The United States Special Operations Command (USSOCOM) requires a Shallow Water Combat Submersible (SWCS) as a replacement for the SEAL Delivery Vehicle (SDV) that is used for clandestine launch and recovery from Dry Deck Shelter (DDS) equipped submarines. A SWCS System consists of the vehicle, transport trailer and associated support equipment. This acquisition represents Block 1 of the new SWCS Program.

The solicitation is being issued on a full and open competition basis. Award will be based on a “best value” determination by the Government.

The Government contemplates award of one or more Indefinite Delivery/Indefinite Quantity contract(s) for Critical Items Development in 3rd Quarter of calendar year 2010. Selected Offeror(s) will be required to deliver the Critical Items set forth in CLIN 0001 in the 2nd Quarter of 2011. At this point a single offeror will be selected based on “best value” basis for SWCS Development and Testing, Low Rate Initial Production, and Production, including engineering, maintenance and logistics support. The anticipated total buy is 10-14 SWCS Systems (including First Articles) in addition to potential Foreign Military Sales (FMS).

These performance requirements are contained in the System Requirements Document (SRD), a classified attachment to the RFP.
