H92240-15-T-0081 Questions & Answers v2 14 August 2015 For Informational Purposes Only
1. Question: Requirements stated for Volume I - Preventative Maintenance Plan in the Quote Preparation and Submission Instructions section of H92240-15-T-0081_Final, issued on 8/11/15, states that offeror "shall provide a Preventative Maintenance (PM) Plan in accordance with Paragraph 5.3 of the Attachment 1 PWS." However, in Attachment_1_-_PWS_NSW_IESS_Support_-_Final, issued on 8/11/15, preventive maintenance is addressed in Paragraph 5.2, not Paragraph 5.3. Please clarify how offeror should proceed.
Answer: It should state paragraph 5.2. See revised solicitation.
2. Question: The Government's response to Question #39 in the file titled Questions_&_Answers_11_Aug_v2, issued on 8/11/15, indicates that offerors are not to include rates for Travel CLINs 0004, 1004, 2004, 3004 and 4004. However, these CLINs are identified on the version of Attachment_4_-_Price_List_11_Aug, received on 8/11/15, as being for use for Special Projects. Please clarify how the Government intends CLINs 0004, 1004, 2004, 3004 and 4004 to be used and indicate whether offerors are required to provide rates for these CLINs on the price list.
Answer: The Government removed the requirement for Travel. CLIN 0004 is now Special Projects.
3. Question: With regards to question#24, I need further clarification about "Contractor's Cost". Does the government expect the contractor not markup any equipment sold within this contract? This will potentially risk any contract holder (Example: SEWP, GSA Schedule) in which these products are sold through. If the contract holder sells a product at cost, the GWAC sponsoring agency will expect their products to also be sold at same price. Will the government at least allow products sold to be on par to any specific GWAC price list such as a GSA Schedule?
Answer: Please refer to FAR clause 52.232-7 -- Payments Under Time-and-Materials and Labor-Hour Contracts.
4. Question: Would the Government please provide a reason for reducing the Period of (PoP) from 5 years to 3?
Answer: A three year contract is in the best interest of the Government.
5. Question: Quote Preparation and submission Instructions Section I, 2, subfactor II - The reference calls out for a management plan detailing how we are going to manage the work performance of the PWS. Where would management cost be entered in Attachment 4?
Answer: Quote preparation and the allocation of cost is a business decision and the responsibility of each respective vendor.
6. Question: Quote Preparation and submission Instructions Section I, 2, subfactor II - If the answer to the above question, on management costs, is CLIN001, would these costs need to be inclusive for CLIN's 001, 002 and 003? Would all other management costs be negotiated and covered under the separate CLIN's?
Answer: Quote preparation and the allocation of cost is a business decision and the responsibility of each respective vendor.
7. Question: 5.2.4.5 - The C&A process for STIG'ing and creating all of the C&A documentation to ensure compliance with the Risk Management Framework, requires special skills and knowledge to ensure systems and artifacts are completed properly to ensure the systems are secure, receive an ATO and still remain operational. i.e when STIG'ing a Server certain ports and policies are implemented that could cause the application to quit operating or communicating with the end point equipment. This work is not carried out by a field service technician and their associated labor category. Is it the Governments intent that the single rate be provided to cover this type of effort for the systems that are not currently STIG'd?
Answer: See revised Attachment 4 – Price List.
8. Question: Questions and Answers - As a follow up to the response to Question and Answers V2, question 9, that the contractor will be required to implement STIG's on the current system, and in light of the question above about specialized qualifications, would the Government consider the STIG effort a Special Project and be tasked under CLIN 004 to get all of the current systems within FISMA compliance?
Answer: Uncertain at this time; the Government may consider having the STIG effort performed as a special project.
9. Question: Questions and Answers - As a follow up to the response to Question and Answers V2, question 14, that the contractor will be required to create system drawings for the current systems where they are not available today, and in light of the question above about specialized qualifications (CAD), would the Government consider the Drawing effort a Special project and be tasked under that CLIN to get all of the current systems drawings accurate and up to date?
Answer: Uncertain at this time; the Government may consider having the system drawings completed as a special project.
10. Question: 5.5 - The Special Projects that are defined in the PWS would require the efforts of Management to ensure successful completion on time and within budget, Engineers for the design and specification of parts, CAD to create and update drawing packages, Field service technicians to install and test the effort, Configuration Management to update inventories and materials, and Quality Assurance to ensure the effort is done properly. Does the Government expect that all of those specialized efforts would be accomplished under one hourly rate?
Answer: No, see revised Attachment 4 – Price List.
11. Question: Attachment 9 - The Modernization tasking that is defined in the PWS would require the efforts of more than one professional discipline to successfully accomplish the task. For example: Management to ensure successful completion on time and within budget, Engineers for the design and specification of parts, CAD personnel to create and update drawing packages, Field service technicians to install and test the effort, Configuration Management to update inventories and materials, and Quality Assurance to ensure the effort is done properly. Does the Government expect that all of those specialized efforts would be accomplished under one hourly rate?
Answer: No, see revised Attachment 4 – Price List.
12. Question: Please provide further clarity regarding Section 5.4.1 regarding invoicing emergency maintenance materials, later defined as parts, at the contractor's cost. Please confirm any materials and product, required to repair the security system must be invoiced to NSW at the actual cost paid by the contractor. Does this actual cost not include any mark up on product or labor, both technical and administrative, directly related to the procurement and coordination of the subject materials and/or product required for remediation performance? Any information related to NSW's approach would be appreciated so that we may best develop a compliant and cost effective delivery model.
Answer: Please refer to FAR clause 52.232-7 -- Payments Under Time-and-Materials and Labor-Hour Contracts.
13. Question: On the previous set of questions, we asked the following question and were given the following answer: “The PWS indicates, "5.3.4.3 Preventative Maintenance shall include a Software Support Agreement with the integrated security system software manufacturer.” However, there is no indication of which systems currently have SSAs. Nor is there any indication of when those might expire. Will the government indicate specifically if there are current SSAs in place, and on which systems?”
Answer: Contractor should factor a SSA into their quote under the assumption that none exist today or where they exist, they are expired.
FOLLOW UP QUESTION: Under the “Final” PWS, 5.3.4.3 is now aligned to section 5.2.4.3. The Government response to Question 19 confirmed that the equipment/material inventory provided under the solicitation is not complete. Section 5.2.4.3 stipulates that “all” necessary licenses shall be included in the agreement. Please clarify which components from attachment 8 NSW IESS Equipment list will need Software Support Agreements. Or, is it the Government’s intention to amend the Base Award upon completion of contract deliverable 5.2.5.2 Configuration Management Equipment Lists as described in Section 12 of the PWS?
Follow up answer: It is not the Government’s intent to modify the base award.
14. Question: Within CLIN 0005 Special Projects, please define the pricing that the Government would like to see submitted.
Answer: CLIN 0004 is Special Projects. CLIN 0005 is the Assessment. For both CLINs, please price the hourly rates on the Attachment 4 – Price List.
15. Question: Within CLIN 0006 in regards to the Modernization portion of the submittal are the contractors supposed to provide pricing for all items included within 3.1-3.5.2.5 of the PWS?
Answer: As stated in the 52.212-1 Addendum, “The price quote provided by offerors for this solicitation shall NOT have a price for CLIN 0006 (Modernization), as that CLIN will be negotiated and awarded after the IDIQ award, once the Assessment has taken place.”
