DOC A, EOC/ITOC PROGRAM OF REQUIREMENTS 5/29/2015

DEPARTMENT OF HOMELAND SECURITY

ST ELIZABETHS CAMPUS - EOC/ITOC

PROGRAM OF REQUIREMENTS

Department of Homeland Security Operations Center (DOC) A, EOC/ITOC Program Overview

The Enterprise Operations Center (EOC) and the Information Technology Operations Center (ITOC) on Lower

Level 1of Department of Homeland Security Operations Center (DOC) A will be renovated to accommodate the co-location and densification of the following three program sub-components: Chief Information Security Office

(CISO) Cyber Command, United States Coast Guard Cyber Command(CG Cyber), and Information Technology

Operations and Maintenance (IT O&M).

The EOC is a TS/SCI space that will accommodate CISO Cyber Security Operations Center (SOC), the CG Cyber

SOC, dedicated offices for CG Cyber personnel, and a shared conference room. The ITOC is an open office space housing workstations for the St Elizabeth's DHS Campus IT O+M program and the Sensitive but Unclassified

(SBU) portion of CISO SOC.

In addition to the program components mentioned above, the renovation will include the conversion of an existing conference room into a SCIF work room accommodating workstations for the Classified IT O&M Program.

Brief descriptions of the missions and activities of each of the program components is described below.

CISO SOC

This group is tasked with the cyber defense of D's information infrastructure. Activities include threat assessment, incident response, network monitoring, DMA, and email security. CISO SOC is a 24/7 operation, with personnel continuously occupying both the EOC and ITOC spaces.

CG Cyber Command

The mission of the United States Coast Guard Cyber Command (CGCYBER) is to identify, protect against, enhance resiliency in the face of, and counter electromagnetic threats to Coast Guard (CG) information, information systems, and maritime interests of the United States, while providing cyber capabilities that foster execution of Coast Guard operations and support Department of Homeland Security (DHS) and Department of Defense (DoD) cyber missions. The watch analysts in the Cyber Security Operations Center (CSOC) support this mission by performing the primary functions of a Computer Network Defense Service Provider (CNDSP) – (1) protect, (2) monitor, analyze, and detect, and (3) respond to cyber incidents that adversely affect CG/DoD information networks and information systems.

IT O+M

The Saint Elizabeth's DHS Campus (STE) IT Service Provider (ITSP) delivers the operations and maintenance

(O&M) services for the phased IT implementation at the Campus. This includes O+M of all IT, physical security, and equipment implemented under the DHS TIP effort, to include the entire underlying IT Campus infrastructure and transport. The ITSP is responsible for ensuring IT Service Delivery, Service Availability, and Information

Assurance Security Management across all network classifications of the campus. Campus shared IT services includes: Voice over Internet Protocol (VoIP), Audio Visual (AV)/Video Teleconferencing (VTC), IPTV, Transport, and an associated enterprise application suite to manage and monitor the services. A Tier 1 Service Desk as well as Tier 2/end item and Tier 3 Engineering support are provided by the ITSP. Other O+M services provided, include: Configuration Management, Change Management, and IT Asset Management support to include life cycle replacement and technical refresh.

The ITSP is comprised of functional area experts for technology used on campus such as: Physical Security, Transport, RF Mobility, AV/VTC, Service Desk, Information Assurance, Systems Administrators, and

Configuration/change managers. The Service Desk responds to tenant and system reported incidents and escalates all incidents and events as needed to the appropriate functional area experts. The functional area experts monitor IT system and service performance, apply system and security updates and corrective actions, and assist with integration of new/changed technologies or capabilities. In addition, a Security Operations Center (SOC) and Network

Operations Center(NOC) are staffed 7x24, and monitors and responds to incidents across all network classifications.

Fire Command Center/ Stair Bravo Phasing Update 11-14 Approach to Fire Command Center/Stair Bravo phasing as presented to Laura

Doyle and Joe Dafin on 4/6 was deemed acceptable to Fire & Life Safety and DHS Security (Ralph Casella). Proposed approach retains and upgrades the existing fire command center in the Stair Bravo headhouse until the West Addition is built, when a new fire command room will be built near the Stair Charlie exit as part of that project. In the event of a fire, the fire department will access the DOC via Stair Charlie. DHS Security will dispatch personnel to meet the Fire Department at Stair Charlie and admit them to the building. Stair Charlie egress doors should not be equipped with card readers.

Sketches are attached for reference.

11-15 ZGF and design team will document this intent via design intent sketches included in the project narrative.

Syska

Interim DOC A Entrance at Coast Guard 11-16 Sketch options prepared by ZGF were reviewed and discussed with Laura

Doyle, Joe Dafin, and Ralph Casella on 4/6. Option 1A was approved with small modifications, as shown in the attached sketch.

Option 2 was noted not to have enough entrance capacity with only 2 turnstiles and a pinch point immediately after walking through the turnstiles; Option 3 was ruled out by Fire and Life Safety as too limiting to DOC A egress capacity since each turnstile can only accommodate 50 persons.

13-16 There are many electrical conduit penetrations from the existing electrical room into the area that will be the SCIF. These must be sealed appropriately.

13-17 In the area where the new toilet rooms will be built, there is a lot of mechanical infrastructure that will require access. Ceiling tile may be needed throughout the toilet rooms in order to provide access. DHS indicated this was acceptable.

13-18 Existing fire alarm annunciator panel in the Stair Bravo headhouse shows the DOC A conditions as-built and can be easily modified for updates made in Phase 2 construction. However, the smoke control panel shows the condition if DOC B were built and operational. This will require extensive modifications.

Phase 2 Mechanical Acoustics Study Discussion

15-11 Design team presented recommendations for revised STC criteria at Watch Floors and Conference Rooms, per the attached PDF. Designing strictly to STC criteria outlined for VTC facilities in the P100 resulted in overly complex mechanical design that would have resulted in added cost, maintenance, and additional SCIF wall penetrations. STCs as proposed by the design team would still accommodate VTC capabilities while being more appropriate to the space usage type, and eliminating the issues described above. DHS found STC levels proposed by the design team to be acceptable as long as VTC capability was not compromised.

15-12 GSA to follow up with official direction to design team to allow proposed STC level revisions.

GSA 5/7/15

5/29/15, 6/5/15

17-12 Gaftie Marlow confirmed ZGF will need to provide primary division 1/division 0 specs, although GSA may provide some divisions. ZGF will generate Table of Contents for GSA to review and markup which sections will be provided by ZGF.

17-13 Gaftie Marlow confirmed there is no permitting process beyond approval by GSA Fire/Life Safety. ZGF indicated that some city approval may be necessary for Civil work; ZGF to follow up with Gordon on requirements and timeline.

ZGF

17-14 Dave Schaeffer (Syska) requested a meeting with GSA Fire/Life Safety (Laura Doyle, Joe Dafin) to review sprinkler and fire protection requirements at elevators A3 and A4. Update: This meeting has been scheduled for Tuesday, May 26 at 10:00 AM.

GSA 5/26/15 5/26/15

17-15 GSA confirmed that no sole-sourcing will be acceptable for project specifications, even in cases where the intention is to match existing products/materials in the DOC. In these cases, the existing product/material may be listed as the “Existing Basis of Design”.

17-16 Gaftie Marlow requested the following hard copy distribution for future submittals to GSA:

Interim Submittals – 3 half-size sets of drawings Final Submittals – 3 half-size sets of drawings, 1 full-size set, 3 sets of specifications, 3 Design Narratives, and 1 disc with PDFs and CAD files of drawings and word and PDF files of specs.

Jack Poling (DHS) to confirm DHS hard copy distribution needs.

DHS

17-17 Dave Schaeffer requested direction on lighting controls network. The existing system in the DOC is extremely complex and relies on continuous upstream monitoring. Continuing to expand on the existing system would be costly and without much benefit to the user. The design team recommended to continue use of this system only for the watch floors, but not in other spaces. DHS and GSA are OK with this approach.
