Questions and Answers
1. What is the estimated start date?
Answer: Estimated award date of the IDIQ contract is May 1, 2018.
2. On Page 44 of the RFP, it states the past performance factor will not exceed two pages, however, on page 41, the RFP states each past performance narrative is limited to 2 pages. This would provide for up to 6 pages for the past performance section (2 pages/narrative and 3 narratives required). Please advise what is the correct page limit for this section.
Answer: Maximum of 3 pages per past performance information for each project and a maximum of 3 projects for a total of 9 pages for past performance information.
3. The rightmost column in the tables in Attachment 2 is listed as Extended Hourly Rate. Should this be Extended Total Price (Hourly Rate * Hours) Answer: Yes
4. At the end of attachment 2, there is a request to submit a compensation plan.
Where should this plan be provided?
Answer: Compensation plan is not required.
5. The compensation plan referenced in attachment 2 indicates that offerors are to detail employee take home rates, however, that is not possible as those rates are dependent on the employee’s tax elections and home state. Can the reference to employee take home rates and applicable taxes be removed?
Answer: Take home rate and compensation plan are not required. Should read;
Offeror shall submit a breakout price proposal detailing applicable taxes, overhead, profit, health and welfare,
6. The statement in section 1.1 General Information states “Only sources within the Washington, DC Metropolitan Area (Washington, DC, Maryland and Virginia) will be considered for award”. My firm has its headquarters in Houston, TX, but also has an office in McLean, VA, does the statement above mean that my firm isn’t eligible to bid for this contract even though it has employees in the Washington, DC metro area?
Answer: If Offeror has an office in the Washington, DC, Maryland and Virginia then the Offeror is eligible to bid.
7. The solicitation identifies Executive Administrative Assistant II as a "Professional" position. Can you advise if this labor category falls under the Service Contract Act (SCA)? Yes or no?
Answer: There is no labor category on the Wage Determination Act for Executive Administrative Assistant II therefore it is a professional position. The Government could not cross-reference this labor category with a SCA labor category.
If yes, please advise what SCA occupation code this labor category would map to.
8. Please confirm that the SF1449 and any subsequent Amendments should be included as part of the Volume II.
Answer: Yes that is correct.
9. If there a requirement to provide qualifications/experience of a Project Manager AND a Deputy Project Manager (as a DPM is referenced in the solicitation).
Answer: Yes offerors may submit up to two resumes for the project manager labor category.
10. My question is regarding my NAICS Code 541611. I just want to confirm that this is a cross reference to 561110. Please see article below that I have copied from internet and let me know. I have also attached my DBE Certification Approval letter for your review. Thank you very much and I look to hear back from you soon.
Answer: NAIC Code 561110 Office Administrative Services is acceptable.
11. Is there an incumbent(s) for this work? If so, who? What are the existing contract numbers for this requirement?

12. Do I need to resubmit past performance references, or can I still keep the same ones if I’m going to resubmit. Answer: You can resubmit the same past performance references in a narrative format but not the questionnaire.
13. Did GSA issue a Sources Sought, Market Research or Request for Information (RFI) previously? If so, can you provide the Solicitation Number?
Answer: No
14. Will a request to extend the due date by at least one-two (1-2) weeks be considered?
Answer: Extended to March 15, 2018
15. Who is the incumbent contractor for contract GS-H-ID1418-Poo13?
Answer: None. There was no award made under this solicitation.
16. Does the incumbent contractor have a transition out plan?
Answer: I do not know.
17. What are the past labor rates for the required positions?
Answer: I do not know, priority information.
18. Will our personnel be provided free parking?
19. Since the GSA anticipate three awardees will task orders be performed by one awardee or can a task order be performed by more than one company?
Answer: An Individual task order will be awarded to one company.
20. The hours listed on Attachment 2 are for estimation purposes. Are these the total estimated hours to be performed by the three (3) awardees?? Answer: Yes
21. What is the government using as a full time equivalent in terms of hours?
Answer: 2000
23, Is it the Government’s intention to transition all of the current incumbent employees to the new contractor(s)? Answer: Current incumbent has the first right of refusal. The Government does not make that decision to transition employees from contract to another.
24. The last column of the pricing tables in Attachment 2 of the RFP is called
“Extended Hourly Rate”. We believe the Government meant “Extended Total Price”. Please provide clarification.
Answer: Language has been changed to read extended total price.
25. In order to ensure consistency and clarity of pricing submission, will the
Government provide an Excel version of the pricing tables as identified in Attachment 2 of the RFP.
26. Section 8 Transition states “The Contractor shall develop a detailed Draft Phase- In Plan….within ten (10) days after award of this contract.” However, Section 8.2 Phase-In states “…the Contractor is to implement its proposed phase-in plan, which should be submitted as part of the technical proposal”.
Please provide clarification as to when the Draft Phase-In Plan is required.
Answer: Phase-In plan shall be submitted as part of the technical proposal.
27. Reference #1: RFP Page 2, 100% Total Small Business Set-Aside Can the government confirm that this changed from an 8(a) set aside to a 100% Small Business Set-Aside? Answer; This RFP was never an 8a Set Aside.
28. Reference #2: RFP Page 41, 36.1 Format of Technical Proposal (Volume I) “Past Performance maximum 2 pages narrative per project. (Past Performance Questionnaire will not be required). At least three projects should be included with current contact information for those projects.”
Question: Can the government confirm that the requirement for Past Performance Questionnaires has been removed? Yes past performance questionnaire requirement has been removed.
29. Page 18, 12. Job Descriptions/ Labor Categories, 12.1.4 Project Manager Is the Project Manager only on-site for 60 days? Answer: It is expected for the project manager be onsite or available to be onsite for the first 60 days once task order is award to ensure that contractor’s employees are in becoming acclimated with the government.

Will there be ongoing desk space for the PM throughout the contract?
Answer: Space will be made available for the project manager when on-site.
31. Page 44, Technical Requirements, Factor 4, Quality Control Plan, (section 36.3?), To what does “Section 35.4” refer? Attachment 4 has no such numbering scheme.
Answer: Statement should read as outlined in Section 32.4.
32. Page 44 Technical Requirements, Factor 3, Past Performance, (section 36.3?) Does a copy of the company’s System for Award Management (SAM) registration information need to be included in the QCP?
Answer: The SAM report should be included in Volume II as a separate from the QCP.
33. Reference Page 38, Section (e) Multiple Offers, and Page 45, Section 39.1 Lowest Price Technically Acceptable (LPTA. Page 38, Section (e) states that
"Offerors are encouraged to submit multiple offers presenting alternative terms and conditions"... for the RFP. However, Page 45, Section 39.1 states that "By submission of its offer, the Offeror accepts all RFP/SOW requirements, including terms and conditions, representations and certifications, and technical requirements". Therefore, please clarify whether Offerors are required to submit one proposal which fully conforms to the terms and conditions listed for the RFP or whether Offerors are permitted to submit multiple proposals with alternative terms and conditions for the RFP.
Answer: Offerors are to submit one proposal.
34. Reference Page 89, at the end of B Table. Offerors are asked to "submit a compensation plan along with their proposal". Should this compensation plan be included with the Cost Proposal (Volume III) or elsewhere in the proposal?
Compensation plan is not required. Do not submit compensation plan.
35. Page 89 or 98, “Offerors shall submit a compensation plan along with their proposal detailing the employee take home rates, applicable taxes, overhead, profit and any other expenses for each position classification.
Answer: Take home rates are not required. Do not submit take home rates.
36. With regard to take home rates, that is dependent upon the staff’s personal tax exclusions, voluntary deductions, etc. We cannot know employee take home rates across the board. Answer: This requirement has been removed from the RFP.
37. Every offeror must start with the SCA rates for those labor categories as their minimum baseline. Companies can provide the mark-up, on top of the SCA rate to include any additional wages, fringes, such as 401k and employer medical contributions, adding overhead and profit to arrive at price.
Will this satisfy the requirement? Can GSA please remove the term, “take home rates”?
Answer: Yes – Government will delete take home rates. Take home rates are not required.
38. ATTACHMENT – 2, Labor Categories and Burden Labor Rates, FFP

Executive Administrative Assistant is very dependent on the person to whom the assistance is provided. Can GSA provide the GS equivalent rate? Answer: No
39. Page 1: Standard Form (SF) – The designation boxes in Section 6, 8 and 10 of the form have not been completed. Due to the fact that the SF must be signed and included with the Offeror’s proposal in Volume I can you please provide a revised SF with the Total Small Business Set-Aside data checked, as stated on page 2 of the solicitation? Answer: Yes, Yes a revised SF1449 will be posted.
40. Page 9: 2.2. “Locations/Places of Performance” – The positions listed are not consistent with the positions listed on page 13, Section 10: “Minimum Qualifications by Labor Classification”. Can you please confirm the labor category titles?
Answer: Labor categories have been corrected for consistency.
41. Page 11: Section 8. “Transition” states “The Contractor shall develop a detailed Draft Phase-In Plan detailing the phase-in approach, staffing, activities, risks and schedule as part of their quote to ensure business continuity with no disruption and no impact to existing systems within ten (10) days after award of this contract.” Is the Draft Phase-In Plan to be submitted as part of our quote or “within ten (10) days after award of the contract”?
Answer: Transition Phase In plan submitted as part of your quote.
42. Page 14: Section 11. “Staffing of Contractor Personnel” states: “The contractor shall designate an individual as the Acting Project Manager (PM) in the event the PM will be temporarily absent for more than three days.” Are we required to submit a resume for the Acting Project Manager in Volume I, Factor 2:
Qualifications/Experience of Project Managers? Answer: Offerors are required to submit one resume for Project Manager. However, the Offeror may submit two resumes with their proposals.
43. Page 22: Section 16.1 “Federal Holidays” states “During Government shutdown as evidenced during inclement weather, security emergencies etc., the Contractor must compensate its employees as it would on any Government holiday. However, the Government shall not be billed for the cost of the shutdown to the Contractor.” We respectfully request that this requirement be removed from the solicitation as it places on undue financial burden on Small Businesses, particularly in a LPTA environment.
Answer: There has been a situation where contractors were paid during the Government shutdown.
44. Page 41: “Format” – Please clarify whether both Volume I and Volume II should be titled “Technical Proposal”.
Answer: Titled: Volume I Technical 1, Volume II Technical 2
45. To confirm, the government intends to issue an award to more than one firm (up to 3), correct ?
If this is correct, will each awarded firm have a (billable) Project Manager supporting this effort?
Answer: The Offeror may propose billable or unbillable project manager.
This is at the Offeror discretion.
46. Is this a re-compete of an existing GSA requirement or is this a new requirement?
Answer: The multiple award IDIQ is a new contract; however, there are two current contracts that will be issued as task orders under this IDIQ.
47. Can you advise if there were/are an incumbent provider(s) for these services? If Yes, Who is/are the incumbent(s) and can you provide previous contract number? What is the total amount of funds expended on this effort since the initial award?

48. Is this requirement on schedule to execute an award/contract with the selected vendor(s) in the current fiscal period? Answer: No
49. Is rate escalation from Base year to Option Year allowed in the pricing?
Answer: Pricing for Service Contract Act (SCA) labor category should be price according to the SCA regulations. The rate escalation is allowed for professional labor categories.
50. Can the government provide the correct mapping for the following labor category to the Wage Determination Occupational Codes: Executive Administrative Assistant II
55. Phase In/Phase Out. Are all incumbent personnel considered employable by a new contractor? Answer: I would assume so but cannot answer this question for certain.
Do incumbent employees have first right of refusal? Answer: Yes
56. Are there any current vacancies? Answer: I do not know, vacancies for what and where. Government does not understand this question.
57. Section 8.1 describes the transition as follows: Transition occurs at 3 (three) key points during performance.
8.1.1 Task Order 1: At award, a transition must be accomplished as the Contractor transitions from incumbent contractor number one with roughly 19 employees from date of award;
8.1.2 Task Order 2: A transition must be accomplished from
incumbent contractor number two with roughly 45 employees on Phase-in
Does this mean the government intends to issue all task orders within the phase-in period (within 30days of award)? Answer: The Government anticipates awarding the task orders within 45-30 days before the expiration of the two known task orders as referenced in this solicitation.
58. Past Performance: can one of the listed past performance projects be from the teammate (subcontractor)? Answer: Yes
59. Pricing: Offerors shall submit a compensation plan along with their proposal detailing the employee take home rates, applicable taxes, overhead, profit and any other expenses for each position classification.
Is the government requesting that the offeror provide a rate build up template, similar to unsanitized pricing sheets? Answer: The Government is requesting a price worksheet to show your labor rates and the applicable taxes, overhead, profit, and benefits. The Government does not need the employee take home rates and compensation plan.
60. Will the government please confirm that a Task Order will not be awarded with the IDIQ contract award, and that a Task Order RFQ will be issued to IDIQ contract awardees for Task Order 1 following contract award? Answer: Task order will not be awarded with the IDIQ contract award.
61. Are the transition plan and phase-in plan referred to in Section 7 and 8, the same plan?
Answer: Yes
62. Will the government please confirm that what is referred to as “contract award date” is referring to award of the IDIQ contract, and that all other references to “award date”, are referring to task order awards? Answer: Yes
63. Will the government please confirm that a Transition/Phase-in Plan is not required as part of the contractor’s proposal? Answer: Transition/Phase-in Plan is part of the offeror’s proposal.
64. Will the government please define what is meant by “Detailed” Phase-in Plan, given that at the IDIQ level bid, the contractor does not have any information about specific positions, locations, dates, etc.” Answer: Detail is as stated in the RFP
65. The second paragraph of Section 8, at the bottom of page 11, refers to “ensuring business continuity with no disruption and not impact . . . within 10 days after award of this contract”.
How does this 10 days relate to the “transition period NTE 30 calendar days” in the note at the end of section 8.1, on page 12? Answer: 10 days has been removed
66. Section 8.2, page 12 – does the language “the time between contract award and contract start”, refer to task order award and start? Answer: Yes
67. Will the government please explain what is meant by “the first day of required services”, in paragraph 8.2 on page 12? Answer: First day of required services is the start of the task order after task order awarded.
68. The Note at the bottom of Section 8.1 on page 12 states that “the transition period shall not exceed 30 calendar days.” Will the government please clarify, does that 30 days apply to Task Order 1, Task Order 2, Transition-Out or all of these? Answer:
30 calendar days apply to length of time the contractor will have to complete the transition process at the task order level.
69. Will the government please explain what is meant by “on Phase-in” in paragraph
8.1.2.
Answer: Read 8.2 Phase-In
70. Sections 8, particularly sections 8.1 and 8.2, contains significant ambiguity and conflict, will the government please provide a revised version that is consistent and clear in terminology, and consistent with the intended contract award, and subsequent task order solicitation and award, processes.
Answer: Section 8 has been revised. “81. Transition occurs at 3 (three) key points during performance” has been removed.
71. Section 1.2, on page 3, regarding task order competition, does the government intend to award task orders based on best value or LPTA criteria? Answer: Best value
72. Both Wage Determination tables include one labor category for Administrative
Assistant with an associated rate. Does the labor category defined in the RFP as Administrative Assistant I (Equivalent) equate to the Administrative Assistant listed in the Wage Determination tables? Yes If not, will the government please clarify what is meant by Administrative Assistant I (Equivalent) and provide the rate that should be used. Answer: Equivalent is removed.
73. Will EO13706 apply to this contract such that contractors are required to provide 56 hours of paid sick leave in addition to PTO, to employees in SCA positions? Yes
74. SCA regulations require contractors to provide PTO to employees in SCA positions based on time in the job, including previous contracts. How and when does the government intend to provide contractors the required information on incumbent personnel so that we can incorporate that requirement in our pricing? The contractor will need to contact the incumbent once the IDIQ is awarded. The Government does not provide that information on incumbent personnel.
75. The minimum qualifications provided for the Project Manager in Section 10 at the top of page 14, specifies “Project Management Certification”. Will the government please clarify if this is referring to the Project Management Professional (PMP) certification? Answer: Yes
76. Does the government intend to require government review and approval/acceptance of all resumes at the task order level? Answer: In some situations it may require resumes at the task order level.
77. In Attachment 2, the table for Option Year Four rates, CLIN 4007, page 89, has no hours entered for the Supply Technician. Will the government please clarify what the hours should be for the Supply Technician for Option Year Four? Answer 6240 labor hours
78. Section 1.1, on page 3 states that the government intends to award up to 3 IDIQ contracts. Section 8.1 on page 12 refers to two task orders that will be transitioned to this new contract. Does the government intent to maintain the scope of the existing task orders and award only two task orders initially under this contract?
Answer: There are two known task orders that will be awarded within 60 days of the IDIQ contract award.
79. In Attachment 2, it appears the government use 2080 hours to represent each FTE.
Should contractors assume that the 2080 hours is inclusive of holidays, PTO and sick leave and not representative of actual hours worked?
Answer: Yes, 2080 is inclusive of holidays, PTO and sick leave.
80. What did the evaluation from solicitation number GS-H-ID1417-0013 reveal that the government now plans to “award approximately up to three Indefinite Delivery/ Indefinite Quantity (IDIQ) contracts”? Answer: No award was made. The
Government received pre-award protest that prevented the Government from evaluating proposals.
81. Did the government have discussions with any companies that bid on solicitation number GS-H-ID1417-0013? Answer: No
82. Does the government expect Past Performance Questionnaires to be resent if bidders had evaluators send them for solicitation number GS-H-ID1417-0013? There do not appear to be any substantive changes. Given we are a small business with limited past performance references, it would be ideal for the government to save previous bidders’ references the burden of resending results for the same requirement (but different solicitation number).
Answer: Past performance questionnaires are not required. Government has retained the past performance questionnaires previously submitted.
83. If possible, may the Government divulge the specifics of why this might be getting re-bid (i.e. poor performance by the last winner, funding issues, no acceptable bids last time, etc.)
Answer: The RFP GSHID1418P0013 was canceled due to pre-award protests that stated the ceiling amount was not sufficient to allow industry to provide fair and reasonable pricing in accordance with the labor hours stated and the SCA in the RFP GSHID1418P0013.
84. Are there any material differences between the previous Solicitation (GS-H-
ID1418-P0013) and this one?
Answer: Read the RFP, not a significant different. Dollar ceiling amount.
85. Page 14: Section 11. “Staffing of Contractor Personnel” states: “The contractor shall designate an individual as the Acting Project Manager (PM) in the event the PM will be temporarily absent for more than three days.” Are we required to submit a resume for the Acting Project Manager in Volume I, Factor 2:

86. Ceiling breakout (Section 1.5, p. 4). The solicitation calls for labor hours that decrease from the Base Year of the contract to Option Year Four, and requires the bidder to assume that SCA WD rates stay flat across the years of the contract, yet the breakout of the contract’s $30 million overall ceiling rises significantly from the Base Year to Option Year Four. As a result, it can be difficult to bind a reasonable scenario where an offer that will fit under the contract’s overall ceiling will also fit under the Base Year ceiling. Can Offerors assume the breakouts are advisory and the ceiling is mandatory? Or will the breakouts be revised to $6.0 million annually (flat)?
Answer: The labor hours remain the same throughout the base year of the contract to option year four. The contract ceiling price has priority over the labor hours.
87. Submission Delivery (fbo.gov and 36.3 p. 42). The fbo.gov listing for this solicitation allows for electronic submission via the web site, yet the solicitation document calls for email to Carolyn.turner@gsa.gov with email subject = RFP # GSH1418RFP0085 ADMIN. Confirming that email submission is the preferred method?
Answer: If fbo.gov allows for electronic submission via website, then fbo.gov is the preferred method. This will ensure that all Offerors are received without having to decipher through emails.
88. Factor Two (p.43). The solicitation says:
The Project Manager resume should describe in detail:
1. Experience, skills and capabilities of proposed project manager (s)
2. Project Manager(s) responsibility and authority to make decisions
3. How the Project Manager(s) will provide oversight of contract employees
4. How the Project Manager(s) will ensure communication with the Government
Can we assume that the resume should indicate the experience skills and capabilities of the proposed project manager (s) and that #2, #3, and #4 can be covered in the narrative section? As these latter items are forward-looking and not normally expansive in a resume. Answer: Yes
89. Phase-In period. When does the Government anticipate making an award, and when would the start of performance be? Answer: Anticipated award of the IDIQ is May 1, 2018. Thus how much time, if any, should be allocated to a Phase-In Plan? Answer: 30 days for phase-in plan
90. Extended Hourly Rate (p. 86). Attachment 2 calls for an “Extended Hourly Rate”.
Is this “Estimated # of Labor Hours” times “Hourly Rate”, or something else?
Answer: Has been changed to total extended price
92. Work Performance Based Contracting Matrix (Appendix 3, p. 93). This table has an interim row that only reads “Program Manager” in the AQL column. May this row be disregarded? Yes http://fbo.gov/ http://fbo.gov/ mailto:Carolyn.turner@gsa.gov
93. QASP (pp. 92-94). This table has no row correlating explicitly to the “Deliverables/ Work Assignments” desired outcome listed at the bottom of the Appendix 3 table. May we presume that the specifications for this outcome, except as specified individually in the rows of Appendix 4, are contained in the
PWS?
94. Also, the first row mentions Quarterly Reports but Appendix 3 does not. What does the Government require to be included in a Quarterly Report?
95. OCI. In which volume should the contractor volunteer any Organizational Conflict of Interest warranties, potential conflicts and/or mitigation plans? Is this section subject to any page limit? Answer: OCI should be identified immediately upon Offeror knowledge of OCI.
96. Other requirements. Are there any other requirements of the solicitation?
97. GSA will evaluate the Contractor’s Past Performance and designate whether proposals are “Acceptable” or “Unacceptable.” An “Acceptable” Past Performance proposal will identify three or more present or past projects within the last five years that demonstrate the Contractor’s ability to plan, provision, manage, operate, and support a project comparable in size and scope to the SOW requirements. In conducting the past performance evaluation, GSA may use data obtained from other sources, as well as those provided in the proposal. An offeror that has no record of relevant past performance or for whom such information is not available will be deemed “Acceptable.” If an “Unacceptable” designation is assigned, the proposal will not be considered further for award.
1. The Offeror, at a minimum, shall provide: Company/Agency; City and State;
2. Point of contact name; Point of contact telephone number and email address;
3. Period of Performance; Estimated contract value; Description of work performed.
4. This factor shall NOT exceed 2 pages (inclusive of text, graphs, pictures, etc.).
The burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.
Question: These statements seem to conflict one and other. Can to government provide a clarifying statement similar to: "Those offeror's submitting a response that do not have relevant Past Performance will be given a rating of "Neutral" indicating that you will not be disqualified from competition due to this fact."?
Answer: Offerors that do not have past performance will be given a Neutral or Acceptable rating.

36.2 FORMAT OF TECHNICAL PROPOSAL (VOLUME II)
Volume two (2) shall include the following:
1. All of 52.212-3 or copy of ORCA Registration (this will not count toward page limits).
2. The ORCA Registration from SAM may be provided in lieu of 52.212- 3.
2. Draft Quality Control Plan (QASP) (No page limits)
Question: Will the government confirm that this should read "2. Draft Quality Control Plan (QCP) (No page limits)"? Page 43 indicates that Factor 4 is the Quality Control Plan (QCP).
Answer: Yes should read QCP
99. Page 41 , 36.1 Format of Technical Proposal, In section 361, the instruction state that the Technical Proposal is limited to 30 pages. In the same section it states that the 2. Technical Capability, and Management and Staffing Approach (maximum 30 pages) Please confirm what the 30 page limit applies to.
Anwer: 30 page limitation includes Capability and Management approach shall include the following:
1. Discussion of capability and understanding of requirement
2. Recruitment Approach
3. Retention Approach
4. Staff Orientation to the Contractor’s corporate culture
5. Describe how they will manage a large volume of employees at multiple locations
6. Staff Retention policies Incentivizes/Rewards/Recognition approach
7. Staffing Replacement/Substitution

36.2 Format of Technical Proposal Please note that Volumes I and II are both referred to as “Technical Proposal.” To eliminate confusion, we suggest that Volume II be re-titled as “Quality Control” or something comparable.

101. Will there be a need in the proposal for any contract administration information?
Answer: Offeror should provide their contract information and point of contact information.
102. Will we need to redo the previous PPQ’s we submitted back in Nov,2017?
103. Will incumbent personnel be available for interview and retention by the awarded contractor? If so, can their qualifications be provided?
Answer: This is a discussion that you will have with the incumbent. The Government does not get involved in this process.
104. Will the incumbent project manager be available for interview and retention by the awarded contractor? If so, can his/her qualifications be provided? Same answer as 103.
105. How long is the Government requesting that our prices be valid? Answer: 90 days
106. As this RFQ is an LPTA and price is the most important factor, could you provide the tenure of incumbent employees for both task orders in order determine leave of incumbents? As incumbent contracts have been in place for some time, significant incumbent staff eligible to 3 or even 4 weeks of leave makes a significant difference in fully loaded rates. Answer: I do not have that information.
107. Page 42, Section 36.3 Para 2, Paragraph states:
"Both Technical and Price proposals shall be submitted at the same time to Contracting Officer".
Question: Should this also include Volume II (ref 36.2)?
Answer: Price Proposal shall be labored as Volume III /3
108. RFP, Page18, Section 12.1.4 Para 2, Paragraph states:
"The PM shall be on-site for the first 60 days of contract award".
Question: Will the PM have a designated seating place (up to 3 seats-one for each winning bid)? Answer: No Where will these seats be located?
How will the PM be able to conduct business in the close vicinity of the competing PM's and not have proprietary data compromised? Answer:
PM will be required to use GSA Book-it application for seating arrangement.
109. This section notes that “The Contractor shall develop a detailed Draft Phase-In Plan detailing the phase-in approach, staffing, activities, risks and schedule as part of their quote to ensure business continuity with no disruption and no impact to existing systems within ten (10) days after award of this contract.”
Answer: Please read - Section 8 has been revised.
110. The proposal instructions do not note where (what volume, etc.) the transition plan should be included in our proposal. Please clarify.
Answer: Transition plan shall be included in Volume I of the Technical Proposal
