Solicitation GS11P15MKC0030

Q. Will an elevator person be supplied after hours?

A. No.

Q. Do you have specifications for the ceiling tiles at JW Powell?

A. Specifications for the ceiling tiles will be provided as part of an Amendment to the solicitation.

Q. Patch and paint requirements? A. The contractor is responsible to patch and paint (corner to corner) any damage caused by the contractor.

Q. Will GSA supply a current fire alarm test report and include quantities of all devices?

A. Yes.

Q. Can the final 100% drawings be used as shop drawings to accelerate the submittal process?

A. We are acceptable with the 100% design submission being used for the shop drawing submittal. From a design standpoint, we would be looking for a 75% design and pre-final design submission, with shop drawings as final submission.

Q. How do the DB requirements address the remote panels for the data center?

A. Computer room FA sub-systems -

Stand-alone fire alarm control panels are existing to remain. Contractor shall provide monitor modules/relays as necessary for monitoring of alarm, supervisory, and trouble signals.

Contractor shall provide building fire alarm speakers throughout computer room/data centers for evacuation and emergency voice messaging. No interface is required for the silencing of the local audible signals during building evacuation.

Q. How do the DB requirements address the remote panels DOD facility Old

Print Plant?

A. This area is considered to be part of the JW Powell building and the fire alarm system equipment and circuits shall be replaced. The area is currently provided with a network node fire alarm control panel with all control provided by the building's main fire alarm control panel. This area is not provided with a stand-alone monitored or network fire alarm control panel.

Q. How do the DB requirements address the remote panels for the Out-

Buildings (Physics Building, Power

Plant and ASC Building)?

A. These buildings are outside of the scope for the authorized prospectus project. The contractor shall provide a means to monitor the existing out building fire alarm systems for alarm, supervisory, and trouble signals.

Q. How do the DB requirements address the remote panels for the Elevators?

A. All elevators related fire alarm devices are controlled by the main fire alarm control panel. The project shall provide new elevator smoke detectors, heat detectors, control relays, monitor modules, circuits, etc. for fire alarm-elevator interface

Q. Will GSA be issuing scaled floor plans that represent the JW Powell

Building’s complete current physical configuration?

A. GSA is issuing As-built fire alarm plans – CAD, compressed electronic files.

Q. Is this project’s scope to include only the JW Powell Building?

A. Yes.

Q. Is there any work to be done in the

“Eastern Mapping Center Building”, “Utilities Building” and/or “Physics

Lab Building”?

A. No.

Q. Is this project “Design Build”?

A. Yes.

Q. If this project is “Design Build” who is the “design professional responsible for the job” referred to in 28 31 76-1 1.1 B second sentence?

A. The “design professional” is the

Design Build contractor that wins this contract award.

Q. The building has an annunciator near all elevators with a per-level smoke detector light, shall this be kept and interfaced with or abandoned?

A. The existing elevator annunciators shall be abandoned. If the annunciators are considered fire alarm equipment they should be demolished with the building fire alarm system

Q. The building enunciator has a

"cingular shelter" label on it. Please confirm what system this interfaces with. Is this for a cellular or other room on the roof? Does this contain a reaction or suppression system?

A. N/A

Q. Each Air-Handling Unit has an individual light indicating which duct smoke detector has activated, shall this be kept and interfaced with or abandoned?

A. New duct smoke detection will be point addressable. Existing smoke detection annunciation should be abandoned. If the annunciators are considered fire alarm equipment they should be demolished with the building fire alarm system.

Q. Which computer rooms and or how many have fire alarm control sub-panels in them?

A. N/A

Q. Please confirm that gas-agent suppression systems will not be a part of this scope of work, including any work to alter existing protected room construction or exhaust air systems.

A. SOW is limited to providing a new emergency voice/alarm communication system for the building. Scope of work does not include installation or alteration of gaseous suppression systems, and/or other special fire suppression systems.

New fire alarm system will have to monitor existing fire suppression systems.

Q. The Computer Room(s) have a dedicated fire alarm system, is this to be interfaced with by placing monitor modules to receive an alarm, trouble, and supervisory signal from the panel? Will we be required to meet a certain NFPA code such as 76 if these rooms are included in the scope of work?

A. Scope of work shall include the monitoring of existing computer room fire alarm systems for alarm, supervisory, and troubled conditions

Q. Possible types of device placement within ceiling tiles - RFI specific configurations?

A. TBD by DBC during design.

Q. Will the contractor be responsible for verifying power requirements for the temporary system or generator sizing relating to the extra load from running two simultaneous fire alarm systems?

A. Yes.

Q. There is reference on the anunciator to a deluge system on the 2nd floor, please confirm that the interface will be to monitor alarm, trouble, and supervisory on an existing panel.

A. The building does not have a deluge sprinkler system on the 2 nd floor.

Q. Please provide any reference to the fire alarm devices monitored in the

"DC Mall Tunnel Maintenance Area" mentioned on the anunciator, is this considered part of the Perkins

Building, if so, to what extent?

A. Question not applicable to the project site.

Q. Can asbestos abatement be handled by an allowance process?

A. Any hazardous materials directly impacted by project construction should be abated in accordance with specification and applicable regulations. Material left undisturbed may remain in place.

Q. Are any SCIF areas present in the building, if so, do they require their own control panel?

A. Yes there are SCIF areas in the building. USGS would defer to GSA on this response. If the SOW includes upgrading these areas then I would say yes. If these areas are NIC in the SOW then we would merely be monitoring the existing panels serving these areas.

Q. The electrical room and telecom room risers may not meet the 2 hour requirements, should contractors assume that these rooms will have to have firestopping and other work done (door replacement, etc) at the contractors cost? Could an initial report on the state of these rooms be given to the government team to correct any deficiencies outside the scope of this work?

A. Contractor shall be responsible for meeting specification and NFPA 72 survivability requirements whether it be through fire resistant rated construction or a listed 2-hr fire resistant rated cable assembly

Q. Please confirm the existing hardwired fire alarm panel in the fire control room is abandoned and will not need to be maintained or altered during the construction period.

A. There is no existing hardwired panel abandoned or otherwise currently in the fire control. The existing panel is addressable and will be required to be maintained during the construction period.
