UNCLASSIFIED

Document Section and/or Page # Question

These will be shared with all vendors, do NOT include any company identifying information.

Gov Response

ELIN Pricelist Is there a quantity requirement for each of the 77 configurations listed on the price sheet?

This will be an Indefinite Delivery Indefinite Quantity (IDIQ) contract as the end users do not know exactly at this time which quantities they will need or when they will need them.

Therefore, the specific quantities cannot be identified at this time and are not listed on the price sheet.

RFQ N/A

The instructions note that all items should be priced FOB CONUS destination, should bidders assume that the destinations are most likely to be NAS Fallon, Ft Chaffee, Cp Atterbury, and Stennis Missile Base?

Or are there other destinations that should also be considered? Just to confirm, shipping costs for quantity 1 of most items is very likely to be the same as or substantially higher than the ‘project/order’ shipping costs for multiple units. Such as; 3-D threat vehicle targets can typically be loaded 2-3 per flatbed, but a single unit will also involve cost for an entire truck. Very often the LTL shipping cost for 1ea and 4-6ea of steel targets will not be substantially different due to density and delivery location. Is it okay to quote with FOB Origin freight terms? Is it possible to use First Destination Transportation?

Shipping will no longer be pre-priced for each item and will be negotiated individually for each Delivery Order. ELIN 078 has been added to Attachment 3 for non-prepriced shipping. Shipping will remain as FOB Destination.

NA NA Do we need to quote all line items, or can we choose only the line items that suit us best?

In order to be considered a complete quote, all items on the ELIN pricelist must be completed.

An incomplete price quote will not be considered for award.

NA NA

It appears we need to provide pricing for the next five years, is that correct? How locked in are we if raw material prices increase over the life of this contract?

Yes, that is correct, pricing is for the total five year ordering period and cannot be changed throughout that period.

PD Para 4.1.8

Section 4.1.8 of the Product Description states:

"...and targets shall be painted matte/flat white to prevent corrosion."

QUESTION: Do all surfaces of the target need to be coated, including the back and cut edges?

yes, Attch 1, Para 4.1.8 has been edited accordingly.

Document Section and/or Page # Question

These will be shared with all vendors, do NOT include any company identifying information.

Gov Response

PD Para 4.2

Section 4.2 of the Product Description states: "Contractor shall use plasma, water jet, or laser cutting to cut the targets." Thermal cutting (laser and plasma) of AR500 severely degrades the hardness of the steel in the areas of which the heat is applied.

The ballistic impact effect in the heat-affected zones will have significantly higher penetration & deformation influence on the target face. This will cause lower target life cycles and increase the chance of abrasion and laceration injury to personnel handling and maintaining the targets. QUESTION: Provisioned with the above information, is the thermal cutting of target faces still acceptable?

Targets will be Cut Using the Water Jet Method to prevent the Target from Heat Stress which could result in degradation of the Abrasion Resistant material. Plasma and Laser Cutting have been removed from Attch 1, Para 4.2.

NA NA

Section B. Steel Reactive and Knockdown Targets, Pg. 2 Targets A033 and A034 are classified as reactive targets. If "stabbed" deep enough and struck with munitions classified as "small arms" or less, we don't see these targets reacting to hits.

QUESTION: What properties of Targets A033 and A034 classify them as "reactive"?

The Reactivity of the Stabber is the "Report" from the impact of the Bullet

NA NA

Section B. Steel Reactive and Knockdown Targets, Pg. 4 & Section 4.1.2.1 of the Product Description describe the required mechanics of the return system for Targets A038-A041.

QUESTION: Will the gov't supply a preferred mechanical design for this system or is the design of the system the responsibility of the awarded?

ELIN 038 has been removed from Attch 1, Para 4.1.2.1, Attch 2, Para B, and Attch 3 ELIN

Pricelist

NA NA

Section C. Ballistic Steel Replicated Shooting Vehicle Targets QUESTION: Are design suggestions considered by the gov't to increase the life cycle and lessen the maintenance interval of the targets?

Other than specifications already contained in the solicitation, the the Government is not suggesting any other design approaches and is looking for and will consider all approaches quoted.

NA NA QUESTION: Are the rocket assemblies built to specific dimensions or scaled to the general dimensions of the primary target vehicle?

The rocket assemblies can be scaled to the general dimensions of the vehicles

NA NA Do you require the final products to be painted/powder coated? "matte/flat black" and "matte/flat white" paint.

See Attch 1, Product Description Para 4.1.8
