Materials required in support of emergency maintenance shall be obtained in the most expedient manner available. The contractor shall invoice for these required parts at the contractor's cost with the next monthly invoice. Can you elaborate on what is meant by “Contractors Cost”? Is the expectation to invoice the Government for actual cost for actual reimbursement sans mark up? If not, does the Government mean “sell price”?
Answer: “Contractor’s Cost” means the actual cost of the material. If your question is regarding Material Handling, per FAR 16.601(c)(3) Material Handling Costs– “When included as part of material costs, material handling costs shall include only costs clearly excluded from the labor-hour rate. Material handling costs may include all appropriate indirect costs allocated to direct materials in accordance with the contractor’s usual accounting procedures consistent with Part 31”

37. Question: Will that PM frequency be the same for all locations?
Answer: The contractor is to propose the frequency of PM. The Government anticipates this is based on the type of equipment, rather than location, making it common at all sites. Any environmental or other influences on PM frequency should be noted and priced accordingly by the contractor.

Answer: No, you are not including rates for those CLINs on Attachment 4. Travel will be funded as needed, and CLIN 0006 will be negotiated after award to the winning contractor. Contractors DO NEED to submit a price for CLIN 0007 with their proposal submittals.
40. Question: We have several labor rate levels for our technical labor categories, all under the “Computer Employees” exception to the Wage Determination footnote. Answer: Little Creek, VA
43. Question: To ensure that we accurately capture the costs associated with the maintenance of the equipment in attachment 8, would it be possible for the Government to provide the make and model for items where they are not listed?
Answer: The Government has provided the best information available
44. Question: Does the Government intend to provide plug numbers for travel costs?
45. Question: Why did the government change the eligible bidder criteria? The email from Mary Lake (SBA) on May 26, 2015 notifying prospective bidders of RFI H92240-15-T-0081 very clearly stated a mandatory “eligible to bid” investment requirement on the part of Contractors who wished to submit a proposal for this RFP when the final was issued. That investment requirement was mandatory attendance at both site visits at Contractor’s expense. The RFI specified that this requirement would be restated in the final RFP.
The Draft RFP on Page 28 of 80 contains an addendum to the proposal preparation instructions, stating that “….only those offerors who attended one or both site visits……”, and further adds “If the offeror has teammates, at least one member of the team (whether it is the Prime offeror or a subcontractor) must have attended one site visit.”
Request the USG retain the original restriction and enforce the stipulation that only small businesses that attended both site visits be authorized to submit bids. The USG's current position disadvantages those small businesses that invested in two site visits and has a material impact on the Contractor’s team makeup, and significantly changes the competition environment for a procurement with a very short proposal response time
Answer: The Government did not change the requirement from the Sources Sought to the official RFP. On 27 May, an amendment was posted to the Sources Sought stating “Please note that it is mandatory to attend at least ONE of the site visits.” On 1 June, the Sources Sought was further amended to state “Please note that it is mandatory for the small business prime contractor, or one of its teammates, to attend at least ONE of the site visits.” It is incumbent upon contractors to track any amendments that are posted.
46. Question: Wage Determinant rates have been supplied for the Norfolk/South-Eastern Virginia Area locations. Are Wage Determinant rates applicable to locations elsewhere?
Answer: Yes, attachments have been added for each location.
47. Question: The PWS indicates "5.3.4.3 Preventative Maintenance shall include a Software Support Agreement with the integrated security system software manufacturer". However there is no indication of which systems currently have SSAs. Nor is there any indication of when those might expire. Will the government indicate specifically if there are current SSAs in place, and on which systems?
Answer: Contractor should factor a SSA into their proposal under the assumption that none exist today or where they exist, they are expired.
