About this file
This Sources Sought/Notice of Intent is issued by the 1st Special Forces Command for a Family Programs Communications Application (Solicitation H92239-25-Q-E001). The requirement is for an on-line platform with a connected mobile application to enhance communication for Community Resource Coordinators, Soldiers, and Families, specifically requiring continued use of the Teamworks Hub Software. The platform must integrate with Teamworks AMS (previously Smartabase), support data export capabilities, and enable transfer of user profiles, calendar items, and custom tasks.
The government's market research indicates only one vendor can fulfill the requirement, and they intend to negotiate a sole source contract with Teamworks Tactical Solutions Inc. in Durham, NC. Interested sources must submit a 3-page response by 2:00 PM EST on 11 September 2025 via email to Jonathan.long.civ@socom.mil, providing company details, UEI number, NAICS code, business size, and addressing specific Request for Information (RFI) questions about reseller authorization, USSOCOM Directive 10-12 compliance, and how the communication platform will support family resilience events. If no other capable sources are identified, USASOC plans to proceed with a sole source negotiation, with results to be posted on SAM.gov.

SOURCES SOUGHT/ NOTICE OF INTENT 8 September 2025
1st Special Forces Command Family Programs Communications Application H92239-25-Q-E001
The purpose of this sources sought / notice of intent is to provide industry with the opportunity to identify themselves as interested sources capable of meeting the requirement of providing a Family Programs Communications Application - Teamworks Hub Software and Services.
The information sought herein shall not be construed as a request for quote (RFQ), request for proposal (RFP), Invitation for Bid (IFB), or as an obligation or commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the Government as a result of information submitted in response to the Sources Sought. Current market research shows that there is only one vendor capable of fulfilling the requirement. However, it is the Government’s intent to include responses to this Sources Sought when making its final determination to negotiate on a sole source basis.
The 1st Special Forces Command (Airborne) Family Programs seeks to enhance communication and optimize the delivery of family programs for Community Resource Coordinators, Soldiers, and Families.
To achieve this, an on-line platform with a connected mobile application is required. This platform will serve as a comprehensive solution for communication, survey data collection, local resource information, event planning, event sign-up, and interface with Community Resource Coordinators.
Must be able to fully integrate via support data export capabilities such as enabling transfer of user profiles, calendar items, and custom tasks for integration into external systems with electronic athlete management systems, Teamworks AMS (previously known as “Smartabase”). and import other data integration tools.
The continued use of the Teamworks Hub is required. The utilization of an alternative software instead of the Teamworks Hub software as its Family Programs Communication Online Platform, the Government would lose a minimum of 10 months of programmatic progress made during the 1st SFC(A) FY25 pilot effort and “$X Amount” in sunk costs that was performed by Teamworks Athlete Management System (the software formerly known as "Smartabase"). This would also necessitate Government civilians and contracted personnel to repeat previously completed work on the needs analysis, software customization, and unit-specific implementation processes, so that reporting requirements for items such as located in USSOCOM Directive 10-12 may be completed with standardization and without delay.
INTERESTED SOURCES CAPABLE OF FULFILLING THIS REQUIREMENT shall submit documentation in less than 3 pages addressing all required elements listed herein; providing only a reference to a website is unacceptable for purposes of this announcement and will not be considered or reviewed. FINAL DETERMINATION: Provided no other interested sources with the capability to fulfill this requirement are identified, USASOC intends to negotiate on a sole source basis with Teamworks Tactical Solutions Inc., located at 122 E Parrish ST, Durham, NC 27701-3319.
