UNITED STATES SPECIAL OPERATIONS COMMAND

EXECUTIVE SUMMARY

Shallow Water Combat Submersible (SWCS) Draft RFP H92222-10-R-0005 The United States Special Operations Command (USSOCOM) requires a Shallow Water Combat Submersible (SWCS) as a replacement for the SEAL Delivery Vehicle (SDV) that is used for clandestine launch and recovery from Dry Deck Shelter (DDS) equipped submarines. A SWCS System consists of the vehicle, transport trailer and associated support equipment.

The solicitation will be issued on a full and open competition basis. Award will be based on a “best value” determination by the Government.

A formal Request for Proposals (RFP) release is anticipated in the 1st Quarter of calendar year 2010. Multiple contract awards for Critical Items Development and Government evaluation are planned in 3rd Quarter of calendar year 2010. The number of awards is contingent upon receipt of acceptable proposals and available funding. Selected Offeror(s) will be required to deliver the Critical Items set forth in CLIN 0001 in the 2nd Quarter of 2011. A single offeror will be selected based on “best value” for SWCS Development and Testing, Low Rate Initial Production, and Production, including engineering, maintenance and logistics support. The projected production is for a maximum quantity of 12 systems during each of 6 production ordering periods. The anticipated total buy will be substantially less than the maximum of 12 per year.

In an effort to improve the formal RFP, the Government is releasing this DRAFT RFP and eliciting comments and questions. Your company’s participation in this effort is greatly appreciated. Comments and questions shall be submitted in writing to the Contract Specialist by 3:00 p.m. EST, 13 January 2010.
