Richland Federal Building DoE Renovation Project Areas 5, 7, 8, and 9
Asbestos Control Procedures 05/06/15
Attachment A – Richland Federal Building Asbestos Control Procedures
PART 1 - GENERAL
1.1 DESCRIPTION OF WORK
A. This project involves the spot removal of asbestos-containing materials and the cleaning of asbestos debris necessary for the renovation of Project Areas 5, 7, and 8; plus the restoration of the heating ventilation and air conditioning (HVAC) system within Project Area 7. Restoration of the HVAC system is referred to as Project 9. The EPA certified abatement contractor shall perform exposure assessments during the asbestos abatement phases within each of the Project Areas. The intent through the duration of the work is protection of the ceiling plenum throughout the building from asbestos fiber distribution resulting from the disturbance of the asbestos fireproofing. Asbestos containing materials that may be encountered include, but are not limited to: Asbestos fireproofing on the underside of the metal decking and fireproofing debris on top of the ceiling tiles and other surfaces above the Project Areas’ suspended ceiling.
B. The overall project involves the removal of asbestos materials for the installation of hangers (if required), and cleaning of fireproofing material from above the ceilings, as needed, to facilitate the removal of an abandoned air conditioning unit condenser and its associated electrical power feeds and refrigerant piping located above the ceiling in Room 478 (Classified Conference Room); renovation of the HVAC system above Project Area 7, and replacement of the suspended ceiling tiles in Project Areas 5, 7 and 8. This attachment contains the minimum procedures (work practices and engineering controls) that the Contractor shall utilize to reduce potential airborne fiber concentrations during work in all three Project Areas. This Attachment also includes provisions for proper worker protection, regulatory compliance, as well as the proper removal, storage, and disposal of asbestos-containing materials. Specifically,
1. The project site is located at the Richland Federal Building, 825 Jadwin Avenue, Richland, Washington.
2. All asbestos related work shall be conducted in the evening hours between 6:00 PM and 4:00 AM Monday through Friday, and as coordinated with the GSA Project Manager.
3. All Asbestos related work shall be completed during this time period when the building’s air handlers are not in operation. The Contractor shall coordinate with the GSA Project Manager and GSA Property Management to ensure the building’s air handlers and HVAC system components are not operating during abatement work.
Attachment A -- Asbestos Control Procedures 05/06/15
4. The Contractor shall establish negative pressure mini-enclosures for work above the suspended ceiling in areas with asbestos fireproofing. The negative pressure enclosure will remain in-place until all acoustical ceiling replacement and above ceiling work is complete, the new ceiling tiles are installed, and final air clearance is achieved from the Contractor’s independent testing laboratory. The negative pressure mini-enclosures are intended to prevent the migration of dust and debris generated in the regulated area above the ceiling to non-regulated areas.
5. A containment system shall be established when asbestos fireproofing is removed from above ceiling surfaces and areas. This containment system will be established to minimize the migration of asbestos fireproofing debris or dust in the plenum area.
6. Mini-enclosures shall be used as ceiling tiles are removed for access above the suspended ceilings and ceiling tile replacement. The contractor shall clean any fireproofing debris located on top of the ceiling tiles through out Project Areas 5, 7 and 8 in conjunction with the ceiling tile replacement and HVAC system restoration.
7. If the Contractor selects to install support hangers as required for piping, electrical conduit, and HVAC restoration -- either by shooting hangers directly into the deck through existing fireproofing, or removing a small area of fireproofing and then shooting hangers -- the work will be accomplished within a negative pressure enclosure.
8. The Contractor shall provide a certified asbestos supervisor on-site during all asbestos activities. The supervisor shall be on-site to direct any asbestos removal or cleaning. The supervisor shall also maintain the containments and mini-enclosures, and ensure proper operation of all negative air machines during any asbestos removal activity. Asbestos fireproofing removal shall be conducted within a negative pressure enclosure.
9. The Contractor shall provide an independent testing contractor whose duties include air sampling and analysis in Project Areas where all above ceiling work within each Project Area is complete. When all abatement and cleaning work is complete, the Contractor shall install the ceiling tiles, and perform final cleaning of the containment as required. The Contractor shall notify his independent testing laboratory representative when the work area is ready for final clearance testing. After final clearance is achieved, the containment may be dismantled. If work is not complete prior to the end of the work shift the Contractor shall collect and analyze clearance air samples prior to running the building maintenance contractor reactivating the building’s HVAC systems.
