*Offerors shall submit a breakout along with their proposal detailing the employee basic wage rate, health and welfare, sick leave, benefits, applicable taxes (social security, payroll, unemployment, etc), overhead, profit, G&A and any other expenses for each position classification.

The detailed breakdown shall clearly illustrate compliance with 52.222-41 Service Contract Labor Standards (SCLS, previously SCA) minimum wage rates, H&W payments and required leave to meet the stated requirement AND that failure to comply with SCLS requirements in proposed pricing will be a disqualifying factor for bidders. Offeror that do not comply with all requirements of the SCLS will be rejected and will not be eligible for award.

*Offerors shall provide benefits in accordance with standards set forth in the Service Contract Act of 1965. Although benefits for professional positions are not included under the SCA, offerors shall provide equivalent benefits in their proposed prices for the professional positions. Please keep in mind that an adjustment in accordance with the DOL’s updated wage determinations will not be made for professional positions throughout the life of the contract.
