MARITIME ASSAULT SUIT SYSTEM (MASS) TEST PLAN

Introduction: This evaluation is being conducted to support the Source Selection

Process for the MASS program.

Purpose: The data collected will be used as part of the Factor 1

Technical/Management, Subfactor 1 Product Demonstration Model (PDM) evaluation.

Rating Scale: The following rating scale will be utilized for questions 1-4:

a. Outstanding (Blue). PDM meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses.

b. Good (Purple). PDM meets requirements and indicates a thorough approach and understanding of the requirements. PDM contains strengths which outweigh any weaknesses.

c. Acceptable (Green). PDM meets requirements and indicates an adequate approach and understanding of the requirements. PDM strengths and weaknesses are offsetting or will have little or no impact on contract performance.

d. Marginal (Yellow). PDM does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. PDM has one or more weaknesses which are not offset by strengths.

e. Unacceptable (Red). PDM does not meet requirements and contains one or more deficiencies.

To derive the overall acceptability identified in section 4 below, the average score will calculated by adding the scores for all areas identified in sections 1-3 and dividing by the total number of areas (52 areas total). Totals which equate to other than whole numbers will be rounded down if they are below .50 and rounded up if they are .50 or above.
