OAS Administrative Staffing Amendment 004 March 14, 2018

1. Response 56 in amendment 3 indicates mapping Executive Administrative Assistant II to WD 01020 - Administrative Assistant.

Please clarify CLIN 1 is now a SCA Position (subject to Wage Determination).

Please treat Executive Administrative Assistant II as a professional services position

2. Response 53 in amendment 3 for Project Manager (PM) pricing shows 2,000 hours in attachment

2. However response mentions PM is a part-time position. Please confirm if we have to still price the PM with an Estimated # of Labor Hours of 2,000.

Yes, the 2000 is the maximum hour per year designated for project manager that may be spread over multiple task orders.

3. Under 52.212-2 -- Evaluation - Commercial Items (Oct 2014), the Transition Plan is mentioned as Factor 5. But under Format of Technical Proposal section, the Transition Plan is mentioned as Factor 4.

Please clarify instructions for Transition Plan.

4. In Page 41 of 98 section 36 FORMAT, the Volume II is mentioned as TECHNICAL PROPOSAL (VOLUME II SAM & QCP). But, in Page 47 of 98 the Volume II is mentioned as Volume II: Title Technical – QCP & SAM. Volume II SAM & QCP Please provide the correct naming for proposal volumes.

It does not matter if you label the Technical Volume II: “Volume II: Title Technical – QCP & SAM or Volume II SAM & QCP

5. The Technical Requirements section shows both Transition Plan and Price as Factor 5.

Please clarify Price Factor number.

Price Factor number should have been labeled as Factor 6.

6. Would you provide the provide the Statement of Equivalent Rates for Federal Hires?

7. Reference response to Q 71 in Amendment 02 Q&As and response to Q 55 in Amendment 03 Q&As, where the response to Q71 of Amendment 02 states Task Orders will be awarded as Best Value and the response to Q 55 of Amendment 03 states Task Orders will be awarded as LPTA. Question: Which response is correct? The LPTA at IDIQ level and LPTA at the task order.

8. Reference the Government’s response to Q 53 of Amendment 03, stating the Project Manager is now a part-time position, Will the Government relieve the identification of the Project Manager as being a key employee and relieve the requirement to provide a Project Manager resume?

Project manager was always a part-time position and no the Government will not relieve the Project Manager as key personnel and will not relieve the requirement to provide a Project manager resume.

9. Reference responses regarding the Transition Plan proposal requirement to Qs 26, 41, 63, 69, 89, 71 in Amendment 02 Q&As where it states only a phase-in plan is to be submitted with the proposal and reference Amendment 03 RFP Para 8. Transition which states “The Contractor shall develop a detailed Draft Phase-In Plan detailing the phase-in approach, staffing, activities, risks and schedule as part of their quote to ensure business continuity with no disruption and no impact to existing systems. The Transition Plan shall be submitted with the proposal.” And Para 8.1 Phase-In 7 Deliverables which states “The Transition Phase-In Plan shall be included in Technical Proposal – Volume I”. and Para 8.2 Phase-Out which states “The Contractor is to submit, to the COR, a phase-out plan 15 business days before contract completion or termination.” And in Amendment 03, Technical Requirement Factor 1 which states “Transition Plan as noted in Section 8 Transition Phase-In Plan shall be include in Volume I of the technical proposal. ” However, in Amendment 03 it states: “Factor 5: Transition Plan. The Contractor shall develop a detailed Draft Phase-In Phase-Out Plan detailing the phase-in approach, staffing, activities, risks and schedule as part of their quote to ensure business continuity with no disruption and no impact to existing systems.

The Phase-In Plan shall describe the following:

1. Scope or approach detailing the transition plan

2. Schedule include timeline and milestones

3. Transition monitoring and closing activities

The phase-out plan must address, at a minimum, the following: (See Section 8.2)

4. Procedures for retaining the staffing levels necessary to maintain

5. required contract services through the final days of contract completion, expiration or termination.”

Additionally, in Amendment 03 the response to Q32 states “Please note the transition plan is a draft document. The Government will evaluate Offeror transition plan to for the discussion of scope the phase-in approach, activities, risks, and schedule and milestones as part of their quote to ensure business continuity with no disruption and no impact to existing systems.” Question: Is just the Phase- In Plan required in the proposal? Yes, Phase-Out Plan is not required at the time of the proposal.

10. The answer to question 56 says that the Executive Administrative Assistant II position maps to 01020 in the Wage Tables, but the Attachment 2, Price Tables clearly show it as a professional position. Previously it was clarified that theAdministrative Assistant I position mapped to 01020 SCA wage category. Will the government please confirm that the Executive Administrative Assistant II position is in fact a professional position which should not be mapped to SCA Wage Tables?

11. The response to Q47 of Amendment #3 states: “Attachment 2 has been converted to Excel Spreadsheet. The annual labor hours were changed from 2080 to 2000 labor hours.”

a. Please provide the Excel Spreadsheet. This file was not included in the Amendment Package. It was posted as a separate attachment.

a. Section #10 is incomplete. Please add the Socioeconomic Designations.

13. Attachment #2: Labor Categories and Burdened Labor Rates Price Sheet

a. Option Year One, CLIN # 1004 Secretary I, Estimated # of Labor Hours is “300000” Should this be “30000” -Yes should be 30,000 for each year

b. Option Year Four, CLIN # 4003 Administrative Assistant, Estimated # of Labor Hours is “200000” Should this be “20000” Yes should be 20,000 for each year

c. Option Year Four, CLIN # 4004 Secretary I, Estimated # of Labor Hours is “31200” Should this be “30000” to be consistent with the other years.

Yes should be 30,000 for each year

14. Please confirm that the applicable H&W allowance is $4.41 per hour as there is mention that EO 13706 applies as it pertains specifically to sick leave. EO 13706 has a reduced H&W allowance of $4.13 per hour. Please clarify.

Based on https://www.dol.gov/whd/govcontracts/sca.htm The Wage and Hour Division issued All Agency Memorandum 225, which sets the Service Contract Act Health and Welfare Fringe Benefit rate at $4.41 per hour effective August 1, 2017. The AAM also sets an SCA Health and Welfare Fringe Benefit rate of $4.13 per hour for work to which EO 13706, Establishing Paid Sick Leave for Federal Contractors, applies.

15. Your electronic signature locked the subject amendment and the as well as the updated SF1449 for editing. Will you be providing documents that can be edited to enter the requisite information in Blocks? SF1449 Contracting officer signature block is removed for editing purpose.
