SECTION I - PROGRAM INTRODUCTION AND DESCRIPTION
SECTION I - Background
The Shallow Water Combat Submersible (SWCS) is a free-flooding combat submersible. The SWCS will clandestinely transport Special Operations Forces (SOF) elements into littoral waters and harbors. The primary host platform for the SWCS will be Dry Deck Shelter (DDS) equipped submarines. The SWCS will replace the current MK 8 Mod 1 SEAL Delivery Vehicle (SDV).
SECTION I - System Description
The SWCS System will include the SWCS Vehicle, a trailer, mission support equipment (e.g., battery charging and monitoring system, modified interface between the SWCS and the DDS cradle (if required), diagnostics and test equipment) and additional transportation and handling equipment. Initial spares, minor tools, materials, consumables, and related items (including packaging) to support, maintain, and repair in-service SWCS Systems will be collectively defined for inclusion in a Pack-Up Kit (PUK) and will be provided under the PUK Provisioning Item CLIN of the contract. SWCS Systems will be assigned to Troops within SEAL Delivery Vehicle Team ONE (SDVT-1) which is based out of Pearl Harbor, HI, and deployable worldwide. A Troop is normally comprised of SEAL operators, technicians and divers. It is anticipated that each Troop will be assigned two SWCS Systems and one PUK.
SECTION I - Program Objectives
The Government’s objectives are to:
· Develop, test, manufacture, deploy, and sustain a SWCS System that best meets Program Manager Ships, Naval Special Warfare’s (PMS NSW) requirements identified in the SWCS System Requirements Document (SRD) and this Statement of Objectives (SOO).
· Implement a sustainment strategy that utilizes an optimal combination of Government (Military and Civilian) and Contractor capabilities.
· Implement additional capabilities to the objective levels specified in the SRD as technology matures and as deemed programmatically feasible as Pre-Planned Product Improvements (P3I).
SECTION I - Program Schedule
The SWCS Program is composed of three sequential periods. Period one consists of the Engineering Development Model (EDM) Critical Item Development (CID) Tasks. The Government anticipates awarding one or more Indefinite Delivery/Indefinite Quantity (IDIQ) contract(s) in the third quarter of calendar year 2010. The selected Contractor(s) will be required to perform CID tasks for Government evaluation within six months from contract award. Period two consists of the Engineering, Manufacturing Development and Test. A single vendor will be selected to design, develop, and test a SWCS EDM System for Government Developmental Testing (DT) by Fiscal Year (FY) 2013. Period three consists of the First Article Production, Full Rate Production and Life Cycle Sustainment. It is anticipated that two SWCS First Article Systems will be delivered in FY 2014 for Government Initial Operational Test and Evaluation (IOT&E). Production options will not exceed delivery of eight SWCS Production Systems per ordering period. The anticipated total buy is 10-14 SWCS Systems (including First Articles) in addition to potential Foreign Military Sales (FMS). The contract includes options for Contractor Logistic Support of fielded systems.
SECTION II - CRITICAL ITEM DEVELOPMENT (CID) TASKS (CLIN 0001)
SECTION II - CID Tasks The Government has determined that the technical areas of personnel and payload capacity, Human Systems Integration (HSI), vehicle performance, DDS fitment, and Command and Control (C2) Network software development and integration have primary risk elements associated with SWCS System Key Performance Parameters (KPP). The Government requires the potential Contractor(s) to perform the CID tasks listed below to demonstrate their ability to minimize these risks and to meet the performance requirements of the SWCS System. The Contractor shall develop mockups, models, and demonstration units to permit Government evaluation of the Contractor’s ability to successfully design and develop the SWCS System.
SECTION II - Full-Scale Mockup
The Contractor shall design, build, and present a full-scale physical mockup of the proposed interior layout of the SWCS Vehicle in order to address risk associated with personnel and payload capacity and related HSI factors. The mockup shall permit the Government to assess the proposed physical layout of the SWCS Vehicle’s personnel and payload compartments and to determine the ability of the proposed layout to accommodate the fully equipped divers and all payloads specified in the SRD. The mockup shall include proposed locations and arrangements of Command and Control components in order to demonstrate primary aspects of the human / machine interface. The mockup shall incorporate the following minimum features:
· Crew, passenger, and payload volume boundaries
· Access boundaries for divers and payload
· Crew and passenger seating arrangements
· Implementation of mechanical features which enable the capability to achieve crew, passenger, and payload volume requirements
· Location, size, and relative placement of crew and passenger human/machine interfaces (e.g. controls, displays, and air and communications connections)
· Full-scale representations (CDRL A001) (2-dimensional drawings are acceptable) of Command and Control layouts affixed in respective locations for pilot, copilot, and passengers
