Response to Questions Received: Solicitation H92240-21-T-0065 in support of Naval Special Warfare Command, DirectTv subscription services and equipment.
The following responses are provided to industry as a result of subject solicitation. Interested parties are reminded that the solicitation and any resulting award will establish a single awarded, five-year indefinite-delivery, indefinite-quantity (IDIQ), firm-fixed price type service and supply contract for DirectTv subscription services and equipment. The firm fixed price IDIQ basic contract will be awarded based off of requirements defined and priced under Addenda 01 and Addenda 03, which covers all the requirements of the Government for the life of the contract and establishes pricing for the life of the contract. The basic contract does not reflect a firm Government requirement, the firm requirement for this action is reflected in task order one requirements, Addenda 02 and Addenda 04. The Government will issue an order for this firm requirement concurrently with award of the basic contract. When additional requirements arise for additional services or equipment, the Government will issue a request for task order quote and will issue a new task order award. Pricing under your firms’ Addenda 03 shall serve as ceiling pricing for the entirety of the contract and any task order issued. At the task order level your firm may price below buy not above your quoted rates under Addenda 03. The Government understands Al-Jazeera America is no longer part of the Business Select package.
Q1 Paragraph 3.1: How many DIRECTV locations AND accounts are in Coronado, SCI, and Niland? Do all locations have service or are new installations required? Does each location (building) have a separate DIRECTV account?
R1: The Government assumes this question relates to Addenda 01 – Basic Contract Work Statement. As stated above the basic contract will establish a contract for a period of five years and the basic contract addenda 01 and addenda 03 represents services the Government may place orders for in the future. The only services and supplies being awarded, concurrently with the basic contract, are represented under Addenda 02 and Addenda 04. Task order one requirements are solely for San Diego and have been previously satisfied under order H92240- 16-P-0208. Any future requirements at other requirements will be solicited at a later date and details provided as to the services/equipment required.
Q2: Paragraph 3.2 – Is any of your current hardware leased or rented? When you state that hardware needs to be delivered and functioning, I assume you require that receivers are pre-activated prior to being shipped (via Fedex or UPS) to the site. This this correct?
R2: The Government assumes this question relates to addenda 01, see above response relating to contract type and functioning of an IDIQ type contract. The Governments initial task order requirements are described under Addenda 02 and Addenda 04. To be delivered and functioning means any/all equipment is installed and subscription services are being provided.
Q3: Paragraph 3.3 – Replacement – Do you have a list of hardware you can provide by location (building)? What make and model Fiber Signal Digital Converters do you currently have on-site? How many are there? Is the existing hardware leased, rented or owned? If hardware is rented or leased, will you please provide a list of hardware? If not, we can perform a site visit to inventory the hardware that will need to be replaced. How long have the dishes been in place? (This is important since dishes may need to be replaced due to corrosion.)
R3: The Government assumes this question relates to Addenda 01, see above responses relating to contract type and functioning of an IDIQ type contract. The initial task order requirements to be awarded are represented by Addenda 02 and Addenda 04. Please review these documents for further details. The Fiber Digital Signal Converter is a new requirement.
Q4: What are the total TVs that need and/or are receiving satellite TV service Addenda 02 only list 38 but does not include SCI or ATC?
R4: Addenda 01 and Addenda 03 are documents that accommodate other locations in the instance that the Government requires services elsewhere. The only funded requirements are represented by the first task order requirements Addenda 02 and Addenda 04. No funded requirements exist for SCI or ATC at this time.
Q5: What are the brand names for WARCOM HQ floor 2 SCIF and B-603E 1st floor Fiber Transmitter and Receivers?
R5: The Government does not possess this equipment. This is a brand-new requirement. Any digital to fiber transceiver that converts that Direct TV signal or cable TV to fiber and then back to cable TV signal is fine
Q6: If you do not have fiber transmitters and receivers for the two locations, what are the fiber transmitter and receiver requirements, i.e. clear QAM or L-Band, or HDMI, etc; also, is each TV line to be completely independent from another?
R6: Any digital to fiber transceiver that converts that Direct TV or cable TV signal to fiber and then convert it back to cable TV signal is fine. The key is that it has to be a light signal when it enters the SCIF. Once it enters the SCIF, it will be reconverted back to.
Q7: Are building locations 603M, 603A, 603E, and 603W one building or multiple buildings?
R7: Locations are in one building but sectioned off. Drawing attached
Q8: Is building 624 interconnected via underground conduit to building 603?
R8: Bldg 624 has under- ground conduit to Bldg 603A (PAO) for network connectivity via fiber only.
Q9: Is the Government currently rent and own DirecTV equipment. If so which locations and building are rented and or government owned that are currently in use.
R9: The Government assumes this question relates to the first task order requirements. The Government request for equipment purchase and leases are stated under Addenda 03 and Addenda 04. If not listed as a new equipment purchase or lease, assume the remainder (number of subscriptions minus equipment lease and purchase requests) represents Government owned property.
Q10: Addenda 01 item 12. Period of Performance list 5-year period, however, Addenda 02 item
5. Period of Performance list One year period. Which is correct.
R10: Please see opening paragraphs and response to previous questions. Basic contract has a period of five years, five years six months if the option at FAR 52.217-8 is exercised Task orders will be issued against the basic contract. The initial task order, representing the Government’s initial requirements and guaranteed minimum as described under Addenda 03 and Addenda 04, is for one year of service.
Q11: Addenda 02 item 3.3 Installation Service; "...Contractor shall perform an initial inspection of all receivers and antennas regardless if leased or owned by Government and tune if required to ensure Subscription Service are being received correctly;" does this include equipment on SCI, NSWCEN and ATC? What if the equipment is defective and unrepairable due to corrosion or other issues, will the Government have the equipment replaced at additional costs beyond this RFQ requirement?
R11: The Government may issue additional order for new equipment if equipment becomes inoperable.
