Questions / Answers for Sources Sought - H92222-15-T-0081
1. Is there a perimeter or early warning detection system currently in place? If so, what is the type of system (i.e., fence protector, etc.), and who is the manufacturer?
There are currently no early warning detection system/systems on perimeter fences (but there is currently discussion of needing/wanting to install on perimeter fences).
2. Para 3.3 states “Communication infrastructure such as conduit and wiring as well as secondary power infrastructure … are considered a part of system under this scope of work”. Does the scope of this contact include installation of conduit and wiring to interconnect buildings?
Yes, if needed to connect to new or existing building that have the need for controlling access or to install/add an IDS system.
3. Para 5.2.1 states “Priority -1 Emergency Maintenance -The contractor shall contact the customer within two hours from notification of an emergency work order”. How is an emergency work order relayed to the contractor?
Emergency work orders will be communicated via phone and email.
4. Para 5.2.2 is for Priority-2 Corrective Maintenance. Para 5.5 is for Corrective/Remedial Maintenance. What distinguishes an Emergency work order from a Corrective/Remedial work order?
Corrective/Remedial maintenance is unscheduled maintenance that can be addressed during normal working hours. Emergency maintenance will generally require a response within 24 hours and may be done during non-working hours.
5. Para 5.2.1 – Priority -1 Emergency Maintenance, states “…contractor shall contact customer within two hours from notification of an emergency work order”. Para 5.6.1 Emergency Maintenance states “.. .the contractor shall respond within 4 hours” or “24 hours of being notified by the COR”. What is the difference between 5.2.1 – Priority-1 Emergency Maintenance and 5.6.1 Emergency Maintenance?
This is an administrative error. The final SOW will be corrected to synchronize the time in both paragraphs.
6. Para 7.1 states “The government will furnish exiting system and equipment configuration and inventory artifacts within ten days after award of this contract”. Para 5.10.2 states “The contractor shall develop and initial equipment/material inventory and submit to the COR for approval within 15 working days of award of this contract”. This potentially gives contractor only 5 days to furnish the existing system and equipment inventory to the government. Has the government determined that 5 days is a reasonable period of time to deliver the inventory? If so, will NSW provide a list all current equipment now?
This is an administrative error. The final SOW will be corrected to allow an appropriate time period between government and contractor deliverables.
7. What type of contract does NSW anticipate – FFP, T&M, etc.?
The CLIN structure for this contract is still being determined, but the majority of the contract will be Firm Fixed Price.
8. Has a period of performance been determined for this requirement?
This will be a 5-year IDIQ contract, with with the contract and first delivery order estimated to be awarded in the September 2015 timeframe.
9. Is it NSW’s intent to standardize to one system for reach discipline? I.E. all Bosch for IDS, all Lenel for Access Control, etc.
NSW intends to standardize equipment and systems to the extent that it results in enhanced security capabilities and reduced maintenance and lifecycle costs. The timeframe for doing this depends upon economic factors to include required investment and return on that investment.
10. Para 5.3.1 states contractor must submit a “modernization plan” with the proposal. Will NSW provide a list now of all hardware/software/system equipment that is broken or outdated to support this plan?
NSW has identified certain hardware/software/system equipment in need of immediate replacement. That information will be shared with contractors during the site visit. However, NSW expects each contractor to draw their own conclusions and present a modernization plan based on their independent, professional assessment.
11. Para 5.4.2, requires the submission of a Preventative Maintenance Plan within 15 days of award. Will NSW provide a list of current equipment now?
Please use the site visit to determine and comment on whether 15 days after award allows sufficient time to provide a preventive maintenance plan. NSW will be compile and provide a list of current equipment as soon as possible (prior to the site visits) to those vendors who have submitted LOI’s/NDA’s.
12. Will a visit to San Clement Island be included during the Coronado site visit?
No site visits to San Clement Island will be included in the Coronado site visit. Information on any maintenance requirements there will be provided in oral and written form.
13. Based on the recent Q and A document posted on Fed Biz Ops on 5-27-15, we would like to request a clarification regarding the actual SOW for this RFI and subsequent RFP. Is the intent for WARCOM to issue a "Maintenance Contract" for the existing installed systems? Are there any planned new projects or planned upgrades to the existing systems based on examination from the site surveys under the contract award?
WARCOM's intent is to issue a maintenance contract for existing systems. There is an immediate need to modernize some of these systems to replace equipment that has reached the end of its serviceable life.
Paragraph 5.3 of the SOW addresses this requirement. There is the potential for future new projects as additional security needs are identified.
