Questions and Responses – H92240-17-Q-1065

Q1) In the Estimated Level of Effort, under 16.4.1.6 Principle Photography for SWCC Instructional Video Library, what does BCT, Pre-CQT, and CQT mean?

R1) BCT = Basic Crewman Training, CQT = Crewman Qualification Training. These are courses in the SWCC pipeline. Pre-CQT is a course before CQT.

Q2) Fifty days of shooting for the SWCC Instructional Video Library seems extremely high. Are you sure about that estimated work load?

R2) Paragraph 16.4.1.6 reflects the Government’s best estimate for level of effort required.

Q3) Some of the other estimates also seem pretty high for what's described in the PWS. Do you want us to hold to your estimates, or can we revise the estimates?

R3) These estimates are based on highly detailed training evolutions. The PWS is a brief description of the complex skill sets covered, offerors may propose a different labor mix for the Government’s consideration and shall adequately explain the basis for use of alternate labor mix.

Q4) Do you anticipate the need for any professional on-camera actors or spokesmen on these videos? If so, how many, and will we need to provide uniforms for them?

R3) We do not anticipate this need.

Q5) Since all of the production work will take place in and around the San Diego area, would you prefer to work with a Southern California-based production company on this project?

R5) The Government does not have a preference relating to the geographic location of the contractor. However, interested offerors are reminded that performance is in the San Diego area as described within the Performance Work Statement.

Q6). Whether companies from Outside USA can apply for this? (like, from India or Canada) R6). Procurement is set aside for small business. The SBA defines the term business concern as a business organized for profit, with a place of business located in the United States and which operates primarily within the United States or which makes a significant contribution to the U.S.

economy through payments of taxes or use of American products, materials or labor. Any firm in compliance with the small business size standard and definition of business entity can submit a quote.

Q7) Whether we need to come over there for meetings?

R8) Please review the combined solicitation synopsis. The place of performance is in the San Diego, California area.

Q8). Can we perform the tasks (related to RFP) outside USA? (like, from India or Canada) R8) No.

Q9). Can we submit the proposals via email?

R9) Please review the submission instructions which are contained within the combined solicitation synopsis.

Q10) How is the travel cost to be submitted, as part of the costing sheet (added to each task) or separately?

R10) A firm-fixed price purchase order will be awarded for completion of all contract requirements listed in the Performance Work Statement (PWS). Separate reimbursement of travel expenses is not authorized. Offerors must price line items accordingly, taking all pricing considerations into account.

Q11) What is the total length (finished product) estimated for each of the six videos described as deliverables?

R11) The following Run Times for the finished videos are approximate:

O’ Course: 40 min Heavy Weapons: 90 min Lifesaving: 30 min Navigation/Plotting: 140 min SWCC Craft Movement/Signaling: 120 min SWCC Video Library: 97 hours

Q12) Will there be lodging available on-base near the filming locations?

R12) Government housing/lodging will not be made available.

Q13) Are there sample videos available for reference material?

R13) No.

Q14) Could this line item be explained in greater detail, as there are hundreds of hours of estimated filming associated with it: 16.4.1.6 SWCC Instructional Video Library R14) The SWCC Instructional Video Library will be used to document approximately 97 hours of classroom instruction. The videos will be required to thoroughly capture the instructional details of each lesson, providing students with the requisite knowledge for each skill set. The training video library will also aid in keeping continuity between different NSW instructors.

Q15) Is there an agenda for when the principal filming will be able to take place?

R15) Principle photography will begin after the post-award conference has taken place and the contracted videographers have completed planning and pre-production phases.

Q16) Regarding Addenda 02 - CLIN pricing, is this a quote just to complete the videos listed, or should this sheet be all-inclusive pricing for all line items listed in the PWS? Or should there be a separate spreadsheet with pricing regarding each of the phases of production?

R16) The total price of a final produced product, inclusive of performing in accordance with the tasking described under the Performance Work Statement, should be captured through line item pricing.

Q17) Can you provide an outline for all of the specific items that need to be included in the submission package to be considered complete?

Q18) Are the “O” Course and Heavy Weapons videos able to be reviewed by prospective bidders?

Q25) In most of the videos we will probably be filming existing training evolutions. It is our experience that training cannot be stopped for filming purposes. How will this be handled if the delays in filming are caused by the government?

R25) With the exception of the SWCC Video Library, these productions will not be filmed real-time (other than B-Roll and secondary units). If required, Contractors will be responsible for rescheduling shoots with the applicable instructor cadre in order to secure needed footage.
