PART IV Section M – Evaluation Factors for Award
PART IV
Section M
Evaluation Factors for Award
Part IV
SECTION M
EVALUATION FACTORS FOR AWARD
M.1. GENERAL
M.2. BASIS FOR AWARD
Source selection shall be accomplished in accordance with Federal Acquisition Regulation (FAR) Subpart 15.300, which prescribes the policies and procedures for selection of sources in competitive negotiated acquisitions. All evaluation factors, other than cost or price, when combined are significantly more important than cost or price.
Award will be made to the responsible CM whose offer, conforming to the solicitation, presents the “best value” to the Government, technical factors and pricing considered. The objective is to select the proposal that offers the most for the money, without necessarily basing selection on the lowest price. The Government may consider any exception to any term or condition of the RFP that is not expressly authorized by the RFP to be a deficiency, as defined in FAR Part 15.
M.3. TECHNICAL EVALUATION FACTORS:
The technical evaluation factors are weighted as follows.
Factor 1
Past Experience of Firm – 25%
Factor 2
Past Performance of Firm – 20%
Factor 3
Experience and Qualifications of Key Personnel – 20%
Factor 4
Management Approach and Capabilities – 25%
Factor 5
Small Disadvantaged Business Participation Plan–10%
M.4. PRICE EVALUATION
The CM’s cost proposal shall be made up of the CM’s Offer (See Part I, Section B).
Price will not be assigned a numerical weight, point score or adjectival rating. The CO may evaluate the price in any manner specified in FAR 15.304.
For the price evaluation and award purposes, the Government will evaluate price proposals of each CM based on the “total firm evaluated price”, which is identified in the formula in Section B.
M.5. UNBALANCED PROPOSALS
The Government may reject any materially unbalanced proposal as to prices for the contract requirement. An offer may be unbalanced when it is based on prices significantly less than cost for some work and prices which are overstated for other work.
M.6. AWARD WITHOUT NEGOTIATION
Award may be made without negotiating of proposals. Therefore, firms are requested to submit proposals to the Government on the most favorable terms from a technical and price standpoint.
M.7. CONTRACT AWARD
This RFP does not commit the Government to award a contract.
