For Informational Use Only Questions and Answers: H92240-16-T-0049
1. The Performance Work Statement (Attachment I) mentions design upgrades to improve performance of the boats. However, the Work Items (Attachment II) does not appear to list any modifications to the vessel from a performance standpoint. Please clarify which Work Items are to be considered design upgrades to improve performance.
ME19 – ME23 are examples of Work Items considered various ECPs (Engineering Change Proposals) or NECPs (non-Engineering). These are all design upgrades to improve performance. In other locations throughout the work packages, various NECPs are also referenced.
2. No drawings have been included in this solicitation. Drawings should be provided to assist with estimating.
Proprietary the OEM.
3. Please confirm the intent of BS-12. Shall a new GPS be installed or simply a cover for an existing GPS? If a new GPS is installed will it be integrated into an existing monitor, or will a monitor be added to the console?
BS-12 is just a cover and cover track for the GPS.
4. ME-17 suggest the engine and gear may be replaced. Will the replacement be confirmed prior to bidding?
Immaterial for this work item. This work item is to pull the engine and marine gear, and put them back in. If provided a new engine, vendor would put back the new in place of the old engine (and marine gear).
5. ME-17 states that the engine would be replaced under GFM is deemed necessary. Will the gear also be handled under GFM is replacement if deemed necessary?
Yes.
6. Would the Government consider this contract to fall under the FAR Subpart 22.10 – Service Contract Labor Standards exemption, as marine craft can also fall under the category of ‘other vehicle’ such as aircraft?
The Government does NOT consider this acquisition an exception to FAR Subpart 22.10.
7. Can we get a Material list with model numbers so we can price the correct components?
Proprietary to OEM. The materials are considered common and used in ‘best boat building’ practices.
8. Was there a process for changing the Treadmaster as far as removing the glue? Recommendation is the use of industry standards in the commercial and military craft marketplace.
9. Can we get a laminate schedule?
Proprietary to OEM; however, provided is that the laminate is made up of e-glass and Kevlar, the resin is vinyl ester resin, and the laminate is 1.5 thickness to adjoining area with a 12 to 1 taper.
10. I understand the only difference between a standard and ruggedized trailer are the tires have a donut so can run on a blowout, and dual master cylinders for the brakes. Anything else?
Heavy duty trailers are not applicable to SBT-22 and our equipment. We have the standard trailer and we do not anticipate having, nor have we been told to expect any ruggedized trailers.
**Additionally: The axles and springs are higher rated, and the frame has been boxed. **
11. We note that you can pick and choose items from the list, even for the base year boats. Does that mean we could be asked to contract for the 6 boats with just a handful of tasks selected?
Yes. Tasks will be identified on an as-needed basis at the task order level.
