#1 Section 4.2.2.16 of the Final PWS (Page 1 of 7) “requires a 1:1 student/instructor ratio.” How many 1:1 jumps and how many days should contractors anticipate?

Request for Quote (RFQ) H92240-19-Q-2035 does not specify number of jumps/days. It will be up to the offeror to provide terms of performance.

#2 Canopy control training as defined in the Final PWS Section 4.2.2 (Page 1 of 7) meets our firm’s standard curriculum and is consistently taught across ALL military elements. Will canopy control training for other than Tier 1 operators be considered “similar” for evaluation purposes?

No, please reference PWS section 4.2.8.1.

#3 The Final PWS Section 4.2.8.1 (Page 2 of 7) requires “evidence of 5 years providing similar canopy control training…” What is considered acceptable evidence?

Offeror shall provide at a minimum, resumes IAW instructions to demonstrate evidence of 5 years providing similar canopy control training for U.S Military Tier 1 operators. Additional documentation may be provided to determine further demonstration of experience.

#4 The Final PWS Section 4.2.8.2 (Page 2 of 7) requires that instructors possess “…a Professional (PRO) rating or equivalent membership and ratings, for example, but not exclusively, Canadian Sport Parachute Association (CSPA) or British Parachute Association (BPA).” In addition, PWS Section 4.2.8.3 (Page 2 of 7) requires “a minimum of 4 years cumulative experience teaching, demonstrating, debriefing and mentoring all aspects of Military Free Fall Canopy Control including on the ground and in the air instruction.” Considering that PRO is required to jump into a stadium or crowded area (nothing to do with Military Free Fall training) and does not increase the instructional capacity of capability of instructors, is the PRO rating for instructors necessary/required?

Yes, please reference PWS section 4.2.8.2.

#5 The Final PWS Section 4.4.3.1 (Page 3 of 7) requires contractors to “Assist military riggers in the sustainment of military parachute rigs.” Please define sustainment—does this mean repairs? If so, what kind and level of repairs?

IAW PWS section 4.4.3.1, sustainment is defined as identifying problems and giving advice regarding military parachute rigs. All repairs will be done by the military.

#6 Please clarify how contractors would meet the requirements outlined in the Final PWS Section 4.5.7 (Page 3 of 7). For weather issues (and other issues outside of the contractor’s control), will the Government extend the five-day class? If so, how would the Government pay for the additional related costs?

Please reference revised PWS section 4.5.7 and addition of 4.5.8. Revised PWS will be posted to FBO as: ATTCH 1 – PWS MFF Canopy Control _Final Rev 1.
