FAR 52.203-13 Contractor Code of Business Ethics and Conduct. (DEC 2008)
(a) Definitions. As used in this clause— “Agent” means any individual, including a director, an officer, an employee, or an independent Contractor, authorized to act on behalf of the organization.
“Full cooperation”—
(1) Means disclosure to the Government of the information sufficient for law enforcement to identify the nature and extent of the offense and the individuals responsible for the conduct. It includes providing timely and complete response to Government auditors’ and investigators' request for documents and access to employees with information;
(2) Does not foreclose any Contractor rights arising in law, the FAR, or the terms of the contract. It does not require—
(i) A Contractor to waive its attorney-client privilege or the protections afforded by the attorney work product doctrine; or
(ii) Any officer, director, owner, or employee of the Contractor, including a sole proprietor, to waive his or her attorney client privilege or Fifth Amendment rights; and
(3) Does not restrict a Contractor from—
(i) Conducting an internal investigation; or
(ii) Defending a proceeding or dispute arising under the contract or related to a potential or disclosed violation.
“Principal” means an officer, director, owner, partner, or a person having primary management or supervisory responsibilities within a business entity (e.g., general manager; plant manager; head of a subsidiary, division, or business segment; and similar positions).
“Subcontract” means any contract entered into by a subcontractor to furnish supplies or services for performance of a prime contract or a subcontract.
“Subcontractor” means any supplier, distributor, vendor, or firm that furnished supplies or services to or for a prime contractor or another subcontractor.
“United States,” means the 50 States, the District of Columbia, and outlying areas.
(b) Code of business ethics and conduct.
(1) Within 30 days after contract award, unless the Contracting Officer establishes a longer time period, the Contractor shall—

(ii) Make a copy of the code available to each employee engaged in performance of the contract.
(2) The Contractor shall—
(i) Exercise due diligence to prevent and detect criminal conduct; and
(ii) Otherwise promote an organizational culture that encourages ethical conduct and a commitment to compliance with the law.
(3)(i) The Contractor shall timely disclose, in writing, to the agency Office of the Inspector General (OIG), with a copy to the Contracting Officer, whenever, in connection with the award, performance, or closeout of this contract or any subcontract thereunder, the Contractor has credible evidence that a principal, employee, agent, or subcontractor of the Contractor has committed—
(A) A violation of Federal criminal law involving fraud, conflict of interest, bribery, or gratuity violations found in Title 18 of the United States Code; or
(B) A violation of the civil False Claims Act (31 U.S.C. 3729-3733).
(ii) The Government, to the extent permitted by law and regulation, will safeguard and treat information obtained pursuant to the Contractor’s disclosure as confidential where the information has been marked “confidential” or “proprietary” by the company. To the extent permitted by law and regulation, such information will not be released by the Government to the public pursuant to a Freedom of Information Act request, 5 U.S.C. Section 552, without prior notification to the Contractor. The Government may transfer documents provided by the Contractor to any department or agency within the Executive Branch if the information relates to matters within the organization’s jurisdiction.
(iii) If the violation relates to an order against a Governmentwide acquisition contract, a multi-agency contract, a multiple-award schedule contract such as the Federal Supply Schedule, or any other procurement instrument intended for use by multiple agencies, the Contractor shall notify the OIG of the ordering agency and the IG of the agency responsible for the basic contract.
(c) Business ethics awareness and compliance program and internal control system. This paragraph (c) does not apply if the Contractor has represented itself as a small business concern pursuant to the award of this contract or if this contract is for the acquisition of a commercial item as defined at FAR 2.101. The Contractor shall establish the following within 90 days after contract award, unless the Contracting Officer establishes a longer time period:
(1) An ongoing business ethics awareness and compliance program.
(i) This program shall include reasonable steps to communicate periodically and in a practical manner the Contractor’s standards and procedures and other aspects of the Contractor’s business ethics awareness and compliance program and internal control system, by conducting effective training programs and otherwise disseminating information appropriate to an individual’s respective roles and responsibilities.
(ii) The training conducted under this program shall be provided to the Contractor’s principals and employees, and as appropriate, the Contractor’s agents and subcontractors.
(2) An internal control system.
(i) The Contractor’s internal control system shall—
(A) Establish standards and procedures to facilitate timely discovery of improper conduct in connection with Government contracts; and
(B) Ensure corrective measures are promptly instituted and carried out.
(ii) At a minimum, the Contractor’s internal control system shall provide for the following:
(A) Assignment of responsibility at a sufficiently high level and adequate resources to ensure effectiveness of the business ethics awareness and compliance program and internal control system.
(B) Reasonable efforts not to include an individual as a principal, whom due diligence would have exposed as having engaged in conduct that is in conflict with the Contractor’s code of business ethics and conduct.
(C) Periodic reviews of company business practices, procedures, policies, and internal controls for compliance with the Contractor’s code of business ethics and conduct and the special requirements of Government contracting, including—
(1) Monitoring and auditing to detect criminal conduct;
(2) Periodic evaluation of the effectiveness of the business ethics awareness and compliance program and internal control system, especially if criminal conduct has been detected; and
(3) Periodic assessment of the risk of criminal conduct, with appropriate steps to design, implement, or modify the business ethics awareness and compliance program and the internal control system as necessary to reduce the risk of criminal conduct identified through this process.
(D) An internal reporting mechanism, such as a hotline, which allows for anonymity or confidentiality, by which employees may report suspected instances of improper conduct, and instructions that encourage employees to make such reports.
(E) Disciplinary action for improper conduct or for failing to take reasonable steps to prevent or detect improper conduct.
(F) Timely disclosure, in writing, to the agency OIG, with a copy to the Contracting Officer, whenever, in connection with the award, performance, or closeout of any Government contract performed by the Contractor or a subcontract thereunder, the Contractor has credible evidence that a principal, employee, agent, or subcontractor of the Contractor has committed a violation of Federal criminal law involving fraud, conflict of interest, bribery, or gratuity violations found in Title 18 U.S.C. or a violation of the civil False Claims Act (31 U.S.C. 3729-3733).
(1) If a violation relates to more than one Government contract, the Contractor may make the disclosure to the agency OIG and Contracting Officer responsible for the largest dollar value contract impacted by the violation.
(2) If the violation relates to an order against a Governmentwide acquisition contract, a multi-agency contract, a multiple-award schedule contract such as the Federal Supply Schedule, or any other procurement instrument intended for use by multiple agencies, the contractor shall notify the OIG of the ordering agency and the IG of the agency responsible for the basic contract, and the respective agencies’ contracting officers.
(3) The disclosure requirement for an individual contract continues until at least 3 years after final payment on the contract.
(4) The Government will safeguard such disclosures in accordance with paragraph (b)(3)(ii) of this clause.
(G) Full cooperation with any Government agencies responsible for audits, investigations, or corrective actions.
(d) Subcontracts.
(1) The Contractor shall include the substance of this clause, including this paragraph (d), in subcontracts that have a value in excess of $5,000,000 and a performance period of more than 120 days.
(2) In altering this clause to identify the appropriate parties, all disclosures of violation of the civil False Claims Act or of Federal criminal law shall be directed to the agency Office of the Inspector General, with a copy to the Contracting Officer.

Response
Sections H.2.1 Key Personnel. The second bullet point under Key Personnel requirements states that each Key Personnel must have “ … at least ten (10) years on at least two (2) construction projects, completed no more than five (5) years prior to the date of the RFP’s issuance …”. This is more stringent than the time frame for the firm projects, as described in Section L.9.1, which have to have been completed within the last ten years. Is it possible that Section H.2.1 was intended to read “ … at least five (5) years on at least two (2) construction projects, completed no more than ten (10) years prior to the date of the RFP’s issuance ..”?
See revised Section H
Sections H.2.2 Principal in Charge and H.2.3 Principal Project Manager. While the Principal Project Manager (PPM) seems to have more day-to-day responsibility than the Principal-In-Charge (PIC), the PPM is noted as 70% full time, while the PIC appears to be 100% full time. (Per Section H.2.1 – Unless noted otherwise core group is full time.) Please confirm if this is correct.
PPM, Project Manager shall be involved 100% full time and the PIC, Principal In Charge 70% full time.
Section L.8.2.3 Part One – Technical Requirement. Tab 1 Procurement Integrity Certification for Procurement Officials and Tab 2 Privacy Act Notice to Employees and Officials are required to be signed by each person assigned to the contract. Are we to assume that this refers to key personnel and that the other support personnel may sign after award?
Yes, Key Personnel will sign shortly after award and others will sign as they come to the project.
Section L.8.2.3 Part One – Technical Proposal Requirement. Tab 4 refers to a Statement of Availability from Part IV Section M, but no such document is provided in Section M. Please clarify.
Please strike the requirement for a Statement of Availability.
Section L.8.2.3 Part One – Technical Requirement. Tab 6 Confidentiality and Non-Disclosure Agreement appears, from the form, to be signed by persons assigned to the contract (similar to Tab 1 and 2), but this instruction is not included in Section L. Please confirm this is correct.
This is correct, Key Personnel will sign shortly after award and others will sign as they come to the project.
Section L.9.1 Past Experience of Firm. Please confirm there is no minimum dollar or size limit for the submitted projects.
There is no minimum dollar threshold for submissions.
Section L.9.2 Factor 2: Past Performance of Firm. This section refers to Past Performance Questionnaire (Attachment 11), but Attachment 11 does not appear to be included in the RFP documents.
Questionnaire is attached to this Amendent.
The following forms were not included in the solicitation. Will you include them with an amendment? A. Schedule of Code of Business Ethics & Conduct, B SF33, C GSA 527, D.Pricing Sheets, E.Statement of Availablility and F.GSA PP Questionaire.
Forms will be included in amendment.
Where should Attachment #3, Proposal Certification Statement be placed in our submittal?
In the front section with the other signed documents.
Where should the signed amendments be placed in our submittal?
In the front of the proposal.
We are submitting as a JV. Must both firms include reps and certs in both cost and technical proposal volumes? And online in ORCA?
Yes, both firms must be represented in the certifications. With regard to Key personnel, there should be only one person assigned for each position repersenting the Joint Venture.
We plan to include tables and charts in Part Two, Tab 4, Management Approach and Capabilities. Must these tables and charts be in 12 pt. Times New Roman and double-spaced?
No, please use fonts that best meet the needs of your graphics.
The Small Disadvantaged Business Participation Plan is identified as a Technical Evaluation Factor, but the RFP only requests this Plan in the Cost Proposal and not in the Technical Proposal. It is suggested that the Small Disadvantaged Business Participation Plan should be included as Factor 5 of the Technical Proposal.
Please include in the Cost proposal section as required.
Attachment 1 in Section J requires that we list the name and Social Security number for each person assigned to the contract. Our company policy does not allow us to provide Social Security numbers for employees. Can this requirement be removed, or can the offeror provide alternate identifying information?
See attached, revised Attachment 1 to Section J
What are the communications goals of the public relations campaign? Would the target audiences of the public relations campaign include the media, region and federal stakeholders, etc.? What is the scope of work for the Public Relations/Community Liaison?
Goals of the PR campaign are to establish and mainitain a relationship of communication with all groups involved and affected by the St. Es development.
How would you define a successful community engagement campaign? Does "community" infer the Ward 7 residents, businesses, civic associations, National Capitol Planning Commission, Metropolitan Council of Governments, Advisory Neighborhood Councils, etc., or does it also include local governmental entities?
The document refers to any group that is associated in any way with the St. Es development.
Will we conduct design charrettes during the design component of the construction management effort? Should we budget for social networking and high technology engagement for this?
No, the A/E firm will conduct the charrettes.
What is the periodicity of the photographic record, which we will create during each of the phases of the project? Monthly, weekly, daily?
CM will be required to keep a monthly photographic record, unless there is a milestone met in the interim, which will need recordation.
Attachment 11 – Past Performance Questionnaire was not included in the RFP files. Is this form still required? If so, please provide.
See #7
The Statement of Availability form (Part 4, Section M) was not included in Section M. Is this form still required? If so, please provide.
See #4.
Are original signatures only required in the “original” of Volumes 1 and 2?
No, Original signatures are required on all volumes.
In Section L, (3) Part three – Forms, it states that “. . . All copies must contain original signatures (dart blue ink) on all documents signed. . .” Please clarify if Volume 1, Part Three forms all have to be original signatures for the “original” and 5 copies, or if the volume marked “original” is the only volume that requires original signatures for (3) Part three – Forms?
Yes, Original signatures are required on all volumes.
In Volume 1, (1) Part One – Technical Proposal Requirement, please clarify if Tab 1 – Procurement Integrity Certification for Procurement Officials, and Tab 2 – Privacy Act Notice to Employees and Officials need to be signed by the Procurement Official only or by each key person shown on the organization chart? The signature line on each form is for the Procurement Official only.
Procurement Integrity Certification and Privacy Act Notice to Employees and Officials Documents must be signed by all personnel involved in contract.
On Page 1 of Section C, Paragraph C.2., the last sentence of the first paragraph refers to “Attachment 9”. We cannot find this document – please clarify.
Delete this reference in its entirety.
On Page 1 of Section C, Paragraph C.2., in the list of the characteristics of Phase 1A, the sixth bulleted item indicates that 5 non-contributing buildings will be demolished followed by a listing of 8 numbered buildings. Please clarify the building to be demolished under this contract.
The CM scope does not include management of demolition at this time. The demolition of the 8 numbered buildings listed will be sometime in the the future.
GSA has posted on FedBizOps a separate Small Business 8(a) Set Aside solicitation for a contract to remediate and demolish Buildings 118 and 118(A). These two building are listed to be among the buildings to be demolished under the Phase 1A portion of the project. Please clarify. In addition, will this CM contract be responsible for providing services related to that solicitation?
The CM scope does not include management of demolition at this time.
Under the scope of work for Phase 1A as listed on page 1 of Section C, it states that a “state of the art site security perimeter fencing (Phase 1)” is included. Does “Phase 1” only refer to the area immediately surrounding the USCG Building or does “Phase 1” refer to the first of the three phases indicated in the Master Plan dated November 10, 2008? Please clarify.
The Phase 1A GC will be required to construct temporary fencing around the Phase 1A project. At some time in the future, the Government will direct the construction of a larger security fence around the Phase 1,2 &3 areas.
On Page 2 of Section C, can you please identify the documents listed in paragraph C.4.1. by their issue date and where they can be found?
As part of the project team, the CM shall assist in the maintenance and revisions pertaining to the Environmental Impact Statement (EIS), the Record of Decision, and the Programmatic Agreement (PA). Knowledge of the specific document information is not necessary at this time.
On Page 2 of Section C, paragraph C.4.3 indicates that the CM “shall establish and maintain all necessary liaison, coordination, and support with any federal, local, state, or any other entity or organization with an interest in or jurisdiction over the Project.” This requirement is vague as to the entities and/or organizations that would be involved – please clarify.
see # 16
On Page 8 of Section C, under Paragraph C.5.7. as stated indicates that the CM is to “provide services in order to perform various tasks that are not expressly spelled out in this Section C. Such services should be considered part of the firm-fixed-price to the extent they are reasonable related to or incidental to the design phase Services as listed above.” As stated, this requirement is vague and does not define what services are to be expected. This same text is repeated in paragraphs C.6.2. and C.7.16. Please clarify.
This requirement specifies other services that may be required as the need arises, i.e. specific engineering review, secretarial, contract specialist…
On Page 8 of Section C, Paragraph C.5.6. indicates that the CM “shall assist in coordinating and conducting value engineering (VE) studies required during the design phases.” Since the GSA Bridging A/E will have prepared and issued final concept design and specifications to the prospective Design/Build Contractors, will the D/B contractor be expected to participate in a Value Engineering study after they have been awarded the D/B contract or will the VE be conducted before award of the D/B contract? Please clarify.
Yes, the CM will be part of the design review team and work with the Governmetn and the D/B contractors to accomplish the VE tasks.
On Page 10 of Section C, paragraph C.7.4. discusses the submittal processing by the CM. Since the delivery method is Design/Build, the requirements appear to be written as a traditional design/bid/build approach. Please clarify the requirements and particularly the protocol for approvals of submittals by the D/B team.
The intent is for the CM to be part of the Government review team for all contractor submittals.
On Page 11 of Section C, Paragraph C.7.10. discusses the processing of RFI’s by the CM. – please clarify.
Section C7.10 thoroughly explains the RFI process and what is expected by the CM.
On Page 13 of Section C, paragraph C.7.15 indicates the CM shall provide asbestos specialists to oversee the abatement work, etc. our experience with GSA projects has been that GSA retains a firm to perform these services. Please confirm that the CM is to provide these services as the cost for these services is very dependent on the schedule of the D/B contractor as to how long these services will be required.
The Government expects the CM to have a remediation company available when needed.
On Page 12 of Section C, Paragraph C.8. outlines the Post Construction Phase Services. The scope of work included therein does not seem to align with the type of services required during the post-construction phase. Please clarify. Also, please define the duration of these services.
The CM is expected to support all aspects of post construction phase as part of the project team. Duration would be until the punch list is complete.
On Pages 1 and 2 of Section H, Paragraph H.2.1. lists those positions that are defined as Key Personnel. Some of the titles in the first paragraph do not match with the core group titles for the respective Phases listed thereafter. Please clarify.
See revised Section H
In Section H, under Paragraph H.2. PERSONNEL QUALIFICATIONS, the minimum required respective experience levels for many of the positions listed as Key Personnel are not defined (e.g., see paragraph H.2.2. for PIC). Without having these skill levels defined, we are concerned how Evaluation Factor 3: Experience and Qualifications of Key personnel can be properly evaluated. Please provide Knowledge and skills requirements as well as define each Key Personnel position duties and responsibilities. Refer to Section L, paragraph L.9.3. for the description of the evaluation criteria.
See revised Section H
On page 1 of Section H, under Paragraph H.2.1., a “Public Relations/Community Liaison Specialist” is listed as a required Key Personnel, yet they are not listed as a member of any “core group”. Please clarify.
See revised Section H
On Page 2 of Section H, Under the “Construction Phase”, the position of “General Inspector “ is listed among the “core group”; however, the General Inspector position is not listed under Key personnel listed on Page 1 of Section H. Please clarify.
See revised Section H
On Page 2 of Section H, the second bulleted item states that key personnel must have experience on two $150M or 750,000 GSF projects completed in the last five years. However, the typical design/construction duration of a $150M/750,000GSF assignment may be in excess of 3 years, and many of the key personnel identified fill full-time positions for these projects. Would GSA consider re-evaluating these requirements or extending the project completion requirement to 10 years to better align with these requirements? Also, would GSA consider relaxing this requirement for some of the Key Personnel (e.g., Administrative Office Manager, Public Relations/Community Liaison Specialist, Lead Estimator/Scheduler.)
See revised Section H
On Page 1 of Section H, the Key Personnel list includes “10. Lead Estimator/Scheduler”. As listed, we would consider this as one position. Please clarify. It is not common that one person would fulfill this type of position.
See revised Section H
On Page 1 of Section H, under Paragraph H.2.1, the core groups are indicated as being required full time. However, on Page I-H-3, under Paragraph H.2.3, it states that “the PPM must commit 70% of a standard 40-hour workweek to the project…..”. Please clarify this apparent discrepancy.
See revised Section H

On Page 6 of Section L, Paragraph L.8.2.3. indicates the “Technical Proposal shall not contain more than 100 numbered pages inclusive of ……”. Is the 100 page limit intended to pertain only to “Part Two – Technical Proposal Evaluation Factors?
The 100 page limit is a guideline for Part Two, offerors will not be penalized if the graphics take them over the limit. Foldouts would be counted as 1 page.
On Page 6 of Section L, under Paragraph L.8.2.3. “(1) Part One – Technical Proposal Requirement”, please confirm the requirements of Tabs 1 and 2 which state that the listed forms are required to be submitted “for each person assigned to the Contract”. Additionally, in the paragraph above that, it requires that “all copies must contain original signatures …on all documents signed.” This would mean that all persons completing forms under Tabs 1 and 2 would have to execute 6 copies of each. Can you please review these requirements and clarify.
Documents in this section are to be signed by the five Key Personnel listed in revised Section H.
On Page 7 of Section L, one copy of the “Representations and Certifications” is required to be provided in both Part Three – Forms of the Technical Proposal and under TAB 2 of the Cost Proposal Contents. Please review and clarify if required in both.

Question – is the intent of this contract to award a contract that will include the remaining Phases 2 and 3 as well? If this is not the intent, it would appear that the FACTOR 1 evaluation criteria are not a valid factor to evaluate. Please confirm. |
See revised Section H
On Page 9 of Section l, under paragraph L.9.2., the second paragraph, first sentence states “the Government will evaluate the past performance of the CM based upon reference responses to questions related to past performance.” The next paragraph references a “Past performance Questionnaire (Attachment 11)”. We can not find this Attachment in the RFP. Please clarify.
Questionnaire is included in amendment.
On Page 9 of Section L, under paragraph L.9.3., “FACTOR 3: Experience and Qualifications of Key Personnel – 25%”, the second sentence states “this factor will consider whether key personnel possess professional qualifications, education, and other knowledge and skills or the positions to which he/she will be assigned and their duties and responsibilities.” Section H does not establish these evaluation criteria for many of the listed positions identified as Key personnel. Please clarify.
See revised Section H
On Page 10 of Section L, under ParagraphL.9.3, the fourth paragraph requires resumes for a “Historic Preservationist Architect and Historic Landscape Architect.” They are indicated to be “Key personnel” yet they are not indicated as such in Section H. Please clarify. Also, please provide the professional qualification, education and other knowledge and skills for these positions and what are defined their duties and responsibilities.
Historic Preservationist Architect and Historic Landscape Architect are not considered Key Personnel in this effort. Please provide information requested in Sections H.2.3.a. and L.9.3 of the RFP and please see revised Section H regarding the HLA and HPA.
At the pre-solicitation meeting conducted at the GSA NCR Auditorium, the presentation indicated that the CM contract would include services related to ongoing Operation & Maintenance of the new facility for as long as three years after substantial completion of the USCG Headquarters. In the RFP, we find no mention of these services. Please clarify.
O&M services responsibility has been delegated to the general contractor.

Single spaced is acceptable.

Single is acceptable.
On Page IV-L-6 the solicitation states “The Technical Proposal shall not contain more than 100 numbered pages inclusive of table of contents, charts, exhibits, and any other materials the Offeror deems required for each evaluation factor listed herein.” In L.9.4.4 Coordination and L.9.4.5 Methodologies for Quality Control, Claims Avoidance, Delays, and Change Orders the solicitation states “the CM may submit flow charts and illustrations of the processes. These documents can be provided in addition to the narrative.” Does that mean that the charts and illustrations are not part of the page count?
No and the 100 page count is a guideline, please do your best to stay close to the 100 page count.
Tab 1 – Standard Form 33 from Part I, Section A with items 12 through 18 completed is duplicated in Tab 1 for the Cost Proposal. Would you prefer to see it in the Cost Proposal where there is no page limitation?

Forms and explanation are part of the amendment.
For the “Schedule of Code of Business Ethics and Conduct” in Part 1, Tab 4 of the Technical Proposal, can we provide our full Code of Ethics as an attachment/appendix without it contributing to our page count. If not, will a summary suffice?

In Paragraph H.2.1, page H-1 says Principal Project Manager (PPM) is full time 40 hours per week while Paragraph H.2.3, page H-3 says the PPM must commit 70% of 40 hour week. Please clarify.
Please strike the H.2.3 statement reuiring only 70% commitment by the PPM. The PPM is required to commit 100% of the 40 hours to the project.
H.1- Requires anyone serving in the capacity of key personnel as an architect or engineer be registered in DC, VA or MD. This appears overly restrictive since some of the identified Key Personnel are inspectors, etc. who may be architects or engineers but do not need registration.
- For the “non-technical” positions listed on page I-H-1, i.e., Administrative Office Manager and Public Relations Liaison, are all of the “must have” characteristics described on page I-H-2 still required?
The requirement has been changed. • Anyone serving in the capacity of key personnel as an architect or engineer need not be professionally registered.

Yes
Do projects in the Past Experience Section need to be completed?
No
Section L, Paragraph L.9.1: Past Experience of Firm, Requires “The aspects of this Project that the CM shall demonstrate past experience in the design and construction are:” The criteria are overly restrictive since the criteria requires the projects project meet all 5 criteria in lieu of simply a higher score for meeting all five criteria.
The criteria are meant to be guidelines with which to target the offerors past experience reponses.

Reference: L.9.1 FACTOR 2: Past Performance of Firm – 20% paragraph 3, “In addition, the CM shall have the owner of the project submit a completed Past Performance Questionnaire (Attachment 11).” Question: Attachment ll was not provided in the solicitation. The solicitation states that this attachment has to be provided to past customers, prepared by them, and then forwarded to the Government three (3) days prior to the proposal due date. How soon can we expect this time sensitive attachment, and if not soon, will the government consider relaxing the deadline for our customers to submit Past Performance Questionnaires or an extension of the proposal submission deadline to allow receipt of all Questionnaires three (3) days prior to deadline?

QUESTION 1: Reference – Page I-H-3, Section H.2.3, Paragraph 2 Will a 4-year degree from an accredited institution of higher learning in Architecture also be considered as "preferable" for the PPM position?

PIC Page I-H-3, Section H.2.3 Paragraph 1 The minimum commitment for this position is listed to be 70% of a 40-hour work week (28 man-hours). It is our understanding that this position will be the lead on-site position for the construction management team. It is our recommendation that this position should carry a full-time (40-hour) work week commitment. Would GSA consider changing the current time commitment for the PPM position to be a full-time, 40-hour work week?
No, we will stick to the 70% requirement for now.
Page I-H-1, Section H.2.1 Paragraph 2 "Unless otherwise noted, each member of the core group listed below is required full time (40 hours per week) over the duration of this contract."The position of Principal-in-Charge is listed among this core group for all phases. Given the duties and responsibilities of this position as described in Section H.2.2, it appears that this position could be filled by a part-time or "on-call" officer of the CM firm.
Would the Government consider revising the time commitment for the Principal-in-Charge to be a part-time / on-call officer of the CM firm as agreed to by GSA and the CM firm?
The requirement for the PIC is 70% of a 40 hour week.

Does this same page restriction apply to the resumes for the Historic Preservationist Architect and the Historic Landscape Architect?

Section J, Attachment 1 – Privacy Act Notice To Employees and Officials and Attachment 2 – Procurement Integrity Certification for Procurement Officials, and Section L.8.2.3 (1).
Who is required to sign these forms? The forms appear to be forms for government employees/officials, is there a contractor-specific version of these forms?
Should these forms be signed by one company representative? Or, as specified in Section L, should a form be completed ‘for each person assigned to the Contract.’ This would add significantly to the page count.
