Maritime Assault Suit Systems (MASS) Solicitation Q&A Set 3

18 February 2016

Q1: Within the Statement of Objectives (SOO), item 7, does the Government have a preferred primary color for MASS and L-MASS?

A1: No. As identified within the Statement of Objectives, Table 1 Design Characteristics Matrix and Attachment 02 Design Characteristics Matrix:

"Signature Management: The MASS and L-MASS shall be constructed with materials that minimize the wearer's signature when viewed visually or through Visual Augmentation Sensors (VAS). At a minimum, face fabric shall be capable of being printed or dyed in a solid subdued color."

Q2: Within the Statement of Objectives (SOO), item 7, if the Government selects a subdued color that is not a standard color for a proposed fabric, will the Government (A) accept a longer initial lead time due fabric supplier’s lead time on new colors &/or (B) accept an alternate DOD used subdued color/camouflage pattern for the suits required prior to the availability of the preferred color?

A2: Paragraph 7 of the SOO has been revised within solicitation Amendment 01. As identified within the solicitation, FAR clause 52.211-9, if the offeror is unable to meet the desired delivery schedule, it may, without prejudicing evaluation of its offer, propose a delivery schedule. However, the offeror's proposed delivery schedule must not extend the delivery period beyond the time for delivery in the Government's required delivery schedule.”

Q3: Please confirm the preferred file transfer option for the response and if there is a max file size?

A3: As identified within the solicitation, FAR Clause 52.212-1, paragraph 12, proposals shall be emailed to kelly.mcneill@socom.mil. While there is not a maximum file size, it is recommended that email transmissions be kept below 3 megabytes. Offerors may submit multiple emails for the same proposal in order to submit all required volumes.

Q4: Page 81 52.212-1 Instructions To Offerors (12) and page 126 section 126 5652.214-9001. Can you please confirm that only an electronic copy of the written proposal is required and that a hard copy is not?

A4: Only electronic copies of the written proposal will be accepted and shall be emailed to kelly.mcneill@socom.mil.

Q5: Pages 80-82 52.212-1 Instructions To Offerors. If an Offeror is proposing more than 1 MASS &/or L- MASS should separate Volumes 1-4 or just separate Volumes 1 & 3 be submitted for each proposed suit?

mailto:kelly.mcneill@socom.mil

A5: If an offeror is submitting more than one proposal, each one will be considered a separate proposal.

A complete proposal, inclusive of Volumes 1-4, shall be provided for each proposal submitted. However, each offeror may not submit more than 2 proposals per MASS and L-MASS configuration.

Q6: Page 82 FACTOR 1 Subfactor 1 (1). Will the individuals testing the PDM samples be the same for all the suits proposed by an Offeror?

A6: Specific testers have not been identified at this time.
