SPEAR Family of Tactical Headborne Systems Q&A Set 1
27 March 2017
Q1: Can you send us a copy of the locked documents?
A1: As identified in the solicitation, section L.2.1, “A Notice of Intent (NOI) shall be submitted by each offeror for each intended proposal. ONLY THOSE OFFERORS WHO SUBMIT A NOI WILL RECEIVE THE RFP ATTACHMENTS AND MAY SUBMIT A PROPOSAL WHICH WILL BE CONSIDERED BY THE AGENCY.
The NOI shall be submitted in contractor format and must include the following: cage code, DUNS number, state of incorporation, corporate license number, identify if foreign owned or a controlled company with full identification of the parent corporation, country of affiliation, identify whether subcontractors are foreign, to include name of foreign vendor(s), foreign country of affiliation and what constitutes the foreign content of their product(s).” IN ORDER TO BE GRANTED EXPLICIT ACCESS
TO RECEIVE THE LOCKED DOCUMENTS, A NOTICE OF INTENT SHALL BE SUBMITTED
ACCORDINGLY.
Q2: When we enter our MPIN on FedBizOpps we get a notice that our vendor information does not contain the level of permission required to view the documents.
A2: One of the documents which require explicit access is export controlled. Export Controlled access level requires that the vendor's company be certified by the DLA Logistics Information Service's Joint Certification Program (JCP) to receive unclassified technical data disclosing military critical technology with military or space application. Those vendors that are certified to receive export controlled materials are termed authorized vendors. FBO receives a daily feed of authorized vendors, which determines access based on a vendor’s CAGE code/MPIN. The DLA Logistics Information Service's Joint Certification Program (JCP) can be found at the following link: https://www.dlis.dla.mil/jcp/
Q3: When are questions/comments back to the Government no longer beneficial?
A3: Offerors are encouraged to ask questions and provide comments up until the proposal due date, once that date is established within the final RFP. However, offerors are cautioned that questions asked closer to the due date may not be answered due to the lead time associated with answering questions and obtaining required reviews of Q&As. Questions should be asked as early as possible, to include during the draft RFP phase.
