ASBESTOS MANAGEMENT PLAN
OPERATIONS & MAINTENANCE
PROGRAM
Developed For:
J.W. Powell Building U.S. Geological Survey
Reston, VA
The National Institute of Building Sciences (NIBS) has developed this document for use by those serving to manage asbestos-containing materials in buildings and for personnel engaged in maintenance activities involving asbestos. The General Services
Administration (GSA)-National Capitol Region (NCR), Public Buildings Service, Safety, Environment and Fire Protection Branch has tailored the document for use specifically at the J.W. Powell Building, Reston, VA. It shall remain the responsibility of the Safety, Environment and Fire Protection Branch to maintain and further tailor/modify the
Asbestos Program. The USGS shall maintain and provide the necessary training for a facility Asbestos Program Manager (APM). The current APM for this facility is:
Debbie L. Schaefer
(703) 648-7513
Additional technical support may be obtained as necessary from:
GSA-NCR
Safety, Environment and Fire Protection Branch
ROB, Room 2080 th & D Streets, SW
Washington, DC 20407
(202) 708-5236
The NIBS' O&M manual was developed for use in conjunction with the Environmental
Protection Agency (EPA) document Managing Asbestos In Place, also known as the
"Green Book," which describes the structure of an asbestos O&M program. Other documents that may provide invaluable information to building managers regarding managing asbestos-containing materials are referenced elsewhere in this document.
This manual provides the data and forms as required to manage asbestos in place and offers specific, detailed technical guidance to building owners and asbestos program managers for activities that involve working near or on asbestos-containing materials. It does not quantify or explain the health risks associated with asbestos, but is structured in response to the potential for exposure that may be encountered during standard operating procedures and during emergency situations.

II. Identification & Management of Asbestos
List of ACMs and PACMs Present
The attached list entitled “Asbestos Containing Building Materials Summary Report for
Operations and Maintenance (O&M) Plan” identifies the known asbestos containing materials (ACMs) and presumed asbestos containing materials (PACMs) located within the J.W. Powell Building. If a suspect ACM is encountered which cannot be identified within this list, then previously collected data should be reviewed to determine if the material has been tested for asbestos-content. Otherwise, the material should be added to this material list as a PACM.
AMP2 -6
Controlled Areas
The following locations are to be treated as “Controlled Areas” due to the presence of ACMs, PACMs, asbestos in settled dust, etc. Access to these areas is to be permitted to only those persons that are asbestos-trained and who utilize appropriate personal protective equipment. The controlled areas listed below are demarcated appropriately.
Ceiling plenums located above the existing finished drop ceiling systems
Note: Areas that have undergone renovations may or may not be considered
“Controlled Areas”
Wall and Floor plenums located in office areas and below the raised computer flooring systems in some locations
Mechanical rooms
Mechanical system distribution tunnels and vertical chases
Controlled Systems
The following mechanical systems are to be treated as “Controlled Systems” due to the presence of
ACMs and PACMs. Work performed on any of these systems shall be performed only by those personnel and contractors that are asbestos trained and utilizing appropriate personal protective equipment unless determined unnecessary by an accredited Asbestos Inspector due to the absence of suspect ACMs.
Plumbing distribution systems and discharge systems
HVAC distribution systems
Surfacing materials located on the ceiling deck of each floor
Locations of Asbestos
The locations of ACMs have been documented on hand-marked drawings. Please note that there are a few areas of the building that were not verified for the presence and locations of asbestos at the time of the data collection. Therefore, all suspect ACMs located therein are to be considered
PACMs unless determined otherwise by an accredited Asbestos Inspector.
Please contact the Asbestos Program Manager (APM) to review the hand-marked drawings which identify the type and location of known ACMs.
Asbestos in Settled Dust Issues
Asbestos in settled dust may be found within the ceiling/wall plenums and raised floor systems in various locations of the building. Such areas are maintained as “Controlled Areas” as indicated above.
EPA Recommended Response Actions
The five EPA recommended response actions are: 1) removal, 2) repair, 3) enclosure, 4) encapsulation, and 5) inclusion in an asbestos operations and maintenance program. The GSA
Asbestos Management Plan and O&M Programs serve to assist in managing asbestos in place.
AMP3 -7
III. Asbestos Program Manager
Responsibilities
Overview of APM Responsibilities
The APM shall ensure that for the J.W. Powell Building, which was constructed prior to 1980 and contains known ACMs, has a compiled list of known ACMs and PACMs and that:
the list of ACMs is revised as necessary and asbestos records are updated as appropriate to track asbestos response actions
GSA personnel, the building occupants, and facility contractors are notified of the type(s) and location(s) of asbestos containing materials identified within the building areas with ACM/PACM are demarcated as required by the OSHA requirements periodic surveillance inspections of these materials are conducted every 6-months adequate recordkeeping in accordance with this document is maintained
Initial Inspection – Identifying Asbestos
The J.W. Powell Building, located in Reston, VA (GSA Building VA1468BR) is a GSA “owned facility”. Therefore, it is the GSA’s responsibility to identify, locate and assess ACMs and
PACMs found within the building. The Asbestos Management Plan (AMP) and the O&M
Program serve to meet the requirements of OSHA regulation 1926.1101 and EPA Guidance for identifying and assessing ACMs and PACMs.
Periodic Surveillance
The purpose of the periodic surveillance inspections is to monitor the condition of the ACMs and
PACMs, and to recommend corrective actions as necessary. Locations designated as “Controlled
Areas” should be inspected on an annual basis or at any time visual evidence of suspected disturbance/damage is observed.
The personnel conducting the initial inspections and periodic surveillance shall record and document the date of the inspection, the locations inspected on that date, any findings, and recommended response actions with justification for the recommendations made. For GSA owned facilities, the corresponding O&M Program shall be implemented by the APM.
Fiber Release Episodes
All fiber release episodes (a known or suspected release of asbestos fibers into the building environment due to damage or disturbance) shall be reported to the APM. The APM shall document the incident to include the date and time of the occurrence, the type of material(s), the size or extent of the release (minor or major fiber release episode), and any responses and corrective actions taken. Note: All fiber release episodes shall be reported to the GSA Safety, Environmental and Fire Protection Branch as identified on the Cover Page.
AMP3 -8
Pre-Alteration Assessments
All renovation projects conducted in areas with ACMs and PACMs are to be reported, during the design phase, to the GSA Safety, Environmental and Fire Protection Branch as identified on the
Cover Page. At that time, a contracted, independent Industrial Hygiene firm will conduct a project-specific asbestos assessment to determine if asbestos will be impacted, and if so, the scope of work for the required asbestos abatement. Retain all documentation regarding Pre-Alteration
Assessments for Asbestos in the building records.
GSA Guidance Specifications
The requirements of GSA Guide Specification Sections 02085 (Asbestos Abatement Procedures) and 01546 (Safety and Health), as well as the requirements of the Asbestos O&M Program, shall be followed for each asbestos abatement project or O&M activity that disturbs asbestos. Please note the pre- and post-award submittal requirements, and construction submittal requirements identified therein.
GSA Asbestos Control Permits
The APM shall ensure that abatement and/or O&M activities that disturb asbestos are superceded by a GSA Asbestos Control Permit. In the event of an emergency response, the Asbestos Control
Permit shall be completed on the following business day. The asbestos abatement contractor completes the permits, as a general rule. However, the APM shall ensure that the Asbestos Control
Permits are submitted to GSA Safety, Environmental and Fire Protection Branch.
Asbestos Abatement Inspections
It shall be the APM’s responsibility to oversee and document the Inspections of Asbestos
Abatement Work Areas. Though not required to enter regulated area, the APM or his/her designated representative shall inspect perimeter barriers, waste storage areas, and areas associated with the asbestos abatement work area. Upon the receipt of the final clearance results, the APM shall walk-through the abated area and document the type, location and quantity of all remaining
ACMs and PACMs.
Recordkeeping
It is the responsibility of each APM to maintain appropriate records as indicated herein. He/She shall determine the method of recordkeeping, but electronic records are recommended when feasible.
AMP4 -9
IV. Asbestos Training Requirements
Asbestos Program Managers
Asbestos Program Managers shall, as a minimum, obtain training as an EPA accredited Asbestos Inspector and
Asbestos Management Planner. It is strongly advised that they also receive training as an EPA accredited Asbestos
Competent Person or Project Designer. The Asbestos Program Managers shall be responsible for obtaining the refresher training for each certification, which is required on an annual basis.
Asbestos Periodic Surveillance Staff
Asbestos Periodic Surveillance Staff shall, as a minimum, attend 2-hour Asbestos Awareness training course. In addition, it is strongly advised that they receive training as an EPA accredited Asbestos Inspector. It shall be the responsibility of each individual to obtain the required annual refresher training.
