JW Powell Building (VA1468BR) Fire Alarm
April 23, 2015
DESIGN BUILD CONTRACTOR SERVICES
STATEMENT OF WORK
PART 1 – SERVICES TO BE PROVIDED
A. BACKGROUND:
The General Services Administration (GSA) intends to award a firm-fixed price contract to a qualified service provider to provide Design Build Contractor Services for the replacement of the
Fire Alarm system at the US Geological Survey (USGS) National Center, Headquarters - JW
Powell Building (the “Powell Building”) located at 12201 Sunrise Valley Drive, Reston Virginia
20192.
The General Services Administration (GSA) is providing Technical Services to the US Geological Survey, related to the replacement of an existing fire alarm system(s) at the:
Base Contract - JW Powell Building (the “Powell Building”)
The campus is located at 12201 Sunrise Valley Drive Reston, Virginia 20192.
This project is expected to proceed, in construction and demolition, during other than normal working hours.
The National Center is the headquarters of the USGS, which serves as the Nation’s premier earth and biological science agency. The USGS works in cooperation with more than 2,000 organizations across the country to provide reliable, impartial scientific information to resource managers, planners, and other customers. This information is used to minimize the loss of life and property from natural disasters; safeguard the nation’s natural resources and enhance the quality of life through the careful monitoring of our water, biological, energy, and mineral resources.
Directions to the USGS from the Beltway (I-495): Take the Dulles Toll Road west to exit 12, Reston Parkway. Turn left (south) onto Reston Parkway. At second light, turn right onto Sunrise Valley Drive and at second light, turn left at USGS Drive. A sign will indicate visitor parking.
Admission to the USGS building:
Follow signs from the Visitors Parking. All visitors must enter at the Visitors Entrance and pass through a security screening process. All packages, briefcases, handbags, etc. will be scanned.
Visitors must sign in and present picture identification, such as a State driver’s license. The guard will then issue a visitor’s badge that must be worn at all times.
Note: Children under the age of 16 accompanied by a parent or sponsor (such as a teacher or counselor) are not subject to the entry screening process.
Visitors bringing laptop computers into the building are required to write the word “laptop” and the serial number on the sign-in beneath their printed name.
The Powell Building houses mainly offices, some laboratories (just over 110,000 SF of labs), an auditorium, library, credit union and a cafeteria 600 people capacity). There is surface parking for approximately 1,443 cars. A two-story utility plant is located about 200 feet northeast of the headquarters building. It houses the heating, cooling and ventilating equipment. Please refer to the available drawings (in CAD) and specifications for details of the project requirements. The 1,015,000 SF Powell building on an 84 acre site was completed in 1972. It currently serves as the Headquarters to the US Geological Survey (USGS). The building is named after the second director of the USGS. Designed by architects Skidmore, Owings and Merrill, and H.D.
Nottingham and Associates, the building structure is reinforced concrete beams and columns. The exterior walls consist of pre-cast concrete panels and glass set back from the exterior columns.
The building had major laboratory and elevator renovations in the late 1990s, a re-purposing of the former printing plant in the 2000s, and has had several other systems renovations since then including the installation of new chillers. The existing fire Alarm system (Cerberus Pyrotronics MXL) was installed in 1992-1993.
The building has not been significantly renovated in its 35+ year history except for the following partial upgrades:
1990s – Laboratory and Elevator Renovations 2000s – Partial Cafeteria Renovation 2000s – Re-purposing of the former printing plant 2000s – Chillers replaced
The fire alarm system in the JW Powell Building is antiquated and does not meet modern building codes or current GSA requirements. The existing system needs to be upgraded to provide emergency voice communication features and to comply with the National Fire Alarm Code and current GSA requirements. The fire alarm system was placed in service in about 20 years ago. The manufacturer no longer supports the equipment, nor are spare parts readily available. The reliability of the system is questionable and if the system fails the building and occupants will be without a centralized way to be notified in the event of an emergency. In addition, the system does not have a voice component which would permit its use for other types of non-fire emergencies.
B. OBJECTIVES / OVERVIEW:
This work includes designing and providing a new, complete analog/ addressable network voice evacuation and bi-directional amplifier fire alarm system as described herein and on the contract drawings for the US Geological Survey – Powell Building. The system shall include all wiring, raceways, pull boxes, terminal cabinets, outlet and mounting boxes, control equipment, alarm, and supervisory signal initiating devices, alarm notification appliances, and all other accessories and miscellaneous items required for a complete operating system even though each item is not specifically mentioned or described. A multiple fire alarm control panel system is indicated with terminal cabinets at the floor riser locations indicated on the riser drawings. Where remote fire alarm control panels are needed, they shall be provided at a terminal cabinet location. Each remote fire alarm control panel shall be powered from a wiring riser specifically for that use or from a local emergency power panel located on the same floor as the remote fire alarm control panel. Where remote fire control panels are provided, equipment for notification appliances may be located in the remote fire alarm control panels. A new Remote fire Alarm Control Panel and possibly fire control room and devices for the building for the Day Care Area shall be provided. The scope will include the monitoring of existing Elevator, Computer Room, and other remote Fire Alarm Control Panels existing in the building. Devices connected to these remote panels shall remain.
