MEMORANDUM
Subj: Navy Contracted Parachute Rigger Statement

1. Contracted Parachute Riggers providing support to Navy Commands that fall under the cognizance of reference (a) will sign this memorandum annually. The signed memorandum will be kept on file at the Navy P3 Command in the Contracted Parachute Rigger’s training jacket.
2. Contracted Parachute Riggers will ensure the following while packing and maintaining military owned parachute equipment.
(a) Navy Contracted Parachute Riggers will remain current Federal Aviation Administration (FAA) Senior or Master Parachute Rigger certificated with the appropriate rating for the type of work being performed. For back type parachutes (main or reserve), must have a back rating. For front mounted reserve parachutes, must have a chest rating.
(b) Parachute packing and maintenance functions on all parachute equipment will receive quality assurance inspections at specified intervals in accordance with reference (a) and the equipment’s technical manuals contained in references (b) and (c). Quality Assurance Inspections (QAIs) include pack-in-process inspections on main and reserve, standard and non-standard parachutes, and cargo parachutes.
(c) Navy Contracted Parachute Riggers shall not be Quality Assurance Inspectors, with one exception that is outlined in paragraph (h) below for the Navy Parachute Course only.
(d) Navy Contracted Parachute Riggers will complete training provided by the U.S. Army Quartermaster Center and School (USAQMCS), Fort Lee, VA on the military parachute systems they are packing and maintaining. Each Contracted Parachute Rigger will provide the Navy P3 Command with a copy of the certificate of familiarization signed by the Director of USAQMS, Aerial Delivery and Field Services Department, specifying the equipment trained on.
(e) Contracted Parachute Riggers will complete Special Operations Parachute Rigger (SOPR) Job Qualification Requirements (JORs) in reference (d) or (e) which must be signed off by a current QAI.
(f) Contracted Parachute Riggers will actively perform the duties as an SOPR qualified Navy Contracted Parachute Rigger within the previous 182-day period or the SOPR qualification is no longer valid and the individual must be re-certified using the SOPR JQRs in reference (d) or (e).
(g) Contracted Parachute Riggers will be authorized in writing as a Navy Contracted Parachute Rigger for the assigned commands parachute equipment by the commanding officer.
(h) Only Navy Contracted Parachute Riggers assigned to the Navy Parachute Training Course (NPC), who are FAA senior or master parachute rigger certified with the appropriate rating for the type of work being performed and trained by the U.S. Army Quartermaster Center and School, Fort Lee, VA, may perform duties as the QAI on the NPC student’s main ram air parachute only. This shall be performed under the direct technical oversight of an on-site Naval Special Warfare Center Advanced Training Command SOPR NEC 7353 or DoD civilian SOPR who is QAI qualified in accordance with reference (a). The contracted rigger pack-in-process inspector will sign the parachute log record as the inspector. The maximum parachute packer to inspector ratio at the NPC course while packing the student’s main parachutes is 6 to 1. The NPC Navy Contracted Parachute Rigger QAIs will be QAI qualified in accordance with reference (a).
(i) In no case shall the packing of a parachute assembly be interrupted after the packing operation has been started. If the packing operation is interrupted due to unforeseen circumstance, the parachute assembly shall be completed repacked per the Technical Manuals contained in references (b) and (c).
(j) Once the parachute packing process has started, the same packer and QAI will be maintained throughout the packing process.
3. Due to the life safety nature of the work performed, Navy Contracted Parachute Riggers are subject to to Drug screening per the Department of Labor Drug-Free Workplace Act of 1988 and Defense Federal Acquisition Regulations Supplement (DFARS) clause 252.223-7004 Drug-Free Work Force. Initial drug screening will be conducted at the start of the contract and no less than annually on an unannounced basis.
4. By signing the below I acknowledge that I have read and understand this document and reference (a).
I will pack and maintain military owned parachute equipment in accordance with the equipment’s technical manuals and adhere to the rules and regulations governing the Navy P3 Program. I will cooperate with all Safety Center Surveys, Command inspections, and mishap investigations.
