Questions and Answers #2 Amendment 003
Q1. 1.3 Method of Pricing Task Orders p3 Should bidders consider the rates provided on Attachment 2 in response to this solicitation "ceiling" rates? Yes
Q2. Does GSA anticipate requesting discounts at the task order level under this contract?
Yes
6. GOVERNMENT FURNISHED PROPERY p11 Q3. The referenced paragraph states: "The Government will furnish some property to the contractor. If the work under this contract involves performance on government installations, the government will normally furnished office space, office equipment, supplies, training facility, utilities, telephones with commercial access, and other automation equipment such as computer, access to printers, fax machines and calculators in according with Government Property Clause of the contract." (emphasis added)
Please confirm all work on this contract will be performed at government installations and GSA will provide listed government property. Yes If no, please identify which positions are anticipated to work at a contractor site and revise Attachment 2 to allow bidders to provide separate rates for government and contractor site work.
Answer: All work is to be performed at government installation.
7. DELIVERABLES p11 Q4. The referenced paragraph states: "At the contract level Offeror shall provide a transition phase in –phase out plan" (emphasis added).
Please identify what transition activities are anticipated to be required at the contract level versus the task order level. For example, are there contract level billable staff who need to be transitioned to the new contract (versus task order level staff)? No If there are contract level staff, materials/data, etc. please identify all contract level assets that will required transition.
Answer: Government is requiring a transition phase in –phase out plan at the contract level so Awardees will not be required to submit this plan at the task order level. The transition plan shall be a draft plan that will allow changes and adjustments. The methodology for transition and staffing at the task order level should not change significantly throughout the IDIQ contract life cycle.
Q5. The referenced paragraph states: "At the contract level Offeror shall provide a transition phase in –phase out plan, management staffing plan" and "7.1 At the contract level the following deliverables are required. 7.1.2 Staffing Plan (Section 11)"
(emphasis added). Please identify what staffing is required at the contract level (versus at the task order level).
Answer: There are no staffing required at the contract level. The
Government is requiring a staffing plan at the contract level to ensure that
Offerors have the capacity to recruit and staff at the task order level. A staffing plan will ensure the Government that Offerors have systems in place to bring on staff when needed. The staffing plan will not be required at the task order level.
8. TRANSITION 8.1 Transition occurs at 3 (three) key points during performance.
p11-12 Q6. Are all bidders to provide a Transition Phase In-Phase Out Plan that covers both incumbent task orders? If yes, what is the anticipated timeframe for the transition of each task order?
The Government is requesting one transition plan at the contract level and it should include both incumbents. The plan shall cover the scope – such as your methodology for transitioning or actions you will take to ensure a smooth transition. The plan should include timeline and milestone. The
Government allows 30 calendar days to transition.
Q7. Are all bidders to provide a Transition Phase In-Phase Out Plan that covers both incumbents task orders? No. If yes, how will task orders be awarded? Answer: The
Transition Phase In-Phase Out Plan should be treated as a master plan where changes can be made accordingly.
Q8. Given the anticipation stated in the solicitation of 3 contract/IDIQ awards, how will GSA determine the awardees of the TWO incumbent task orders? Awardees will compete for the task orders. Will task order competitions be held after award of the contract/IDIQ? Yes
If yes, please modify the solicitation requirements to require the Transition Phase
In-Phase Out Plans be submitted at the task order solicitation level versus the contract/IDIQ level. No
Q9. If all bidders at the Contract/IDIQ level are to provide transition plans for both incumbent task orders, please provide both task order "more detailed" Statements of Work as described in Section 3 of the solicitation ("The General Services Administration (GSA), Office of Administrative Services (OAS) seeks to provide centrally managed contracting support for the comprehensive range of administrative support services for a variety of GSA organizations to accomplish the various missions as defined in more detailed statements for Task Orders, in a manner that meets the criteria outlined in those detail statements. The success of performance will be measured by unique criteria established in the detailed SOWs." (emphasis added) p9/98). Bidders require that additional information along with the timeframe and method for award of the task orders to be able to build viable, low risk Transition Phase In-Phase Out Plans for each incumbent task order. Not providing this additional information to all bidders results in a significant unfair advantage for the incumbent contractor(s).
A more detail SOW for the task order will issued when a request for quote is submitted to the IDIQ contract awardees.
Q10. If all bidders at the Contract/IDIQ level are to provide transition plans for both incumbent task orders, please provide a list of qualified service dates for all current staff eligible for 52.222-17 Non-Displacement of Qualified Workers right of first refusal coverage separately for each task order. This information is necessary for bidders to understand required transition activities and appropriate pricing. Not providing this additional information to all bidders results in a significant unfair advantage for the incumbent contractor(s). Transition plan should be a draft plan. In this regulation
52.222-17(d)(1) incumbent contractor shall, not less than 30 days before completion of the Contractor’s performance of services on their contract, furnish the Contracting Officer days to provide the contracting officer with certified list of the names of all services employees working under this contract and its subcontracts at the time the list is submitted.
Q11. Bidder understands incumbent contractors for this effort are Ardelle & Associates, GS-00P-11-CY-D0056, 17 administrative support employees and Applied Business
Management Solutions, GS-11-P-16-YA-7005, 33 administrative support employees. If this is correct, where are the other 14 staff members in the transition of task orders with
19 and 45 people referenced in section 8.1 coming from? Is there another incumbent?
Are those staff currently government employees? Are they new requirements not currently staffed?
The correct current task orders are:
Adrelle Associate Task Order # 47HAA018F0001
POP: 10/11/2017 - 10/10/2018
Total award amount: $1,594,000 17 administrative support employees
Applied Business Management Solutions Contract # GS-11-P-16-YA-7005 Period of Performance: 08/24/ 2012 – 08/23/ 2018 Total award amount: $18,006,934 33 administrative support employees
The other 14 staff members are for potential new unknown requirements.
8. TRANSITION 8.2 PHASE-IN p12 Q12. The referenced paragraph states: "The Contractor must use the time between contract award and contract start to prepare for and achieve fully operational status on the first day of required services." (emphasis added). What is the period of time GSA anticipates between award of the contract and contract start? Contract start date is the task order start date. In addition, what is the period of time GSA anticipates between award of each task order and task order start?
If the IDIQ is awarded by May 1, 2018 as anticipated then expect the award of the two known task orders 30 days before the task orders end date.
Q13. The referenced paragraph states: "8.2.3 The Contractor must provide a phase-in plan that, at a minimum, addresses: 8.2.3.1 Scope" (emphasis added). Please provide the more detailed Statements of Work for the two incumbent task orders to allow bidders to respond to 8.2.3.1 requirements in required Transition Phase In-Phase
Out Plans. The task order detailed SOW will be provided in the request for quote after the award of the IDIQ. The Government is requiring a master transition plan that can be revised.
12.1.1 ADMINISTRATIVE ASSISTANT p15
Q14. Is the "program manager" referred to in this sentence and throughout the referenced paragraph the contractor Project Manager described in section 12.1.4 of the solicitation: "Handles a wide variety of situations and conflicts involving the clerical or administrative functions of the office which often cannot be brought to the attention of program manager; the program manager sets the overall objectives of the work." If no, please clarify who the "program manager" is as referred to in the referenced paragraph.
The reference to program manager is referring the contractor’s program/project manager.
Q15. Please clarify reference to "supervisor" in this sentence and others in the referenced solicitation paragraph: "Based on a knowledge of the supervisor's views, composes correspondence on own initiative about administrative matters and general office policies for supervisor's approval; Anticipates and prepares materials needed by the supervisor for conferences, correspondence, appointments, meetings, telephone calls, etc., and informs supervisor on matters to be considered."
The reference to “supervisor” is referring the Government’s supervisor.
12.1.3 EXECUTIVE ADMINISTRATIVE ASSISTANT II p16-17
Q16. Please clarify reference to "supervisor" used in the referenced solicitation paragraph.
The reference to “supervisor” is referring the Government’s supervisor.
Q17. Please clarify reference to "program manager" used in the referenced solicitation paragraph. Program manager is contractor project manager
12.1.4 PROJECT MANAGER p18
Q18. Referenced paragraph states: "The PM shall be on-site for the first 60 days of contract award." (emphasis added). Will all Contract/IDIQ awardees, anticipated to be three, be required to have a PM on-site for the first 60 days after award of the Contract/IDIQ, even if the awardee is not awarded any task orders? If yes, please confirm this time is billable/reimbursable for all awardees at the awarded rate for the Project Manager position. If yes, please describe what support GSA anticipates the PM for a contractor without a task order award is anticipated to provide.
This statement will be revised. The requirement of Project Manager to be On-site for 60 days at contract award has been removed. The project manager shall be made available to be on-site frequently after award of task order and not at the IDIQ contract level.
Q19. Will GSA provide office space, computers, phones, etc. for all awardee Project
Managers required to be on-site for the first 60 days of contract award in accordance with the referenced paragraph, even if the contract/IDIQ awardee isn't also a task order awardee during the first 60 days of the contract? Will all awardee PMs be co-located?
Yes office spaces will be provided through the Book-it system. The requirement to be on-site for first 60 days has been removed.
12.1.7 SECRETARY III p19
Q20. Please clarify reference to "supervisor" used in the referenced solicitation paragraph.
Supervisor refers to the government supervisor/branch manager/or director of the organization that the contractor personnel is staffed.
12.1.9 SUPPLY CLERK/SUPPY TECHNICIAN p20
Q21. Referenced paragraph states: "Monitors the inventory of the CSC stockrooms and submits request for orders of items to ensure consistent supply levels; Receives supply items and incorporates into the existing inventory." Will Supply Clerk/Technicians be responsible for stockrooms at multiple addresses and, therefore, be required to travel between GSA locations? No If yes, is the cost of commuting between locations reimbursable and/or will GSA provide a Metro Smartcard to be used for required commuting between locations? If travel is required between locations, the employee is allowed to use the agency’s shuttle services at no cost to the contractor or employee.
16.2 Unanticipated Federal Holidays p22
Q22. Please clarify this statement in the referenced paragraph: "During Government shutdown as evidenced during inclement weather, security emergencies etc., the
Contractor must compensate its employees as it would on any Government holiday. However, the Government shall not be billed for the cost of the shutdown to the Contractor."
There is no requirement in the applicable Wage Determinations or other federal or applicable state labor laws which require contractors to pay for additional unworked days caused by inaccessibility of the federal government workplace.
Is GSA making it a term of this contract for awardees to compensate employees for all days upon which employees are unable to work due to the government facility being closed? No If yes, request GSA considers making those additional costs directly billable to the contract. Those costs cannot be included in indirect burdens as they are directly attributable to only this contract. If not reimbursable the requirement to compensate will significantly increase contractor pricing for every contract hour to balance for the risk of incurring these costs. However, if reimbursable, the government will only pay this additional cost if incurred.
Q23. Please confirm the following statement in paragraph 16.2 means the contractor may bill 8 hours each day for each active employees who would otherwise have reported to work for any unanticipated federal holidays and/or days during which the government is shutdown due to weather, security emergencies, government shutdowns due to failure to fund the government, etc. as long as the contractor pays those employees: "Additionally, reductions in price will not be taken for services not performed due to unanticipated closure of the building by the Government due to inclement weather, security emergencies, etc., provided the Service Provider’s employees are fully compensated."
Statement has been revised see Section 16.2.
16.1 FEDERAL FOLIDAYS and 16.2 UNANTICIPATED FEDERAL HOLIDAYS p22 Q24. Please clarify the apparent conflict between this statement in paragraph 16.1:
"During Government shutdown as evidenced during inclement weather, security emergencies etc., the Contractor must compensate its employees as it would on any
Government holiday. However, the Government shall not be billed for the cost of the shutdown to the Contractor." and this statement in paragraph 16.2: "Additionally, reductions in price will not be taken for services not performed due to unanticipated closure of the building by the Government due to inclement weather, security emergencies, etc., provided the Service Provider’s employees are fully compensated."
The statement in paragraph 16.2 implies the government will pay for additional declared holidays and government facility closure due to weather, security issues, etc. while paragraph 16.1 implies the government will not pay the contractor for such times.
Statement has been revised. See Section 16.1 and 16.2. Government generally does not pay for hours not worked.
16.3 TELEWORK p22
Q25. Should this requirement as stated in the referenced paragraph apply to both
12.1.2 Administrative Assistant (Building Services) and 12.1.8 Secretary III (Building
Services): "Certain Secretary III that perform “building management services” duties are required to be onsite and will not be permitted to telework."? Yes
21. TASK ORDERS p24 Q26. The reference paragraph states: "Since the contract is an IDIQ, all contract actions containing funding will be completed on a task order basis." If all funding occurs at the task order level, how will GSA reimburse IDIQ awardees who don't win one of the two incumbent task orders for the cost of having their Project Manager on-site for the first 60 days after contract (IDIQ) award in accordance with solicitation paragraph 12.1.4
(p18/98)?
The requirement to have project managers on-site for the first 60 days has been removed. The PM shall be readily available to be on-site at the initial start of a task order award level to ensure a smooth transition and start up.
Project manager is not at the IDIQ contract award level.
22. DELIVERABLES and 7. DELIVERABLES p24 and 11 Q27. Please clarify the apparent conflict between the two referenced solicitation paragraphs. Paragraph 22 states all deliverables will be at the task order level while paragraph 11 lists deliverables required at the contract (IDIQ) level.
Paragraph 22 - Deliverable states that “deliverables will be defined in each individual task order” means that there are specific deliverable, such as status report, that maybe required at the task order level. The deliverable will be stated in task order Statement of Work.
Section 7 – Deliverables list the deliverables that are required at the contract level with the proposal.
36.1 FORMAT OF TECHNICAL PROPOSAL (VOLUME I) p 41
Q28. Please confirm the required past performance narratives are NOT included in the page limitation of 30 pages for Volume I - Technical Proposal. If included, please increase the page limitation for Volume I to 36 pages (30 pages for Technical
Capability, and Management and Staffing Approach (as stated in the solicitation, 36.1, #2) and 6 pages for the past performance narratives (3 narratives at a maximum of 2 pages each). Past Performance narrative is limited to 9 pages. No, past performance is not included in the 30 page limitation.
36.3 FORMAT FOR PRICE PROPOSAL (VOLUME III) p 42
Q29. Please list in detail what data, in addition to that provided on Attachment 2, GSA requires based on this statement in the referenced section: "b. Price Breakout of
Offeror’s proposed prices."
As stated on the bottom on page 89 - *Offerors shall submit a breakout along with their proposal detailing the employee basic wage rate, health and welfare, sick leave, benefits, applicable taxes (social security, payroll, unemployment), overhead, profit, G&A and any other expenses for each position classification.
52.212-2 -- EVALUATION -- COMMERCIAL ITEMS. (OCT 2014) p42 Q30. The referenced section states: "The following factors shall be used to evaluate offers: Factor 2: Qualifications/Experience of Project Managers." The reference to
"managers" implies the requirement for more than one FTE. Please confirm bidders are only required to submit one project manager resume to have an acceptable and compliant proposal. Please also confirm a proposal with more than one resume will not be evaluated more favorably than a proposal with only one resume. Yes bidders are only required to submit one project manager resume.
Q31. Please identify in which volume of the proposal bidders are to include the
Transition Phase In-Phase Out Plan as required in paragraph 8. TRANSITION (p11/98)
("The Contractor shall develop a detailed Draft Phase-In Plan detailing the phase-in approach, staffing, activities, risks and schedule as part of their quote to ensure business continuity with no disruption and no impact to existing systems within ten (10) days after award of this contract.") Volume I
Q32. Please clearly describe how the Transition Phase In-Phase Out Plan will factor into proposal evaluations and how the plan will be evaluated.
Please note the transition plan is a draft document. The Government will evaluate Offeror transition plan to for the discussion of scope the phase-in approach, activities, risks, and schedule and milestones as part of their quote to ensure business continuity with no disruption and no impact to existing systems.
Technical Requirements, Factor 3: Past Performance p44
Q33. Please clarify the page limitation for the Past Performance narratives to be provided. The referenced paragraph states: "4. This factor shall NOT exceed 2 pages (inclusive of text, graphs, pictures, etc.)." while paragraph 36.1 (p41/98) states:
"4. Past Performance maximum 2 pages narrative per project." Given the requirement for no less than 3 narratives, the page limitation as stated in 36.1 would be at least 6 pages versus the total of 2 pages for the whole factor as stated in the referenced paragraph. Revised to read 3 pages per project, maximum of 3 projects for a total of 9 pages limit
Factor 4: Quality Control Plan (QCP) (Volume II) p 44 Q34. Should the reference in this sentence be to paragraph 32.4 and Attachment 4 versus to Section 35.4: "This factor considers the offerors proposed approach to contract management and meeting the requirements detailed in the Request for Proposal as outlined in Section 35.4 Attachment 4.?"
Yes
Factor 5: Price (Non-Technical) (Volume III) p44 Q35. The referenced section states: "Offeror’s proposal consists of completed Price
Tables for applicable Contract Line Item Numbers (CLINs). The price tables include description, proposed unit price, proposed quantity, and total price for each
CLIN, and grand total for all CLINs for each contract order period." The provided
Attachment 2 does not include all of the required data. May bidders modify the provided
Attachment 2 format to include all data required in this section? Government prefers the bidders to provide a separate document detailing the data. Attachment 2 should be submitted as is to allow consistency for Government to review overall prices from bidders in a systematic format.
Q36. The referenced section states: "Supporting documentation shall be provided showing the labor mix breakdown (e.g. contract labor categories, labor rate, estimated hours for each labor category per CLIN per year) used to develop the proposed fixed unit price."
Please confirm bidders are to provide a detailed breakdown clearly illustrating compliance with 52.222-41 Service Contract Labor Standards (SCLS, previously
SCA) minimum wage rates, H&W payments and required leave to meet the stated requirement AND that failure to comply with SCLS requirements in proposed pricing will be a disqualifying factor for bidders. In other words, please confirm proposals for any bidders which do not comply with all requirements of the SCLS will be rejected and those bidders will not be eligible for award. This criteria is essential because prices complying with SCLS will be inherently higher than non-compliant pricing and given the LPTA evaluation criteria, it is critical that non-compliant (likely lower) prices not be considered for award as SCLS is an included clause in the solicitation and, therefore, compliance is required from all bidders eligible for award.
Yes, bidders quote must be in compliance of 52.222-41.
ATTACHMENT - 2 LABOR CATEGORIES AND BURDENED LABOR RATES
PRICE SHEET p86 Q37. Please confirm bidders may duplicate the format provided in Attachment 2 (adding missing data required as described on p44/98) on an Excel spreadsheet and submit that spreadsheet as Volume III of the bidder's proposal.
Government prefers the bidders to provide a separate document detailing the data. Attachment 2 should be submitted as is to allow consistency for
Government to review overall prices from bidders in a systematic format.
Q38. Please confirm the "Extended Hourly Rate" column on Attachment 2 is the product of multiplying the "Estimated # of Labor Hours" (provided by the government) by the contractor's proposed fully burdened "Hourly Rate" entered into the column immediately to the left of the "Extended Hourly Rate" column. Extended Hourly Rate has been revised to read Total Extended Price. Yes, bidders shall proposed their fully burdened extended Price (Estimated labor hours x fully burdened Hourly Rate) per labor category as indicated in Attachment 2.
Q39. Please confirm this requirement as stated on Attachment 2 only applies to 52.222-
41 Service Contract Labor Standards (SCLS) covered positions: "*Offerors shall submit a compensation plan along with their proposal detailing the employee take home rates, applicable taxes, overhead, profit and any other expenses for each position classification."
Yes. This statement has been revised to remove the compensation plan and employee take home rates. 52.222-41 applies to the specific labor categories.
Q40. The referenced paragraph states: "Please keep in mind that an adjustment in accordance with the DOL’s updated wage determinations will not be made for professional positions throughout the life of the contract." Please confirm in accordance with this statement bidders may apply escalation to the rates proposed in the option years for the two "Professional Positions" listed on Attachment 2.
Yes
Misc.
Q41. Please extend the due date for proposals to no less than 10 business days following the publications of answers to all vendor questions and/or publication of the final amended solicitation, whichever is later. Proposals dues date is extended to
March 15, 2018.
Q42. Please also note that the updated solicitation documents referred to in the Q&A posted on March 4, 2018 (see, for example, answers to questions 24, 36, 40, 65, 70, 72 and 90) are not uploaded. Please provide the updated solicitation documents to ensure bidders are responding to the final solicitation documents. Updated RFP is attached
Q43. The answer to question number 97 indicates that “Offerors that do not have past performance will be given a Neutral or Acceptable rating.”. This response seems to indicate there is some subjectivity regarding the rating. What constitutes a “Neutral” rating? What constitutes an “Acceptable” rating? Is the Government indicating that an offeror that does not have past performance will be given a “Neutral” rating while an offeror submitting past performance will be given a rating of “Acceptable” or “Unacceptable”? A neutral rating is given when an offeror does not have past performance experience. The lack of past performance will not count against the Offeror.
Q44. Given the volume of questions, we are respectfully requesting a 5 day extension for the due date of proposals to March 20, 2018.
No
Q45. On page 3 of the solicitation document under section 1.1 General Information it states that "Only sources within the Washington, DC Metropolitan Area (Washington, DC, Maryland and Virginia) will be considered for award."
This requirement results in the restriction of competition and as such FAR part
6.3 Other Than Full and Open Competition, applies to the requirement. Per FAR
6.301 -- Policy. "(b) Each contract awarded without providing for full and open competition shall contain a reference to the specific authority under which it was so awarded. Contracting officers shall use the U.S. Code citation applicable to their agency (see 6.302)."
We respectfully request the identification of the specific statutory authority(s), which are being applied to the solicitation and any subsequent award that provides for limiting the competition to local sources only and contracting without providing for full and open competition or we request the government remove the requirement "for local sources only" in it's entirety.
Restriction to local area is removed.
Q46. - Question 109 says “read - section 8 has been revised”. My question is, does the government intend to issue an entire revised Section 8, or by “revised” are you referring to the specific changes noted in the Q&As? Revised RFP
Q47.- Attachment 2 includes 2080 hours per FTE while the response to question 11 indicates 2000 hours represents one FTE. Will the government please modify Attachment 2 to align with the response to question 11 to ensure there is consistency across bidders pricing and to prevent the extended total price (calculated in Attachment
2) from exceeding the actual cost of one FTE working 2000 hours? Attachment 2 has been converted to Excel Spreadsheet. The annual labor hours were changed from 2080 to 2000 labor hours.
Q48. To Questions 8 and 39 SF1449 The Answer to Question 8 states that the SF1449 should be placed in
Volume II, yet the original RFP states that it should be inserted in Volume I. The answer to question 39 suggests that it should be placed into Volume I. Please confirm into which Volume the SF1449 should be placed.
Answer: SF1449 and SF30 shall be included in Volume I
Q49. To Questions 8 and 39 SF30’s The Answer to Question 8 states that the SF1449 should be placed in
Volume II, yet the original RFP states that both the SF1449 and any SF30 forms issued should be inserted in Volume I. The answer to question 39 suggests that the SF1449 should be placed into Volume I. Answer: SF1449 and SF30 shall be included in
Volume I
Q50. Questions 44 and 100 Proper Tittles of the Technical Volumes Question 44 states that Volumes I and Ii should be entitled: Volume I Technical 1
Volume II Technical 2.
Question 100 states that the Technical Volumes should be entitled:
Technical Proposal Volume I
Technical Proposal Volume II (QCP & SAM) Please confirm the preferred titles for both Technical Volumes.
Label Volume I: Technical Label Volume II: Technical (SAM, QCP)
Q51. Question 75 Section 10 of the RFP PMP Certification Question 75 states that the PM certification referenced on page 14 of the original RFP refers to the “Project Management Professional (PMP)) but it doesn’t state whether this is a requirement for the PM and Acting PM. Is a PMP certification a requirement for
PM and Acting PM candidates?
No, As stated in the RFP Section 10, Minimum Qualifications by Labor
Classifications: “Project Manager - Bachelor’s degree or Equivalent, 3 years’ experience as a Project Manager or Project Management Certification”
Q52. Questions 21 and 79 Hours in the Government’s year Question 21 states that the Government uses 2000 hours as the number of annual hours in a FTE.
Question 79 states that 2080 is used and “is inclusive of holidays, PTO and sick leave.
Can the Government please clarify its measurement for a FTE? The estimated required workable labor hours are 2000 per calendar year. 2080 is given the number of hours per year inclusive of sick, PTO and holidays.
Q53. The answer to question 45 states “The Offeror may propose billable or unbillable project manager. This is at the Offeror discretion.”However, this contradicts the pricing tables in Attachment which list Project Manager as a billable CLIN. This will lead to unbalanced price comparisons as some offerors may not list pricing for a Project Manager and these offerors could be found non-compliant/unacceptable. Given this solicitation uses LPTA as its evaluation criteria, this conflict will result in inconsistent price submissions between offerors. Please confirm that the Project Manager is in fact a billable position and all offerors are required to price this position as such.
Correction: Offeror shall price out the project manager in according to attachment 2. The project manager is a part-time position.
Q54. Several questions are unanswered or questions are missing:
Q #50 Unanswered Q #93 Unanswered Q #94 Unanswered Q #51 - #54 omitted/missing This is an error in numbering the questions when combining the questions from the industry. There are no questions 51 – 54.
Q55. Please clarify: Evaluation based on LPTA on page 42 or 98 of the RFP vs. Best Value answer to Q #71. Will the IDIQ award be based on LPTA and the Task Order on Best Value? The IDIQ award is based on LPTA and task orders will be awarded on
LPTA.
Q56. Amendment 002 Question 50 - Can the government provide the correct mapping for the following labor category to the Wage Determination Occupational Codes: Executive Administrative Assistant II
Mapped with 01020 - Administrative Assistant
Q57. Amendment 002 Question 93 - QASP (pp. 92-94). This table has no row correlating explicitly to the “Deliverables/ Work Assignments” desired outcome listed at the bottom of the Appendix 3 table. May we presume that the specifications for this outcome, except as specified individually in the rows of Appendix 4, are contained in the PWS? QASP is for your information only. QASP is the Government surveillance plan
Q58. Amendment 002 Question 92 - Also, the first row mentions Quarterly Reports but Appendix 3 does not. What does the Government require to be included in a Quarterly Report? Quarterly Reports will be required at the task order and specific details will be provided in the SOW at the task order level.
Q59. Amendment 002 Question 72 - Both Wage Determination tables include one labor category for Administrative Assistant with an associated rate. Does the labor category defined in the RFP as Administrative Assistant I (Equivalent) equate to the Administrative Assistant listed in the Wage Determination tables? Yes If not, will the government please clarify what is meant by Administrative Assistant I (Equivalent) and provide the rate that should be used.
Administrative Assistant I is mapped with Wage Determination 01020 - Administrative
Assistant Equivalent is removed.
Q60. Amendment 002 Question 82 – Request the Questionnaires from previous procurement are disregarded. Past Performance Questionnaires from the previous solicitation will be disregarded.
Offerors are to submit 3 past performance projects narrative as described in the RFP.
