.75C and COMNAVSPECWARCOMINST 1500.1

2. Management, Resource Assignment, Recruitment, and Retention Plan: The Government will evaluate Offerors' proposed Management, Resource Assignment, Recruitment, and Retention Plan.
