Attachment 1 – Statement of Work

STATEMENT OF WORK (SOW)

FOR TARGET SUPPORT SERVICES

1.0 BACKGROUND

1.1 The Naval Special Warfare Command (NSWC) requires concrete target manufacturing, transportation, placement, and removal of target debris in support of the NSWC.

2.0 OBJECTIVES

2.1 The Government intends to award a single firm fixed price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract for target manufacturing, transportation, placement, and removal of target debris in support of NSWC.

3.0 SCOPE

3.1 The Contractor shall provide the personnel, management, materials, equipment, vessel, and facilities necessary to manufacturer, transport, place and remove, eight (8) concrete blocks as identified at the Task Order level. The Government anticipates six (6) deliveries of eight (8) concrete blocks each fiscal year.

4.0 REQUIREMENTS

4.1 The Contractor shall manufacture, transport and deliver, place and remove concrete targets debris in accordance with this SOW and as specifically identified in each Task Order.

4.2 Concrete target specifications are as follows:

4.2.1. Approximately 4’x 3’ x 3’ with base width dimension wider than the top width for stability.

4.2.2.One (1) re-bar lifting eye.
4.2.3.Four (4) pipe protrusions extending approximately 36” from the top of the clump.

4.2.4. Targets shall weigh approximately 2,000 pounds.

4.2.4 Target quantity shall be identified at the task order level, however, the Government anticipates delivery of at least 8 concrete targets 6 times a year.

4.3 Target Removal & Disposal:

4.3.1 Government shall provide pallet-size cargo nets with lifting lines rigged and tethered buoys, for target debris removal.

4.3.2 The Contractor shall take possession of and dispose of pre-bundled clump residue (rebar/concrete) as identified at the task order level.

4.3.3 Debris is to be pre-loaded by Government personnel on up to eight (8) pallets.

4.3.4 Contractor shall lift, transport and dispose of the debris.

4.3.5 Each lift shall not exceed 2000 pounds.

4.3.6 Target removal shall run concurrently with target delivery and placement.

4.4 The Contractor shall provide a vessel, crane and crew capable of meeting the following requirements:

4.4.1 Vessel Capabilities.

4.4.1.1 The Contractor shall provide a suitable vessel capable of transporting, placement, and removal of, up to eight (8) each, 2000 pounds concrete targets.

4.4.1.2 Vessel shall have a draft of 5 feet 6 inches or less, be able to maneuver and easily maintain position in strong currents.

4.4.1.3 Vessel shall have a minimum of one fully operational fixed VHF Marine Band Radio.

4.4.1.4 Vessel shall be able to reach Naval Amphibious Base Coronado within seven (7) hours from origin.

4.4.1.5 Vessel shall possess an OSHA certified and inspected hydraulic deck crane with lifting strength of no less than 2,000 pounds.

4.4.1.5.1 Crane shall be capable of lowering, placing and, if necessary, recovering a 2000 pounds target.

4.4.1.5.2 Crane shall be capable of lifting, Government bundled, target debris.

4.4.1.6 Vessel shall meet all USCG regulations and have current safety equipment onboard.

4.4.1.7 The responsibility of ensuring the vessel meets the requirements of this SOW and ensuring vessel compliance with local and maritime law is and remains the responsibility of the contractor throughout the period of performance.

4.4.1.8 The contractor shall provide all vessel documentation, historical maintenance documentation, reference manuals, and system drawings upon request.

4.4.2 Vessel Crew Capabilities.

4.4.3.1. Vessel crew shall assist NSWC personnel with on/off loading and securing of dive equipment.

4.4.3.2 Vessel crew shall be experienced at obstacle placement and removal. Crew shall have a minimum of 3 years of experience, be properly trained and capable of safety operating all required equipment to include maneuvering the vessel in close proximity (0-10 ft.) of surface swimmers and/or divers.

5.0 VESSEL LIABILITY INSURANCE

5.1 The contractor shall maintain vessel collision liability and protection and indemnity liability insurance.

5.2 Contractor shall disclose to the Government, at quote submission, proof of insurance coverage for the period and place/area of performance. NOTE: Offeror shall disclose to the Government at quote submission any additional information required to enact insurance coverage for the period and place of performance described in this document.

5.3 The USG may be liable for property damage, personal injury, loss or death caused by the operation of these vessels, to the extent determined in accordance with the Suits in Admiralty Act (SIAA), 46 U.S.C. app. Sections 30901-30918 and, the Public Vessels Act (PVA), 46 U.S.C. app. Sections 31101-31113."

7.0 CONTRACTOR MANPOWER REPORTING

7.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the NSWCEN via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://sam.gov. Reporting input for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk at help desk at: http://sam.gov.

8.0 SAFETY

8.1 Contractor Responsibility.

8.2 Nothing in the SOW, nor any government action or failure to act in performance of the contract shall relieve the contractor for the safety of the contractor’s personnel and property, the Government’s personnel and property, and the general public. Furthermore, nothing in this SOW shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.

8.3 The Contractor shall ensure all Contractor personnel receive required Occupational Safety and Health Administration (OSHA). The Contractor is responsible for providing safety training and the personal protective equipment (e.g., steel toe boots, safety glasses) as required by Federal, State and local law.

8.4 Proper safety equipment is to be worn at all times while working in support of this contract.

9.0 QUALITY CONTROL

9.1 The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this SOW. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting, and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.

10.0 QUALITY ASSURANCE

10.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the SOW. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.

11.0 PLACE OF PERFORMANCE

11.1 The location will be specified in each Task Order. The delivery will be San Clemente Island, CA unless specified in the task order.

12.0 PERIOD OF PERFORMANCE

12.1 The IDIQ contract will have an ordering period of five (5) years.
