Text version
This special notice is being issued to provide details of the SOF IT Enterprise Contracts (SITEC) Organizational Conflicts of Interest (OCI) mitigation plan. Through the SITEC, USSOCOM is seeking service providers for the integrated delivery of the Command’s mission supporting IT infrastructure and operations. Specifically, USSOCOM plans to award contracts to Service Area Providers for each of the following areas which are referred to as towers:
- IT Service Management (ITSM) Services
- Data Center Services
- Enterprise Network Services
- Distributed Computing Services
- Application Management Services
- Specialty Services
- IT Production Services
The Government’s OCI plan has not been finalized; however, the Government anticipates the following restrictions will be implemented. The ITSM prime contractor, including the contractor's subsidiaries and ITSM subcontractors will be precluded from award of other SITEC tower contracts or from participating as a subcontractor on other SITEC tower contracts.
Prime Contractors, including subsidiaries, may only receive one award from among the unit-based towers (Enterprise Networks, Data Center, and Distributed Computing).
OCI issues related to the Multiple Award Towers (Specialty Services and Application Management) will be addressed at the task order level. OCI issues related to the C4I Production contract(s) will be evaluated prior to RFP release and addressed accordingly during the solicitation process. In addition to the restrictions above, offerors submitting proposals for any contract will be required to submit an OCI mitigation plan to address subcontractor OCIs. The Government will evaluate the OCI plans to determine if they adequately mitigate the issues in accordance with FAR 9.5.
USSOCOM presented preliminary acquisition planning information at an Industry Day on 7-8 April 2010. The briefings on the acquisition strategy stated that the ITSM Contract would include Evolutionary Technology Insertion (ETI) for the SOF Information Enterprise estimated at approximately $40M per year. After further consideration, the Government has decided to accomplish ETI as a separate acquisition under SITEC. The anticipated RFP release date for ETI will be in early FY 2011.
