SPEAR Family of Tactical Headborne Systems Q&A Set 9 5 July 2017
Q1: When performing Tool Qualification Testing of Appendix B of FTHS Specification dated 8 May 2017, the test lab performing V-50 tests in accordance with MIL-STD-662F begins testing at 100 fps above base threat requirement. In many instances for 4 grain RCC, 16 grain RCC, and 9mm FMJ V-50 tests, 14 shots per threat are being placed without being able to achieve quantitative V-50 results.
Will it be acceptable to submit V-50 tool qualification results that utilize 7 partial rule protocol as long as 14 fair shots are placed within the test items with no complete penetrations below the requirement listed in points 2 and 3 of Appendix B?
A1: Yes.
Q2: We request a 30 day extension for the FTHS RFP H92222-17-R-0003.
A2: Please be aware that the proposal due date has been extended to 26 July 2017 at 12 PM Eastern Standard Time.
Q3: Will the USG modify the PSPEC 1.2 requirement for PPAH comparison between bump and ballistic shells? Industry has found it impossible to meet the existing +/-0.46 sq in requirement. Production level shells were needed to validate this requirement at the test house and therefore this problem was not identified until recently. Recommendation is to remove or relax that requirement, maintaining PPAH for minimum surface area mandate and weight calculations.
A3: Please see Amendment 06 with Performance Specification changes.
