Performance Work Statement (PWS) Naval Special Warfare

WARCOM Headquarters Direct TV Services

1. BACKGROUND

1.1 Naval Special Warfare Command (WARCOM), require Direct TV satellite television services at various West Coast location to include remote locations. NSW requires these services to provide the situational awareness of local and international news which is essential in our daily operational tempo. These services include renewal of exisitnig Direct TV services along with installation of new hardware.

2. OBJECTIVES

2.1 The Contractor shall provide the equipment, materials, installation and ongoing maintenance necessary to provide monthly Direct TV services to Naval Special Warfare. The Contractor shall provide WARCOM a package that will fulfill the Government’s channel requirements.

3. REQUIREMENTS: NSW require Direct TV satellite television services with the Business Select channel line-up. Unique channels inlude: BBC America, Al Jazeera America, Weather and C-SPAN are required. Television services, installation, hardware, and mainteneance will be executed via individual task order (per NSW Requiring Activity) and will identify specific requirements.

3.1. SUBSCRIPTION SERVICES: The Government requires Direct TV satellite television services with the Business Select channel line-up for the identified locations. A total of thirty-eight subscriptions for one year shall be required.

3.2. REQUIRED HARDWARE (not including installation charges):

3.2.1. WARCOM HQ B-624, the Government currently owns and will reutilize the satellite dish antenna and (1) Head-End Receiver rack comprised of (24) H-24 Receivers and signal attenuators to distribute signal throughout bldg. 624, currently located in the 1st floor LAN Room. In addition, building 603M and 603A, will also reutilize the satellite dish antenna and (6) H-24 receivers located in both building.

The renewal of Direct TV Service is the only thing needed for these spaces.

3.2.2. WARCOM HQ B-624, Admirals new Sensitive Compartmented Information Facility (SCIF) on the 2nd floor will require (2) new digital to fiber signal converters to extend the current direct TV service to this new area. This signal conversion is a security requirement for any signal entering a SCIF.

3.2.3. WARCOM HQ B-603 East and West will require new hardware at each location. The West end will support the Inspector General Staff and East end will support the N5, N3X and N8. (2) separate satellite dish antenna will be required at each end of the bldg. due to distance. (8) new High Definition Direct TV Receivers will be required and distributed as follows

3.2.3.1. (3) IG Staff, 1st floor of B-603 west

3.2.3.2. (3) N5 SCIF, 1st floor of B-603 east

3.2.3.3. (1) N3X, 2nd floor of B-603 east

3.2.3.4. (1) N8, 2nd floor of B-603 east

3.2.4. WARCOM HQ B-603 N5 SCIF will require (2) new digital to fiber signal converters to extend the new direct TV signal into the N5 SCIF area. This signal conversion is a security requirement for any signal entering a SCIF.

3.3. INSTALLATION SERVICE (new equipment purchases and rentals only): The

Government requires installation services to support the Required Hardware identified in Section 3.2. During the installation of services the Contractor shall perform an initial inspection of all receivers and antennas regardless if leased or owned by Government;

and tune if required to ensure Subscription Service are being received correctly.

3.4. MISC:

3.4.1. The Contractor shall provide Direct TV services into Secure Government Spaces, the Contractor shall operate in accordance with the applicable security guidelines including the Direct TV signal be converted to light which requires a fiber media converter to extend the servive

3.4.2. Billing will be conducted monthly in accordance with the executed Task Orders.

4 PLACE OF PERFORMANCE: San Diego, California (Coronado)

5 PERIOD OF PERFORMANCE

5.1 One year

6.1 To be established at task order level.

7 COVID-19 Considerations: Contractor shall follow all CDC and DOD guidelines for

COVID prevention, to include but not limited to vaccination and/or reoccurring testing as required by Government. Contractor is responsible to provide all required Personal Protection Equipment (PPE). PPE includes: N95 masks, disposable nitrile gloves, and hand sanitizer for their employees. Contractor personnel may be subject to quarantine periods and shall comply with any federal, state, or local quarantine requirements. Contractor personnel may be subject to medical screening. Any personnel with a fever (temperature of 100F/37.8C or greater), cough, shortness of breath, or loss of smell will not be permitted on site. Contractor shall inquire and not utilize contractor personnel that have been exposed to any persons known to have been exposed to COVID-19.
