SECTION M - EVALUATION FACTORS FOR AWARD
The following have been modified:
EVALUATION FACTORS FOR AWARD
Section M - Evaluation Factors for Award
M.1 Introduction: This section outlines the criteria the Government will use in evaluating the Offeror’s capabilities and proposal for SITEC. The Government will compare each Offeror’s capabilities and proposal elements against the evaluation criteria related to the Government’s requirement defined herein. This is a competitive, best value, source selection using a tradeoff process that will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 15.3 and Defense Federal Acquisition Regulation Supplement (DFARS) Part 215.3.
M.1.1 Basis of Award: This is a best value source selection conducted in accordance with the Federal Acquisition Regulation. The Government will select the best overall offer, based upon an integrated assessment of offerors' technical/management capabilities, past performance assessment, and cost. For a proposal to be eligible for award the Offeror must: be deemed responsible in accordance with the FAR, meet all technical requirements of the solicitation, conform to all required terms and conditions, and include all required representations/certifications. An evaluation will be made of each Offeror's proposal resulting in an integrated assessment of the factors set forth below.
Proposals that are unrealistic in terms of technical/management, cost/price, or schedule commitments may be rejected. To arrive at a best value decision, the source selection authority (SSA) will integrate the source selection team's input, and then assess each offer in accordance with the evaluation factors and subfactors (described below).
The Government reserves the right to award a contract to other than the lowest price Offeror after consideration of all factors. The Government contemplates the award of a single contract; however, the Government reserves the right to make no award if no proposals meet the requirements of the solicitation.
M.1.2 Evaluation: The Government will evaluate proposals received against the factors contained herein (Qualifying Criteria, Technical/Management, Past Performance, and Cost/Price). The Government will evaluate Qualifying Criteria (Volume I) on a pass or fail basis. The Government will use a color rating technique to evaluate Technical Criteria/Management Criteria (Volume II). The Government will evaluate relevant Past Performance (Volume III) and determine the level of confidence in the Offeror’s ability to successfully perform the required effort based on relevant past and present past performance. The Government will not use a color rating to evaluate the Cost/Price Proposal (Volume IV)
The evaluation factors for this solicitation are listed in their relative importance (descending order) below. The Technical/Management, and Past Performance factors, when combined, are significantly more important than Cost.
Factor 1: Technical/ Management
Factor 3: Past Performance
Factor 3: Cost
Technical/Management subfactors, are equal in importance. Subfactor ratings roll up into an overall rating for each of the factors. The offered prices under Cost/Price Proposal will be evaluated separately.
The Government will evaluate risk as an integral part of each evaluation of the Technical/Management Factor. The Government’s assessment of risk will be based on whether the information provided demonstrates that the Offerors performance will most likely result in success or failure. Risk will be included in the final evaluation for the Technical/Management factor and will not be evaluated as a separate factor. As part of this risk evaluation, the Government may take into consideration the potential effect that any or all caveats, exceptions, and assumptions that are stated in Offeror’s proposal may have on the capability, completeness, and appropriateness of the proposed solution to fulfill the contract requirements.
Table 1 below provides an overview of the Evaluation Categories and Factors.
