OCHA Jeltz Senior Center Hydronics Replacement Project Manual

This construction project manual is prepared by ADG Blatt PC, the architect, for the Oklahoma City Housing Authority (OCHA) for the replacement of hydronic supply and return piping at the Wyatt F. Jeltz Senior Center located at 1225 N. Kate Ave, Oklahoma City, Oklahoma 73117. The project scope consists of removing ceilings in corridors and common areas, partially removing drywall ceilings in individual living units, installing a new hydronics loop, connecting individual branch lines, and installing replacement ceilings. The project is structured as a single prime contract based on a stipulated price (lump sum). Normal building operations will continue throughout the construction period, with construction activities limited to between 8 a.m. and 5 p.m., excluding weekends and holidays. All contract questions must be submitted in writing to the architect no later than seven calendar days prior to the bid due date, with responses issued via addendum to all registered plan holders.

The project is subject to the Build America, Buy America Act (BABA), requiring all iron, steel, manufactured products, and construction materials to be produced in the United States, with iron and steel melted and poured domestically and manufactured products containing at least 55 percent domestic content. Bidders must submit BABA Compliance Certification with their bids and provide manufacturer certifications and step certifications for iron and steel products, with failure to comply potentially resulting in bid disqualification, contract termination, and financial penalties. Two alternates are specified for asbestos abatement: one for abatement and/or encapsulation of asbestos-containing material in existing piping insulation and another for abatement of asbestos-containing material in existing ceiling texture and drywall compound. The successful bidder must execute the contract and provide all required bonds and insurance certificates within ten calendar days of notice of award. The project involves phased construction coordinated with Owner occupancy and is funded through federal infrastructure programs subject to HUD requirements and forms.
