PERFORMANCE WORK STATEMENT
NAVAL SPECIAL WARFARE COMMAND
INTEGRATED ELECTRONIC SECURITY SYSTEM (IESS)
MODERNIZATION
1.0 INTRODUCTION
Naval Special Warfare Command (NAVSPECWARCOM) Force Programs Office is responsible for the physical security and force protection of personnel assigned to its headquarters command and subordinate activities. General physical security is enabled by Access Control Systems (ACS), Close-circuit televisions (CCTV), and Intrusion Detection Systems (IDS). Collectively, these systems form an integrated electronic security system (IESS) capability designed to detect unauthorized intrusion into secured areas and control access of personnel buildings and interior spaces.
There is an immediate need to replace certain failing components of NSW IESS systems. Specifically, the Contractor shall replace failing or outdated ACS, CCTV, and IDS equipment at Naval Special Warfare Group Three (NSWG-3), Naval Special Warfare Group Four (NSWG-4), and Naval Special Warfare Group 10 (NSWG-10) facilities located in Little Creek, VA.
2.0 OBJECTIVE
Produce a modernization plan for NSW IESS systems at designated locations that removes and replaces failing or outdated ACS, CCTV, and IDS hardware components supporting intrusion detection, building access control, and video monitoring capabilities. The plan may include upgrading related software on servers and clients to current industry releases. The Contractor shall ensure hardware and software components conform to and support the overall enterprise plan and shall include integration and end-user testing in the plan to ensure full IESS compatibility and functionality. Upon Government approval, the contractor shall execute the plan.
| 3.0 | SCOPE |
| 3.1 | NSW requires initial modernization services to upgrade or replace hardware or software that is broken beyond repair or outdated and no longer supportable. The Contractor shall provide the personnel, materials, and equipment (not otherwise provided by the Government) necessary to replace and/or upgrade IESS components at NSWG-4 and NSW-10 located at Little Creek, VA. |
| 3.2 | The current Access Control System (ACS) at NSWG-4 operates using a proprietary software program called Picture Perfect which controls access functions for doors and gates to the entire compound. The ACS includes access control servers where the picture perfect software program is installed, a main Intelligent System Controller (ISC) panel, door control panels, and door card readers. The CCTV system includes a Digital Video Recorder (DVR), Video Channel expanders, Video Workstation Expansion Units, CCTV Keyboard expansion Units, Video decoders, 27” Full HD LED Monitors, Network Video Recorders (NVR), application servers, KVM console switches, IP Dome day/night cameras, Modular High Performance Video Encoders, Video Encoder Power Supply Units, Digital Keyboard w/ LCD Display Units, Digital Keyboard Power Supply Units, Ethernet Switches, and Port Switches. The CCTV system operates using Bosch VIDOS video management system with Bosch components. The Government anticipates the following components being replaced: access control server, door card readers, DVR servers, DVR control stations, DVRs/NVRs, CCTV Expansion Units, Video Expanders and Decoders, Console Switches, Power Units, CCTV cameras, and CCTV monitors. |
| 3.3 | The current Access Control System (ACS) at NSWG-10/SRT-2 operates using a proprietary software program called Access 3000 which controls access functions for doors, gates, and turnstiles to the entire compound. The ACS includes an access control software is installed into a desktop computer which serves as their server, a main Intelligent System Controller (ISC) panel, door control panels, gate, turnstile, and door card readers. The CCTV system includes a Digital Video Recorder (DVR), Video Channel expanders, Video Workstations, CCTV Keyboard unit, Video decoders, LED/LCD Monitors, Network Video Recorders (NVR), application servers, KVM console switches, Dome (fixed/PTZ) day/night cameras Video encoders and supply units, Ethernet/Port switches. There are two (2) CCTV systems currently operating which cover the buildings and compound. These CCTV systems are the Verint Edge VR-200 system and the Interlogix with VID Center utilizing the DVR Tru Vision TVR 11. |
| 3.4 | The Contractor shall ensure that replace and/or upgraded components are interoperable and compatible with existing components. Work shall be accomplished without loss of existing data. The Contractor’s Modernization Plan shall, at a minimum, identify failing IESS components; propose replacement equipment (manufacturer, make, model, and quantity); recommend any related equipment or infrastructure upgrades; include a project schedule describing tasks and timelines for work completion; identify regulatory requirements related to the effort; document how integration and acceptance testing will be performed; and specify labor and material warranty periods. |
| 3.5 | The Contractor shall perform the following related actions in support of this effort: |
| 3.5.1 | Hardware / Software: |
| 3.5.1.1 | Upgrade or replace existing access IESS equipment per plan. |
| 3.5.1.2 | Upgrade or replace related infrastructure such as system racks, camera and TV mounts, wiring and connectors, hubs and ports, power supplies, and other miscellaneous materials. |
| 3.5.1.3 | Upgrade or replace related software systems as necessary. |
| 3.5.1.4 | Migrate data from existing database to new system without loss of information. |
| 3.5.2 | Integration / Testing: |
| 3.5.2.1 | Integrate replacement hardware and software with existing IESS systems. |
| 3.5.2.2 | Ensure all cabling and device connections are labeled. |
| 3.5.2.3 | Provide functional testing for upgraded IESS systems. |
| 3.5.2.4 | Provide user testing of upgraded IESS systems. |
| 3.5.2.5 | Provide backup and fail-over testing of upgraded IESS systems. |
| 3.5.3 | Configuration Management: |
| 3.5.3.1 | Configuration Management Equipment List: The contractor shall document all equipment changes as a result of this modernization effort. Documentation shall include as a minimum: equipment name, Make, Model, Manufacturer, serial number if applicable, location physically installed, door or area supported, alarm modes, associated (linked) equipment, and capability information (for example, resolution and aperture of a camera, or mounting type and field-of-view for a PIR). The contractor shall record system software, software versions, software license information, and system and security patches as part of configuration records. This information may be stored in the integrated security system rather than a separate electronic tool, but must be able to be easily retrieved and saved in electronic (PDF or XLS) format (i.e., a full reporting function must exist). CM equipment lists shall be provided not more than 15 calendar days following the completion of this task. |
| 3.5.3.2 | Configuration Management Drawings: The contractor shall update as-built drawings of the security system updates as a result of this modernization effort. Project and facility drawing documentation shall be maintained in AutoCAD .dwg format. As-builts drawings shall include, at a minimum, equipment type, location, and label data. CM drawings shall be provided not more than 15 calendar days following the completion of this task.
