Performance Work Statement (PWS) Naval Special Warfare
Direct TV Services
REVISED 09 SEPT 2021
1. BACKGROUND
1.1 Naval Special Warfare Command (WARCOM), require Direct TV satellite television services at various West Coast location to include remote locations. NSW requires these services to provide the situational awareness of local and international news which is essential in our daily operational tempo. These services include renewal of exisitnig Direct TV services along with installation of new hardware.
2. OBJECTIVES
2.1 The Contractor shall provide the equipment, materials, installation and ongoing maintenance necessary to provide monthly Direct TV services to Naval Special Warfare. The Contractor shall provide WARCOM a package that will fulfill the Government’s channel requirements.
3. REQUIREMENTS: NSW require Direct TV satellite television services with the Business Select channel line-up. Unique channels inlude: BBC America, Al Jazeera America, Weather and C-SPAN are required. Television services, installation, hardware, and mainteneance will be executed via individual task order (per NSW Requiring Activity) and will identify specific requirements.
3.1. SUBSCRIPTION SERVICES: The Government requires Direct TV satellite television services with the Business Select channel line-up for the identified locations. Services shall be active no later than ten business days after issuance of a task order.
3.2. REQUIRED HARDWARE (not including installation charges): The Government requires lease or purchase of the following equipment supporting Direct TV services:
Recievers, Dish/Antenna, and/or Fiber Signal Digital Converters. Hardware shall be delivered and functioning with services no later than ten business days after issuance of a task order.
3.3. REPLACEMENT (including install): The Government may require upgrade of the following equipment supportin Direct TV services: Recievers, Dish/Antenna, and/or Fiber Signal Digital Converters. If replaced, the contractor shall include installation in the cost of replacement. Pricing for rental of these listed pieces of equipment shall be priced separately. Equipment shall be delivered and functioning with services no later than ten business days after issuance of a task order.
3.4. INSTALLATION SERVICE (new equipment purchases and rentals only): The Government requires the contractor to install any newly leased or purchased equipment.

3.5. MAINTENANCE: Throuhout the performance of the contract additional maintenance services or cable related services may be required. These service shall be executed via individual task orders and negotiated at the task order level.
3.6. MISC:
3.6.1. The Contractor shall provide Direct TV services into Secure Government Spaces, the Contractor shall operate in accordance with the applicable security guidelines including the Direct TV signal be converted to light which requires a fiber media converter to extend the servive
3.6.2. Billing will be conducted monthly in accordance with the executed Task Orders.
3.6.3. In the event of a service interruption, services shall be restored no later than three business days from the date the contractor is notified of the interruption. The Contracting Officer, Contracting Officer Representative (COR) or Government end user representative.
4. CONTRACTOR MANPOWER REPORTING
4.1. The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the NSW COMMAND via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://sam.gov. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year. Contractors may direct questions to the help desk on the sam.gov website.
5. CONTRACTOR TRAVEL
5.1 Price of any travel cost shall be incorporated into the contractors submitted pricing.
A separate line or additional charges for travel will not be incorporated into the contract.
6 SECURITY
6.1 Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of Government data. The Contractor shall refrain from using “Naval Special Warfare Command” (NSWC), reference to any NSWC personnel by title or position within NSWC, or this contract in any of its publications, websites, materials, media or advertising media.
6.2 Contractor must be able to obtain personnel and vehicle access to military installations. Contractor is responsible for coordinating all necessary access through the local Military Pass and Decal Office.
7 SAFETY
7.1 The contractor shall comply with and maintain appropriate safety instructions and qualification standards in accordance with OSHA regulations.
7.2 Nothing in the Statement of work, nor any Government action or failure to act in performance of the contract shall relieve the contractor of its responsibility for the safety of the contractor's personnel and property, the Government's personnel and http://sam.gov/ property, and the general public. Furthermore, nothing in this PWS shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.
8 GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/INFORMATION
(GFP/GFE/GFI)
8.1 GFE will be identified at the Task Order level.
9 QUALITY CONTROL
9.1 The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service;
addressing customer complaints, and improving the quality of services over the life of the contract.
10 QUALITY ASSURANCE
10.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.
10.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.
11 PLACE OF PERFORMANCE
11.1 Specified at the Task Order level. Expected locations include Coronado, CA, Imperical Beach, CA, San Clemente Island, CA, Niland, CA. Other locations may be added pending confirmation the Contractor can support these West Coast locations with current service.
12 PERIOD OF PERFORMANCE
12.1 The contract shall have a 5 year period of performance from the date of award with an option to extend services an additional six month under the option clause at Federal Acquisition Regulation (FAR) 52.217-9. Any issued taks order shall indicate the period of performance.
13 GOV POINT OF CONTACT
13.1 To be established at task order level.
14 COVID-19 Considerations: Contractor shall follow all CDC and DOD guidelines for
COVID prevention, to include but not limited to vaccination and/or reoccurring testing as required by Government. Contractor is responsible to provide all required Personal Protection Equipment (PPE). PPE includes: N95 masks, disposable nitrile gloves, and hand sanitizer for their employees. Contractor personnel may be subject to quarantine periods and shall comply with any federal, state, or local quarantine requirements. Contractor personnel may be subject to medical screening. Any personnel with a fever (temperature of 100F/37.8C or greater), cough, shortness of breath, or loss of smell will not be permitted on site. Contractor shall inquire and not utilize contractor personnel that have been exposed to any persons known to have been exposed to COVID-19.
