About this file
This document is a Questions and Answers (Q&A) file for the 548 CTS MPU5 Antenna Installation and Tower Climb federal contract opportunity. The Q&A provides critical details about the antenna installation project, including specific requirements for mounting Persistent Systems antennas on four different tower sites within the Fort Johnson Training Area. Key specifications include installing 3 antennas at Site 34/Mill Creek and Site 15/Peason West, and 2 antennas at Site 32/Cemetery and Site 1/Peason East, with antenna placement recommended at approximately 250 feet above tower base.
The document clarifies several technical and logistical aspects of the project, such as the use of CAT 6 PVC cabling (5000 ft on spools), mounting method flexibility, and tower structural considerations. The period of performance is 2 weeks ADC, and contractors are responsible for tower climbing, antenna installation, cable routing, and engineering assessments. The solicitation is a Total Small Business Set-Aside under NAICS code 237130 with a small business size standard of $45.0M. Contractors will need to provide their own surge arresters, cable securing equipment, and manage mounting challenges, with the government providing antenna equipment and mounting brackets.

548 CTS MPU5 ANTENNA INSTALLATION AND TOWER CLIMB Questions and Answers
Q: Can you tell me if the coax connectors will be furnished by 548th?
A: There are no coax connectors only CAT 6 PVC cabling which we will provide 5000ft on spools
Q: What is the brand of the antenna equipment, the government has purchased?
A: Persistent Systems
Q: Will any testing be required for the antenna(s)?
A: No
Q: There is no define method/determination of how the antenna will be secured down; how does the government want this accomplished; or is this at the discretion/determination of the contractor?
A: Discretion/determination of the contractor bracket mounts come attached to the antennas themselves as well.
Q: Will original tower drawings or a previous analysis be provided to us to update the structural analysis?
A: Yes
Q: For updating the AutoCAD drawing, can you confirm the file provided will be a *.dwg file to work on?
A: Yes, we should be able to do that.
Q: What will the antennas be mounted to? Please provide mount part # if available
A: We have the bracket mounts but no poles themselves so they will need to either be mounted to an existing structure or open pole. 3 antennas can fit on a single mounting pole allowing 360 coverage while only taking up one slot if required.
Q: Are there any grounding requirements for the equipment?
A: N/A
Q: Are Radio Frequency Data Sheets (RFDS) available for each install with height, azimuth, downtilt, etc.?
A: As Long as the height on all towers is similar the antennas should not require any down tilts.
Q: Tower As-Build Drawings shows a DDB Outdoor Cabinet (Cisco part # OD-30DDXC) being installed. Please confirm that this is part of the contractor’s scope.
A: We are not a part of this install, and it has nothing to do with the antennas we plan to use.
Q: What is the anticipated requirement and time frame for integration support from the contractor/tower climbers?
A: The period of performance is 2 weeks ADC.
Q: Have these towers already passed a structural analysis with consideration of the addition of the equipment to be installed
A: See the below attachments added to the solicitation for more information.

Attachment 9 - SA Report - Peason East
Attachment 10 - SA Report - Peason West
Q: Will the new engineering analysis require a full tower mapping to confirm the existing CAD drawings?
A: This is not required
Q: What tower CAD file format is required to be submitted by the contractor back to the 548th upon update? (i.e. .dxf, .dwg, .step, etc..)
A: .dwg
Q: 3 of the 4 towers appear to be covered at the 250’ centerline according to the provided CDs. Is this accurate? Is there an alternative plan for mounting the antennas if the desired CL is already occupied?
A: height can be adjusted as needed if required to go below to 230 and mount directly onto the tower itself or above that would still allow the system to run without issue.
Q: The Pearson West tower has space available at 250’ CL, but it’s behind OMNI antennas.
Will this a ect the antenna we would be responsible for mounting?
A: depending on the power output/frequency it could but with us operating in the S-band it should not be an issue.
Q: Does the scope include the installation of ground kits?
A: No all that is required is 120 degree antenna install, cutting and applying the connector tips. Then routing all CAT 6 cables from the antennas down into the shelter. CAT6 cabling and connector tips will be provided by the 548 CTS but contractors will need to cut and make the cables from the spools.
Q: Do all towers have available space on the waveguide ladder?
A: Yes
Q: Section 2.2 in the SOW states the "Contractor shall provide cable-ties or appropriate equipment to secure the CAT6 cable to the tower." This has never been allowed at Fort Johnson in the past (nor any DOD towers). Cable-ties do not last when out in the weather and the DOD always specifics snap-in hangers and cushions. Can you please confirm that cable-ties are acceptable?
A: Cable ties are not acceptable due to the harsh weather conditions (high heat, humidity, lots of sun, wind, and rain). Please see Attachment 2 - Statement of Work_548 CTS MPU5 Install_Revision 1
Q: The SOW does not request us to provide surge arrestors at the building. Each of the CAT cables needs to go through a surge arrester when entering the building, are these being provided?
A: we are not providing any surge arresters, if possible this should be provided by the contractors for install.
Q: The SOW does not request pole adapters/stando mounts for each antenna. Are these being provided?
A: Pole adapters/stando mounts are not provided. The antennas do have built in mounting brackets that can be used to attach to existing mounting poles or structures.
