August 11, 2009 by 3:00 PM, EST.
Place of receipt as follows:
GSA, NCR, ROB – Bid Room 301 7th Street, SW, Room 1065 Washington, DC 20407 Phone: (202)708-5961
ITEM B: The attached Pricing Sheets are hereby included for your use in submitting your proposal. The intent of this form is that offeror provide today’s rates thru 12/31/2010. Future rates for years 2011 and 2012 will be generated on the same table but with the CPI index multiplier.
ITEM C: Attached for your use are PP Questionnaires reflecting new submission date of August 11, 2009, by 3:00 PM. Previous Sheets are usable and acceptable.
ITEM D: The following clarification regarding the participation by the Principal in Charge is hereby incorporated into the RFP to correct that language from 70% to 30% participation.
H.2.2.a Principal-In-Charge (PIC) The PIC is responsible for the overall administration and coordination of this contract, general direction, and accomplishment of contractual functions on the project. At a minimum, the PPM must commit 30% of a standard 40-hour work week to the Project until this contract is completed The PIC shall work closely and cooperatively with the COR during all phases of the projects. The PIC shall be responsible for negotiating this contract, any such modifications thereto, and for the timeliness and quality of the services. The PIC must be an officer in the firm with at
ITEM E: The following QUESTIONS and RESPONSES (112-130) are hereby added to the “DHS CM RFI Log” and incorporated and made a part of this requirement. All responses supersede any previously issued statements and clarifications.
Amendment 3 changed the spacing from double spaced to single spaced for Factor 1: Past Experience of Firm; Factor 3: Experience and Qualifications of Key Personnel; and Factor 4: Management Approach and Capabilities (by response to questions 55, 66 and 56, respectively). Is it permissible to also change Factor 2: Past Performance of Firm to single spaced?
Yes
Several responses to the questions in Amendment 3 (numbers 47, 57, 76, 87, 101 and 104) indicate that the overall 100 page limit and certain limits within the sections are preferences, and not hard and fast page limits. Does the Government still prefer that Offerors conform to the maximum pages listed per section (e.g. three pages per past experience project, two pages per past performance project, three pages per resume and 3 + 2 + 3 + 2 + 2 = 12 pages for management approach) or are these individual section limits/preferences lifted and only the overall 100 page limit applies?
Page limits are a guideline, please do your best to stick to the individual page limits, if you exceed the limits by a small margin there will be no penalty.
In Amendment 3, the answer to Question 63 reads "The requirement has been changed. Anyone serving in the capacity of key personnel as an architect or engineer need not (emphasis added) be professionally registered." Is this correct?
Yes
The Individual Performance Questionnaire and Firm Performance Questionnaire issued with Amendment 3 established due dates for each of July 31, 2009, which was three days beyond the July 28, 2009 proposal due date at that time. Now that Amendment 4 has postponed the proposal due date to August 11, 2009, will the due date for the questionnaires be moved back commensurately (three days after proposal due date = August 14, 2009).
Yes, the due date for the questionairres will be August 11 at 3pm.
Per Amendment 4, Section H.2.2.a Principal-In-Charge (PIC) has been modified to read, “At a minimum, the PPM must commit 30% of a standard 40-hour work week to the Project until this contract is completed.” Please confirm that this was intended to read, “At a minimum, the PIC must commit 30% of a standard 40-hour work week to the Project until this contract is completed.”
Confirmed
Paragraph H.2.2.a, “Principal -In-Charge (PIC)”. Second line refers to PPM “… must commit 70% of a standard workweek...”in lieu of PIC.
Second line should read "PIC" instead of PPM.
Paragraph H.2.3.b, “Administrative Office Manager, Public Relations and support staff”. Requirements of this section for education, professional registration, knowledge of construction codes etc. are not the skills required for these positions. Recommend removing those requirements and inserting in lieu “experience in performing duties associated with the identified positions”.
Requirements are specific to the job type i.e. we will not be looking for registrations for office personnel.
Section H Special Contract Requirements requires that “All Personnel” must have” two (2) construction projects completed in the last 10 years of 500,000 GSF or at least $50 million construction contract amount at award that are similarly complex. I believe the criteria is too restrictive for “All Personnel” and is probably even too restrictive for “Key Personnel”. A similar building of 500,000sf would be more like $150 to $200M. If you desire experience managing such large and complex buildings from commencement of design to completion of construction, the requirement needs to be extended to 15 years. A better alternative is to evaluate the experience of the team over the past 15 years in scoring and not make the experience GO/NO GO criteria.
We have already increased the criteria time frame to 10 years and will keep it at "projects completed in the last 10 years" for now.
Since Volume 1, Part 1, Tabs 1, 2, and 6 forms (Tab 1 – Procurement Integrity Certification for Procurement Officials, Tab 2 – Privacy Act Notice to Employees and Officials, and Tab 6 – Confidentiality and Non-Disclosure Agreement) do not need to be completed until after contract award, should these forms be removed from the list of required forms for proposal submission? If not, should 1 copy of each form be included, but marked “intentionally left blank”?
You should submit the signed forms with your proposal.
The Individual Performance Questionnaire references the “Eisenhower National Memorial Project.” Should this be changed to reference “US Department of Homeland Security (DHS) Headquarters Program – St. Elizabeths Campus”? Please advise.
Yes
Should Individual Performance Questionnaires be sent only for the five Key Personnel positions shown in Amendment 3?
Yes
The answers to Amendment 3 questions 78 and 91 seem to contradict each other. If the Small Disadvantaged Business Participation Plan and Subcontracting Plan are different, then should the Small Disadvantaged Business Participation Plan remain in Volume 1 as Tab/Factor 5 and the Small Business Plan remain in Volume 2 as Tab 5?
Yes, the plans are intended to be different and should be depicted as such in the proposal.
Amendment 3 answers to questions offer options for where various required materials should appear in the proposal. To ease the proposal scoring process for GSA, would you please provide an outline of Volumes 1 and 2 to clarify exactly how you would like the volumes to be arranged, or consider amending the language in L.8.2. Proposal Format and Content to reflect these changes?
Format is clearly depicted in Section M of the RFP.
Amendment 4 extended the due date for proposals to August 11 at 3:00 p.m. EDT. Will the Firm and Individual Past Performance Questionnaires due date be extended past the July 31 deadline?
Yes, the Questionnaires due date is extended to August 11 at 3pm as well.
Please clarify the role of the Administrative Office Manager.
The designated person that manages the field office administratively.
Question #2 of the RFI log states that the PIC role is 70% full-time, while Amendment 4 states 30% participation. Please clarify.
30% participation
Per question 47 regarding page limits, are the page counts for Technical Proposal Factor 4 also a guideline?
Guideline
Regarding the Performance Questionnaire - will GSA be re-issuing this document with revised project characteristics to more closely align with the proposal requirements?
Questionnaires will be for the 5 personnel listed in the revised Section H.2.1.
The response to RFIs # 7, # 51, and # 77 etc., GSA provided “Attachment 11” the “Past Performance Questionnaire.” Along with that form with Amendment #3 came an “Individual Performance Questionnaire.” We have not located any GSA direction in Section L on how this form is required to be used and how it will be evaluated in the proposal. Is it required to be submitted? If so, which personnel must have them and for how many projects? If these are to be submitted please consider the timeframe necessary to have them prepared and responded to by our clients.
Questionnaires will be for the 5 personnel listed in the revised Section H.2.1. The questionnaires due date is extended to August 11 at 3pm.
ITEM F: Offerors must acknowledge receipt of this amendment on offer form, giving number and date.
