SECTION SF 30 BLOCK 14 CONTINUATION PAGE
SUMMARY OF CHANGES
(End of Summary of Changes)
The following items are applicable to this modification:
ANSWERS TO INDUSTRY'S QUESTION
1. Question: For the Volume II Price Proposal page count, the required items (SF33, Sections B, F &K) exceed the 10 page allowable count. Can we provide the SF33, Sections B, and F &K as enclosures and use the 10 pages specifically for our explanation of pricing?
Answer: The price proposal page limitation is changed to read; Unlimited.
2. Question: Instructions to offerors discusses submission requirements as 1 original and 2 copies, but also mentions “electronic” submission. Are electronic proposal submissions acceptable?
Answer: yes electronic proposal are acceptable however; we must have at least one original set of proposals.
3. Question: For VOL I – Technical, we discuss our QA processes and manual, can we provide a copy of our QA manual (over 200+ pages) on a CDROM or electronically to support the technical review?
Answer: yes
4. Question: Are our 3 pages of Past Performance considered part of the 15 page Volume I Technical response page limit?
Answer: Yes
5. Question: There are conflicting clauses WRT Cost/Price Data – Page 47 includes Clause 5652.215-9006 that states requirement to submit price/cost data to DCAA with submission. This is supplemented in the Alterations in Solicitation section on page 56 with 5625.215-9010 which states that “due to adequate price competitions and that Cost and Pricing Data is Not Required.” However, directly following that section on pages 56-57, 52.215-20 again asks for material costs and labor categories and rates for Emergent repairs CLINS. Can you please clarify the requirements? (Note: DCAA typically only reviews COST information for Cost + fee contracts – it would be highly unusual for them to review a FFP Price proposal; DCMA might be part of a price review in the event there is not sufficient competition – or for price realism.)
Answer: If adequate competition is not obtained, the government reserves the right to request Cost/Price Data. You must submit material costs, labor categories and rates for Emergent repair item numbers.
6. Question: In addition to our fully burdened rates and labor categories, is the material rate requested our material handling rate? Are the estimated material costs used for 1002AA and 1002AB caps, or should we add MH rates for those CLIN prices?
Answer: Material cost should include material handling and G&A which should result in a total estimated material cost.
Material cost and man hours rates shall apply to item numbers 1002AA and 1002AB.
7. Question: Attachment 1 ( PWS 3.0) states that the expected POP starts 1 April – could you clarify the expected start date of the contract?
Answer: Contract start date shall be upon issuance of contract award.
8. Question: For the CLINS – can you clarify what is consolidated in CLIN 1001? Is this the price of one (1) completion of each Work Package (1-16) summarized? Or is this the sum of CLINS 1001AA and AB?
Answer: Clin 1001, 1002, 2001, 2002 3001, 3002 4001, 4002, 5001 and 5002 are informational Clin only, there shall be no cost applied to these CLINs.
9. Question: Both CLIN 1001AA and AB refer to Attachment 6 for estimated quantities, but 1001AA omits “and Attachment (2) Work Packages” language that is provided in 1001AB. Is this an oversight/typo? If not can you clarify what each CLIN encompasses?
Answer: Attachment 1 and 2 apply to both Clin 1001AA and 1001AB

10.
Question: Could you please clarify the B-1 type contract language on page 17:
Answer: These statements are provided to apply a minimum and maximum order limitation (“Only”) this is not the total contract amount.
Additional Question: If our price for Work Packages using the estimated numbers for each command based on the updated Attachment 6 and estimates for Emergent Work total in excess of $11M – are we removed from competition? OR - Are the estimated numbers intended to provide price comparisons?
Answer: No, you will not be removed from competition
11. Section L, page 52 of 62, states that “Resumes do not count against the page count” and later on the same page it refers to “Resumes, if applicable.” While no other reference to resumes is made, under alternate 1 on page 48, past performance evaluation addresses “key personnel who have relevant experience.” Are there key personnel requirements? If so, what are the qualification criteria and are resumes required?
Answer: Resumes are not required
12. 1.1 Factor 1: Technical Capability, page 54 of 62, states that “The plan (technical capability plan) shall include all certifications as required of the PWS.” The PWS, page 4, “11.1 Certifications” refers to “appointments, licenses, certifications and permits” being obtained by the Contractor at no additional expense to the Government. Please identify the specific appointments, licenses, certifications and permits required.
Answer: The government does not require submission of your certifications permits or licenses at this time. The government reserves the right to review the licenses, certifications and permits after contract award.
13. Due to the requirements of preparing a responsive proposal including receipt of answers to bidder’s questions, it is requested that the submission date be extended by 2 weeks.
Answer: No
