SPEAR Family of Tactical Headborne Systems Q&A Set 10 6 July 2017
Q1: Industry requests access to PED-IP-007-Helmet Ballistic Testing Procedures for Multi-Size Headforms, can this be posted to FBO or sent to vendors that submitted an NOI?
A1: This document is added as Attachment 6 to the solicitation. Please see RFP Amendment 07 on
FBO.
Q2: Where will PSPEC 1.2 ‘Sizing,’ be evaluated as part of evaluation criteria, in Phase I (go/no-go) or Phase III (FAT)? Specifically referring to this section of PSPEC 1.2, “Ballistic helmet and non-ballistic helmet shells shall follow the same sizing algorithm and shall have the same cut lines and Projected Protected Area of the Head (PPAH), +/- 0.46in2.” Section 1.2 is referenced in the go/no-go matrix but only under “Materials/components/construction” with regards to the Configuration Management Plan. The only true reference to PPAH within the go/no-go matrix is under “Weight/PPAH,” and refers to PSPEC 3.9 & 3.15.1 respectively which references both weight & min & max PPAH only but not the comparison between the bump and ballistic shell. Due to the above, we feel the current +/-0.46 sq in requirment falls under Phase III and not under Phase I go/no=go, is this correct?
A2: This is correct. The comparison between ballistic and bump PPAH will occur on proposals that proceed to Phase III.
