Pre-Proposal Questions & Answers
1.) Question: For project 7, the drawing shows no electrical work being done:
a. Will we be installing new switches w/conduit on the rework for the switches? It is our understanding that the existing switches are not run in conduit.
b. Just to clarify, we are not adding receptacles or data to any room in project 7?
Answer:
A. Existing lighting circuits are run in conduit, and the light switches are installed in standard J boxes per the National Electric Code (NEC). The
Contractor shall install light switches in the new wall sections in a similar manner. In some location, voice and data cables are not installed in conduit.
B. The contractor shall match the existing voice and data cable infrastructure. Installing voice and data cable not currently run within electrical conduit is beyond the scope of this contract.
C. The contractor shall relocate any existing 120 volt power outlets, and voice and data jacks are required to facilitate construction of the new office walls. Providing 120 volt power outlets, and voice and data outlets in additional to the existing outlets and jacks is beyond the scope of this contract.
2.) Question: When working with fire alarm system, does the contractor need to pay for building maintenance to shut down and monitor the fire panel during the removal and or install of any fire horns/strobes?
Answer:
1. Yes. The Contractor will coordinate directly with the building’s Operations &
Maintenance Contractor to have one of their technicians:
A. Place the fire alarm control panel in test mode to facilitate relocation of the fire alarm components.
B. Restore the fire alarm control panel to normal operating mode at the end of the evening’s work.
2. The building’s Operations & Maintenance Contractor’s after hours cost is
$60.00 per hour. The Contractor should budget four hours per fire alarm control panel outage.
A. Two hours for the technician to travel to the building and place the panel in test mode.
B. Two hours to return at the then of the evening’s work to return the panel in normal operating mode.
3.) Question: What time restrictions are placed on the contractor by building security for moving material and equipment through the south loading dock?
Answer:
In general, material movement through the south loading dock is to be conducted after normal duty hours to avoid impact to the Richland Federal
Building’s normal day time operations. The Contractor shall coordinate with the
GSA Project Manager 24 hours in advance of material delivery to ensure the building’s security force is aware of the delivery and to avoid delays
4.) Question: Is there asbestos overspray on the inside of the plaster walls where the existing registers are coming out?
Answer:
Yes. During the Richland Building’s construction, in many instances, the friable spray on asbestos fire proofing was over sprayed into open wall cavities, now covered with gypsum wall board (GWB). The Contractor should include in his proposal a cost to contain any asbestos fire proofing with removing and replacing the air diffusers. Asbestos abatement is beyond the scope of this project.

2) Training takes one to two hours.

6) Question: What are specifications the project’s new office doors? Are these a contractor furnished item?
